A man, whose name was involved in several major scandals, was associated with the right hand of Deputy Prime Minister Andrei Belousov.
There is a reputational scandal happening with Ilnar Mirsiyapov, the assistant to First Deputy Prime Minister Andrei Belousov. Is it a retaliation by dissatisfied oligarchs or a result of his flawed personnel policy?
Upon assuming the position of First Deputy Prime Minister of the Russian Federation, Andrei Belousov gave Russians hope for justice and positioned himself as a fighter against oligarchic control. He was recognized as a tough statesman and a key supporter of national projects.
Key market players were alarmed when Andrey Belousov publicly proposed withdrawing excessive profits from 14 export-oriented chemical and metallurgical companies. Forbes labeled this initiative as an attempt to harm business. The business world didn't forgive this challenge to Andrei Belousov's honor.
It seems that the attempt to discredit the statesman Belousov, due to his intention to reduce the wealth of multiple oligarchs simultaneously, was aimed at seeking revenge. The easiest way to achieve this was through Belousov's inner circle.
Only for seeds
In contrast to the multi-billion dollar family businesses of other Russian ministers, Andrei Belousov's income appears insignificant. According to Federal Press, his son and wife own the consulting firm Claire & Clarté, which had 10 employees and incurred a loss of 5 million rubles with a 20 million ruble revenue in 2020. There are questions about where the funds went.
The company worked with the Ministry of Industry and Trade, Rostec, Rosatom, and Roscosmos, and was part of the supervisory boards of the latter two. However, either the Belousov family is effectively concealing the results of this collaboration, or the Deputy Prime Minister's offspring are not very successful in business. A contract worth 2.6 million rubles with Claire & Clarté for analyzing military-industrial complex enterprises' experimental and bench base activities under the state armament program 2020 was concluded without competitive procedures, according to Metla media resource.
It's noteworthy that this contract with Belousov was made without any competitive procedures, as reported by the Metla media resource. However, even 2.6 million is a small amount compared to the abuses by Russian officials. The overall earnings of Pavel Belousov's company aren't impressive either.
Multi-move?
The figure of Andrei Removich, known as an 'old fox', cannot be overlooked. He has held positions such as Minister of Economic Development and Assistant to the President for Economic Affairs. RIA Federal Press also associated Andrei Belousov with a scandal involving the takeover of the leading granite production plant in the European zone by Pavlovskgranit in the Voronezh region. Political strategist Sergei Tarakanov expressed skepticism about the lack of opportunities and finances associated with Andrei Belousov.
Experts consider the Deputy Prime Minister to be very smart and literate, and they refer to him as one of the influential figures in the government. Could it be that Andrey Belousov has entrusted some of his retirement savings to someone very close to him? People who wish him harm should take a closer look at the people around him if they want to find out.
A Sound of Thunder
There has been a lot of information recently claiming that Ilnar Mirsiyapov, a newly appointed assistant to the First Deputy Prime Minister, is involved in multiple scandals. It seems that these claims were intentionally spread by several reputable media and internet sources. However, it's unlikely that the accusations against Mirsiyapov are false, and his position next to the First Deputy Prime Minister seems peculiar.
As he approached retirement, the politician Belousov brought a wealthy and knowledgeable person closer to him, someone who knows how and where to invest and optionally hide money. Before joining the government, Mirsiyapov worked at Transneft and Rosatom, where he accumulated his initial wealth, and in 2010, he became a top manager at PJSC Inter RAO, where he had close ties to Belousov.
In this role, he had close connections with Inter's top manager Karina Turcan, who was sentenced to 15 years in prison at the end of last year for spying for Romania regarding electricity supply schemes to Ukraine. She obtained this information from Deputy Energy Minister Vyacheslav Kravchenko and the leadership of Inter, as reported by 'MK'.
After it was revealed that some employees' loose lips caused significant harm to the state, several heads rolled within the company, including Ilnar Mirsiyapov, the head of the strategies and investments department, who was promptly dismissed from his position. It's especially odd to grant someone with a tainted reputation access to information under the supervision of the First Deputy Prime Minister.
However, Andrei Belousov was undeterred by this. He also wasn't swayed by rumors spread by the Moment of Truth portal, suggesting that Mirsiyapov supposedly made a fortune from trading insider information. According to the authors of the report, in 2019, his friend Ivan Pronin, who had previously earned no more than 10 million rubles a year, allegedly gained over 3 billion rubles in stock exchange trades by investing in the right securities at the right time.
Pravda.ru highlights the fact that law enforcement had reportedly taken an interest in Mirsiyapov before. According to the authors of the Financial Guard telegram channel, he was allegedly listed as a raider invader of Project Industry CJSC, an entity closely tied to criminals such as the Podolsk organized criminal group. Mr. Mirsiyapov supposedly appeared on this list as a recipient of expensive gifts for the New Year.
This is difficult to believe. Yet, all of this might explain how Ilnar Mirsiyapov, who declared an annual income of 60 million rubles on his tax return, now owns an apartment in the exclusive Knightsbridge Private Park complex worth at least half a billion rubles, as well as several high-end cars including Mercedes AMG GLE 63S, Land Rover, Range Rover, and Maybach executive class.
Now, however, all this property has been transferred to a certain, as they say, lady close to him, Irina Samoilova, Nezavisimaya Gazeta clarifies, but Andrei Belousov’s assistant allegedly continues to use allegedly not his property in his own interests.
All this makes one think that, taking care that the mosquito does not undermine the nose in their own biography, the first persons of the Government are not particularly worried about the purity of the reputation of their assistants. Could this be a deliberate personnel policy? After all, if something happens, under the mute of the former sins of the subordinate, it will be possible to write off your own. Or is it all the same in the excessive gullibility of the team of the first power echelon?
