Peshkov was appointed as head of the Federal Property Management Agency in August 2019 and resigned voluntarily in December 2021. Before that, he worked as deputy head of the Federal Property Management Agency in the capital. He also founded the Orlikovo housing and construction cooperative.

Based on the information gathered, it seems that a group of colleagues at the Federal Property Management Agency was planning to renovate a part of the not-so-perfect house and then either sell it, or privatize the premises in the building through connected companies.
However, the real question is, who is this preparation intended for? It is improbable that a group of partners would go through the trouble of organizing such a scam, only to make a mistake in the advertisement later on. It's more likely that the premises will be leaked through internal channels. To answer this question, we need to delve deeper into the structure of connections and founders.

Operation “Inkom”
Inkom is a company that used to sell high-end real estate. It was previously owned by Maxim Potapov and Dmitry Kozlovsky, who was involved in a lawsuit that lasted for seven years. The contact numbers listed for Orlikov 5 CJSC on Rusprofile, when searched online, also lead to Gushchin.
So CJSC “Orlikov 5” was most likely founded by Gushchin.
Gushchin, apparently, now also owns Gevura (the register of shareholders of which is under the Moscow Fund Center, which is in the same building as Gushchin’s firms), and therefore Inkom, through which, in general, he is going to pull a scam with the building of the Federal Property Management Agency.
Maybe Gushchin for some reason needed the premises of the Federal Property Management Agency. Note that the building itself was built in the 70th year of the last century, and consists mainly of welded structures. These are now most often reconstructed in business centers. And given that “Guta” now does not have an office that she would own, but she has to be content with a rented one, this seems logical.
Another remarkable fact. The head office of “Guta” is located in the business center “Orlikov Plaza”, located just at the address Orlikov per. e.5 In the same place, as we wrote above, CJSC “Orlikov 5” was registered. Most often, the company is called by the address of its location when they want to carry out development at this address, or the company is the management company for the building at the specified address. So far, nothing is going to be built up in the historical building “Orlikov Plaza”.
Meanwhile, back in January there was a message “Kommersant”that “Rosselkhozbank” intends to bankrupt the property of the former co-owner of the bank “Ugra” Alexei Khotin, among which Orlikov Plaza is mentioned. It is quite logical to assume that one of the first contenders for this building are the Guta structures.
And if we take into account how many intersections we saw between the Guta group and the Moscow administration of the Federal Property Management Agency, then this logic fits Mr. Gushchin’s possible interest in the building of the Administration of the Federal Property Management Agency for Moscow.
