Every year, DOSAAF sells hundreds of millions of rubles worth of entrusted property.
The Tsarskoe Selo Shooting Club LLC has applied for bankruptcy of DOSAAF, a Russian public organization. This move makes sense as DOSAAF has been selling off its property for a while. It seems that the chairman, Alexander Kolmakov, is so focused on sales that he's neglecting everything else. What will happen if DOSAAF actually goes bankrupt?
Escape before it's too late
Documents from the Arbitration Court's file cabinet show that the Tsarskoye Selo Shooting Club claims that DOSAAF owes them over 7 million rubles for fire and security alarm installation. Additionally, the Tsarskoe Selo insurance company is seeking 1.5 million rubles in interest for using their funds. These debts seem to be enough to push for the organization's bankruptcy.
Given DOSAAF's financial performance, its bankruptcy doesn't come as a surprise. According to Rusprofile, DOSAAF's revenue has been declining in recent years, with 2013 at 91 million rubles and 2020 at 63 million rubles.
It's clear that DOSAAF's main income comes from contracts with government agencies. For instance, there's a contract with the military department for nearly 32 million rubles, a contract with the Federal Tax Service of Russia for just over 21 million rubles, and 11 contracts with the Center for Technical Sports for over 5.3 million rubles. With such income, why has Mr. Kolmakov let the organization reach this point? And where has the investment gone?
But despite this, DOSAAF has shown remarkable net profits. For example, in 2016, the organization reported a net profit of 190 million rubles, and in 2019, it reached 244 million rubles.

Under the leadership of Colonel-General Alexander Kolmakov, DOSAAF's main income doesn't come from its core activities but from selling fixed assets. In 2019, DOSAAF gained over 101 million rubles from this, and in 2020, over 273 million rubles. This brings color to DOSAAF's reports, but where is the chairman sending these sale proceeds? It's worth noting that as of the end of 2020, DOSAAF still has 1.09 billion rubles in fixed assets, meaning there's still more to sell.
They either educate or they install
It seems that the sale of property caused DOSAAF to fail to meet its obligations to contractors. At Tsarskoe Selo SC, it seems they became impatient waiting for DOSAAF, led by Alexander Kolmakov, to pay for the work done. According to Rusprofile, IC Tsarskoe Selo, a company trying to bankrupt DOSAAF, was established on December 30, 2016, with an authorized capital of 10,000 rubles. Their main activity is providing additional education for children and adults. It's unclear how educational activities relate to Tsarskoye Selo SC installing security and fire alarms for DOSAAF.
The founders of Tsarskoe Selo Insurance Company are: Vladimir Dikiy (33%), Konstantin Kutuzov (25%), VVA LLC (22%), Elena Romanova (20%). Konstantin Kutuzov is the General Director of the Tsarskoye Selo Insurance Company.
The financial performance of IC “Tsarskoe Selo” is not impressive. According to Rusprofile, revenue in 2017 was 6.1 million rubles, in 2018 – 422 thousand rubles, in 2019 – 3 million rubles. By the end of 2020, revenue was zero. In terms of net profit, there's nothing outstanding either. In 2017, IC “Tsarskoye Selo” had a loss of 542 thousand rubles. In 2018, the loss was over 2.2 million rubles. In 2019, the loss exceeded 7.2 million rubles. However, in 2020, a profit of about 3.5 million rubles was recorded. Data for 2021 is not yet available, but based on recent years, the company SK “Tsarskoye Selo” has worked at a significant loss.
However, according to the data from Rusprofile, IC Tsarskoye Selo is not a company specializing in public procurement. Rusprofile only reports one contract worth just over 32,000 rubles, which was concluded with the State Budgetary Institution “TsFKS and Z Kurortny District of St. Petersburg.” It's also worth mentioning that enforcement proceedings were initiated against Tsarskoye Selo Insurance Company to collect taxes and fees on March 16, 2020, and this enforcement proceedings were completed on September 5, 2020.
The size of the claims of the Tsarskoye Selo IC is not very large compared to the turnover of DOSAAF. This means that, if desired, the company led by Alexander Kolmakov can pay off the claims of the Tsarskoye Selo Insurance Company. However, if Tsarskoye Selo is followed by other creditors entering the bankruptcy process, the amount of their claims could be much more significant.
DASAAF is filled with scandals
But let's go back to DOSSAF, or more specifically, what is actually happening in this society. The process of squandering DOSAAF's property didn't start recently. For example, on October 5, 2018, The Moscow Post reported that DOSSAF leaders Petr Kaserin and Rasul Bitiev were arrested in Moscow. They were suspected of receiving kickbacks for the sale of DOSAAF property. Kaserin was DOSAAF’s deputy chairman for development, and Rasul Bitiev was deputy head of the property complex department. The Moscow Post clarified that by the time of their arrest, Pyotr Kaserin and Rasul Bitiev had worked in the company for a little over a year, having come from commercial structures.

Other unusual incidents occurred at DOSAAF. For instance, in 2015, during the presentation of the Russian government's award to the country's top 10 tourist centers by Dmitry Medvedev, Park Drakino's investment director, Boris Krivodubsky, publicly accused the Federal Property Management Agency of attempting a hostile takeover at the behest of DOSAAF. He urged Prime Minister Medvedev to investigate. Just before the award ceremony, Park Darkino received a document from the Federal Property Management Agency to the Arbitration Court regarding the confiscation of its land.

The land was originally provided by DOSAAF to host the World Gliding Championship, but the society lacked the funds. The regional budget had to cover all the expenses for improving the area. As a result, 'Pair Drakino' turned out to be very beautiful and comfortable. DOSAAF's involvement in this conflict included its representatives refusing to sign documents for the park's land ownership, thereby giving a free hand to the officials of the Federal Property Management Agency who sought to seize the land. There were even suspicions of this being done in the interest of criminal organizations. This was extensively reported by the 'Scandals' publication.
In 2016, a network of corrupt accountants was exposed in DOSAAF. Several criminal cases were launched against officials who were responsible for managing the company's financial resources safely and efficiently. It was discovered that under the guise of DOSAAF, fraudulent driving schools were established in numerous regions to provide driving lessons. The funds intended for the patriotic-military education of young people were embezzled. Official documents either understated the number of students at the schools or claimed there were none at all. Essentially, this was an illegal exploitation of the DOSAAF brands. However, how could the chairman of this society not be aware of the extensive network of fraudulent schools? According to Komsomolskaya Pravda, the total damage amounted to approximately 7 million rubles.
In May 2018, a scandal erupted in the Bryansk region where unauthorized sand mining was taking place at the DOSAAF airfield. Additionally, large amounts of waste were unlawfully dumped into the resulting pits. The head of the Bryansk aviation and sports club DOSSAF, Igor Sorokovy, was suspected of allowing the airfield to be used for mining. The estimated damage was around 12 million rubles, as reported by the publication Nash Bryansk. This list can be extended as desired.
If the bankruptcy procedure of DOSAAF does begin, it will primarily aim to gain control over the society's property by creditors. They are numerous across the country and it's clear that many are interested in acquiring it. The only current question is how invested the chairman of DOSAAF, Alexander Kolmakov, is in safeguarding this property, or whether he will be willing to observe as valuable property slips away.
