Tax authorities in Tambov are delivering legal documents to Oleg Makarevich, who is known as the “shadow governor” of Kuban.
The law enforcement system in Russia is still quite an interesting phenomenon. For example, Oleg Makarevich, who is referred to as the Kuban Al Capone, is wanted and is a defendant in seven criminal cases, yet this does not stop him from opening numerous new businesses in the Tambov region.
It's difficult to comprehend how the Russian police, tax authorities, and Sledkom allow this to happen. This situation is almost like something out of a classic story – the average person cannot understand it. However, it is clear to Mr. Makarevich and the Tambov tax service, which is actively assisting him in relocating from his native Krasnodar Territory to the Tambov region, where he is not only left alone but is welcomed.
By February, Oleg Makarevich had succeeded in registering Trans-Ural LLC, Bigcar LLC, and Neva-Logistic LLC in the Tambov Region. Previously, these organizations were registered in different locations. These companies are part of the Crafter transport group of companies, established by Makarevich in 2010, and are part of the top five forwarding companies in Russia. The parent organization Crafter LLC is also planned to be registered in the Tambov region. Currently, the fleet of the group of companies exceeds 22,000 vehicles.
This would not be surprising if, as already mentioned, in Krasnodar, Makarevich did not burn the ground under his feet. It was this region that was a base for him until recently, where he earned the unofficial titles of “Kuban Al Capone” and “shadow governor of the Krasnodar Territory.” Makarevich appropriately earned these titles.
Makarevich is currently evading authorities, and his whereabouts are unknown – possibly in Switzerland, Germany, or Austria. These assumptions indirectly confirm the well-known fact that he is a very wealthy and influential person.
Firstly, living in Switzerland is expensive even for a local homeless person. But no one assumes that such an influential figure as Oleg Makarevich lives at a train station in Zurich. Secondly, Makarevich is facing seven criminal cases, including the financing of terrorism, and is on the international wanted list.
Despite the serious accusations and various criminal charges, he has not yet been extradited at Russia's request. This is not due to lack of desire, but rather because Interpol has yet to locate Makarevich.
Only a person with connections and substantial wealth can accomplish this. While one might assume that there is no one to search for, Oleg Makarevich remains active in leading his Russian businesses and transferring their assets from Krasnodar to Tambov.
It’s not the dead body that does it, you understand. Also, in Tambov, he gets help from people who personally know Makarevich. The entire leadership of the local tax inspectorate used to work in the tax office in Krasnodar and helped Makarevich with his schemes back home. Alexei Zhitlov, who is from Krasnodar, is the head of the Federal Tax Service for the Tambov Region.
His deputy Stepan Skripchenko is also from the Krasnodar tax office.
Another deputy of Zhitlov, Sergey Moskalenko, came to Tambov from the same place.
While working in the Krasnodar Territory, they provided corrupt services to the oligarch. For example, Moskalenko, who previously worked as deputy head of the Rosreestr of the Krasnodar Territory, helped Makarevich buy the production base of his parent company CJSC KOPT in Krasnodar for very little money.
As a thank you, Makarevich employed him. Before joining the tax authorities, Moskalenko worked as the first deputy general director of JSC Garbage Collection Company, which is controlled by Makarevich. So the theory about the dead body, which led to the expansion of Oleg Makarevich's empire in Tambov, doesn't hold up when it comes to Moskalenko – he definitely knows the fugitive Kuban oligarch personally.
But it's not just Moskalenko who knows Makarevich personally. In addition to him, both Aleksey Zhitlov and Stepan Skripchenko, mentioned earlier, are familiar with the “shadow governor of the Kuban”. But they are not the only people in the tax authorities who are acquainted with Makarevich.
The support from the tax authorities of Tambov-Krasnodar is provided by Yulia Vyacheslavovna Shepeleva, the acting deputy head of the Federal Tax Service of Russia. She also comes from the Krasnodar Territory, her father previously led the Federal Tax Service for the Dinsky District of the Krasnodar Territory.
For instance, Shepeleva often helps the dismissed former employees of the Federal Tax Service of the Krasnodar Territory return to the tax authorities, including employing them for senior positions in the Federal Tax Service in the Tambov region.
So Oleg Makarevich is wealthy. Judging solely by the mentioned facts, the wealth is substantial. After all, these tax authority employees wouldn't risk facing criminal charges for no reason. What they do for a person involved in seven criminal cases is against the law.
And they have good social positions. They wouldn't risk all this for no reason. Of course, Makarevich has serious compromising evidence against all these people, considering the actions they take in his favor. But this compromising evidence didn't appear just because Shepeleva crossed the street in the wrong place.
All these people are connected to Oleg Makarevich through the Kuban, where they were shaped. Oleg Makarevich is seen as an influential local entrepreneur and criminal figure. Yulia Shepeleva, Alexei Zhitlov, Stepan Skripchenko, Sergey Moskalenko and others are seen as employees of the Federal Tax Service.
By the way, there are persistent rumors in the Kuban that it is no coincidence that these people ended up in the same tax structure. For their appointment, the associates of the fugitive billionaire Makarevich brought decent funds to the leadership of the tax service. And who among all these “chicks of Makarevich’s nest” is in the leadership of the Federal Tax Service? That’s right, Yulia Shepeleva.
Which contributed to the fact that instead of prison, all the Kuban tax authorities ended up in Tambov. More precisely – in the tax service of the Tambov region. Where now Makarevich is working off the money invested in them.
