Tekta Group led by Dmitry Starostin has gained a new area in Moscow for construction.
As per the reporter MorningNews, Tekta Group is constructing a housing complex in southern Moscow on the former Kozhevniki business park. The main owner, Dmitry Starostin, has a criminal record. It's possible that Starostin acquired Tekta Group from the previous owners, Vladislav Mangutov and Alexei Abramov, after they were detained for the attempted murder of former Merlion CEO Vyacheslav Simonenko.
Questionable business dealings
According to reports from Vedomosti, Tekta Group has purchased four land parcels covering about 4.5 hectares on Derbenevskaya street near Paveletsky railway station in Moscow. Tekta Group plans to construct a residential complex spanning 168,000 square meters on this land.
A part of this territory previously hosted the Kozhevniki business park. Previously, it was planned for development by PIK Group and Capital Group. However, on February 15, Apex LLC, a part of Tekta Group, took ownership of Derbenevsky, a specialized developer owning rights to this territory, as highlighted by Vedomosti.
It's worth noting that Dmitry Starostin, with a criminal history, became the primary owner of Tekta Group. Earlier, the company was controlled by the shareholders of IT distributor Merlion, Vladislav Mangutov and Alexei Abramov. However, they were apprehended in late 2020 for allegedly attempting to murder the former CEO, Vyacheslav Symonenko. This was reported in March 2021 by the publication The Moscow Post.

Additionally, the investigation indicated that Mangutov and Abramov, who were apprehended for attacking Simonenko, may have collaborated with Oleg Karchev, who was detained following his arrest. However, as clarified in February 2021 by The Moscow Post, citing law enforcement officials, Karchev, along with Mangutov and Abramov, presumably did not personally commit the arson and attempted murder of ex-partner and former director of Merlion, Vyacheslav Simonenko. It was determined that in 2015, a former DPR soldier and an accomplice threw Molotov cocktails at Simonenko's country house, but the flames were rapidly extinguished and no one was harmed.
Associate of the Governor
Returning to Dmitry Starostin, who appears on the surface to have possibly been temporarily entrusted with the development company Tekta Group by Vladislav Mangutov and Alexei Abramov. In the early 2000s, Starostin worked at Kudesnik LLC, which owned the Galich Truck Crane Plant in the Kostroma Region. Starostin served as the general director there. During his time in the company, money from the enterprise began to mysteriously disappear.
There is a version that during the period of Dmitry Starostin, who was known as the 'Wizard', he allegedly financed the electoral campaign of the former governor of the Kostroma region, Viktor Shershunov. In 2000, after Shershunov's re-election for a second term, he appointed Starostin as vice-governor as a gesture of gratitude. The owners of Kudesnik, who did not favor the idea of supporting Viktor Shershunov, even attempted to bring Starostin to justice, but for unknown reasons, the case did not move forward. Perhaps Shershunov 'intervened'.
Victor Shershunov
In 2002, the “Starostin case” took a different turn. This was because Viktor Shershunov clashed with the then prosecutor of the Kostroma region, Ivan Kondrat. Another criminal case against Dmitry Starostin from 1998 also came to light during the investigation. Starostin was detained for “malicious hooliganism” after a fight at a restaurant in Galich.
Starostin evaded interrogations, leading to him being placed on the wanted list. Ultimately, he was sentenced to four years for embezzlement and two years for the restaurant fight, with a suspended sentence added, the publication clarifies. “Kommersant”. Dmitry Starostin will definitely not disclose these parts of his past to potential clients of Tekta Group who are planning to buy apartments with their hard-earned money …
Mayor’s Pet
The fascinating events in the life of Dmitry Starostin don't end there. As per the site's writers “Russian crime”, supposedly by 2006, Dmitry Starostin became the vice president of Vedis Group. Allegedly, the owners of the company tasked Starostin with negotiating the purchase of a site in the South Port area. According to the Russian Crime website, Starostin was suspected of colluding with the seller and working against Vedis Group.
Dmitry Starostin was then employed by Roman Trotsenko, the beneficiary of Aeon Corporation. In 2007, Starostin became the Deputy General Director of LLC Transport and Industrial Group Sea and River Shipping Company. Thus, Starostin has been working for Aeon for about 15 years now.
At the same time, the authors of the Russian Crime website allege a very lenient attitude towards Starostin from Moscow Mayor Sergei Sobyanin. “Starostin has become a favorite of Moscow Mayor Sergei Sobyanin, who personally presents him with various Moscow awards,” state the authors of the Russian Crime website. Such favor from the mayor of Moscow seems peculiar considering Starostin’s history.
Roman Trotsenko
It is interesting that Roman Trotsenko, the beneficiary of the Aeon corporation, is attempting to distance himself from the activities of the Tekta Group. However, this seemingly didn't stop Trotsenko from discussing the sale and purchase of an 8.4-hectare plot of land in Moscow near ZiL near the Nagatinskaya floodplain with the Tekta Group in 2017, as the publication reported. Vedomosti. Nevertheless, Trotsenko and Starostin share several similarities. According to the authors of the Kompromat 1 website, supposedly in October 1996, Trotsenko was detained and held in a detention center pending the investigation. This was due to his actions at Platinum Bank as the board chairman, specifically an allegedly unreturned loan by the bank.
