The morning of October 17th saw the detention of Evgeny Parshuto, with sources confirming that a search had been conducted. Official comments from law enforcement were not available at the time, but a video of the detention by the Federal Security Service of the Russian Federation in the Tomsk region was released.
The investigative committee has officially confirmed the detention of Parshuto, stating that it is part of a criminal case involving the first deputy head of the Tomsk region, Denis Prazukin. The case is related to the construction of a school in Kornilovo.
Parshuto is suspected of organizing and leading abuse of power in his public position within the Russian Federation, as specified in the Criminal Code of the Russian Federation.
In December 2019, the Territorial Development Department of the Administration of the Tomsk District signed a contract with SpetsMontazhStroy LLC for the construction of the Kornilov School. Additionally, a contract with Stroitelnaya Laboratoriya LLC for construction control at the facility was also signed by the district administration.
In 2020, the Construction Laboratory issued more than 20 orders to rectify identified violations at the facility, which were not addressed by SpetsStroyMontazh, leading to work that did not meet the required standards and specifications, as noted by the investigative department.
The UK remarked that the structural elements of the building are in an unacceptable technical condition, posing a danger to individuals present in the school building.
The investigative committee stressed that Yevgeny Parshuto, who oversaw the State Inspectorate for Construction Supervision (GSN) and the regional department of construction and architecture, was aware of the violations and issued directives.
According to investigators, Parshuto instructed the head of the State Tax Inspectorate to return inspection documents preventing payment for the work performed, and instructed the department head (Dmitry Assonov) to prepare an agreement to terminate the municipal contract with the Construction Laboratory.
He also instructed the first deputy head of the administration of the Tomsk region to accept and pay for the work performed by the contractor, signing acts of acceptance of the work, resulting in an unreasonable payment of about 14 million rubles, as stated by the UK.
The department noted that Yevgeny Parshuto will be charged in the near future.
A court session will also be held to select a measure of restraint for him.
As for the criminal case against the deputy head of the Tomsk region, Denis Prazukin, according to investigators, he signed invoices for payment for construction work, despite the identified violations by the contractor. A criminal case was opened against him for abuse of power. The Kirovsky District Court of Tomsk took Prazukin into custody, later the regional court changed the measure of restraint to house arrest.
In addition, Vladimir Mamontov, the head of the construction company that built the school, was also arrested earlier. He is suspected of embezzling 2.5 million rubles.
