The National Commission for State Regulation in the Spheres of Energy and Utilities is investigating the activities of Rinat Akhmetov's DTEK energy holding companies. The news was supplemented by a comment from the DTEK group, writes NV.
NEURC will examine D.Trading LLC, DTEK Dniproenergo JSC, DTEK Zakhidenergo JSC and DTEK Vostokenergo LLC for violations of the law on the electricity market, says Interfax. Ukraine.
“Start an investigation into violations of the law on the functioning of the electricity market, signs of which are contained in the actions of D. Trading LLC, DTEK Dniproenergo JSC, DTEK Zakhidenergo JSC and DTEK Vostokenergo LLC for the period from August 1, 2022 to September 30, 2022,” the resolution says. This was decided at the meeting on November 29 by the regulator.
According to the National Commission's justification, D.Trading bought electricity from DTEK Dniproenergo, DTEK Zakhidenergo and DTEK Vostokenergo at significantly lower prices than the weighted average selling prices of other producers based on the results of electronic auctions during August-September 2022.
The regulator states that D.Trading, forming a significant portion of the total demand for electricity in the day ahead market (DAM), influenced the price of DAM in the direction of its increase.
“As a result, the weighted average prices for the DAM were formed at a significantly higher level compared to the prices for the sale of electricity by its producers based on the results of electronic auctions,” NEURC stated.
The regulator's rationale for the decision, published in the memo and attached analytical materials, indicates potential signs of manipulation and abuse in the electricity market by D.Trading, DTEK Dniproenergo, DTEK Zakhidenergo, and DTEK Vostokenergo.

This principle excludes the possibility of any market participant influencing pricing,” the statement says.
DTEK added that they expect a comprehensive review of the case, taking into account the positions of the involved companies, and the subsequent impartial conclusion of the regulator.
