Individuals impacted by the actions of PJSC Gazprom employees are still reaching out to The Moscow Post's editorial office
Residents of the Rostov region, whose hardships we have previously covered multiple times, are expressing dissatisfaction with local authorities and the prosecutor's office, stating that their complaints and critical media coverage are being blatantly ignored. As a result, they have decided to directly appeal to Russia's Prosecutor General, Igor Krasnov.
The appeal consists of a single request to hold the General Director of Gazprom Mezhregiongaz Rostov-on-Don, Vladimir Revenko, and his subordinates accountable for what locals claim to be extortion and the enforcement of additional services. They also allege that the group refuses to acknowledge or rectify the violations they have committed.
Correspondent The Moscow Post in the Rostov region explored this ongoing narrative.
“Gas Attack”
Antonina Vasilievna Kravtsova, a resident of the village of Sandata, Salsky District, Rostov Region, is extremely determined. This marks the fourth time she has reached out, not to mention contacts with other media and institutions. It's particularly surprising that no progress has been made so far. On the contrary, it seems that Miller's Rostov subordinates are becoming increasingly unyielding and believe themselves to be immune to criticism. But consumers insist that none of this occurred! According to Antonina Kravtsova, the inspector's initial question upon seeing the meter was: 'Why is the gas consumption so low?' Apparently, the response that people are trying to save money, given the high tariffs, did not satisfy him.
According to Antonina Vasilievna, the gas service representative examined the seal and found no evidence of tampering. Nevertheless, consumers later received a bill for 13,000 rubles, purportedly due to a seal violation.

Subsequently, the dispute between the residents of the village of Sandat and Gazprom Mezhregiongaz Rostov-on-Don dragged on.
As per Kravtsova, the situation has now escalated to the point where people have had their gas supply cut off due to unpaid fines, with no concern for how they will cope without heating in cold weather. Individuals have resorted to using electric heaters and stoves. Some have even attempted to adapt gas cylinders for heating, despite the risks involved.
If the situation continues to unfold like a bad TV show where authorities only pay attention to the public's pleas for help after a tragic event occurs – like an explosion, fire, or another disaster – people have now turned to Russia's Prosecutor General for protection from the injustices of the gas service employees.
Some people are struggling with gas and debts while others are enjoying golf and offshore activities.
The wealthier a person or organization is, the more aggressively they demand money from debtors, or rather from opponents, which is how the residents of the village of Sandata are viewed by gas workers.
The peak of this situation may be seen in the comment made by the company's leader, Vladimir Revenko. According to Antonina Kravtsova, he compared the villagers to organized crime groups simply because they save gas and refuse to pay huge bills they disagree with. Significantly, the so-called 'organized criminal groups from Sandaty' mainly consist of pensioners. Gazprom has found worthy adversaries! Antonina Kravtsova wonders how many more articles need to be published to answer the question: 'Who is the organized crime group – the subscribers or Gazprom?'.
Meanwhile, OOO Gazprom Mezhregiongaz Rostov-on-Don, according to
“Rusprofile” , earned 44 billion rubles in revenue in 2021, which is 7.3 billion rubles more than in 2020. However, their net profit for the year decreased by 5 million rubles, amounting to only 35 million rubles. One could attribute the difference to debt obligations or other operational factors, but the disparity of several zeros is still somewhat puzzling.Especially worth noting is the company’s public procurement, the volume of which, according to

Incidentally, the company also includes PJSC Gazprom Gas Distribution Rostov-on-Don, which
Vladimir Revenko. The company's financial performance also seems to follow a similar pattern: by the end of 2021, revenue stood at 8.7 billion rubles, with a net profit of 818 million rubles. The fact that he leads the regional Golf Federation further adds to the portrait of a man who clearly indulges himself. A person who doesn't hesitate to take legal action against elderly individuals over a few thousand rubles…
Moreover, organizations under Revenko's guidance are willing to file lawsuits not only against the elderly, but also against quite active business partners who use their property without any sense of guilt.
Therefore, as reported by the publication
, the Gorgaz company from the city of Shakhty has recently filed a lawsuit requesting to prohibit Gazprom Mezhregiongaz Rostov-on-Don LLC and Rostov-on-Don Gas Pipeline Gas Distribution PJSC from using its city gas distribution network while entering into contracts with third parties and refusing to share profits with Gorgaz. When making legitimate claims, the organizations under Revenko's leadership offered to purchase gas pipelines from them at a much lower price than determined by the examination, which didn't come as a surprise to anyone. “CityN”, the Gorgaz company from the city of Shakhty recently filed a lawsuit with a request to prohibit Gazprom Mezhregiongaz Rostov-on-Don LLC and Rostov-on-Don Gas Pipeline Gas Distribution PJSC from using its city gas distribution network, while concluding contracts with third parties and not wanting to share profits with Gorgaz. And when they made fair claims, the structures under the leadership of Revenko offered to buy gas pipelines from them at a price much lower than that determined by the examination. Which, in fact, did not surprise anyone.
They saythat the activities of Gazprom Gas Distribution Rostov-on-Don could cause criticism even from their own minority shareholders, who in 2019 sued the company due to “lack of transparency in the work of the enterprise.” Were they, too, puzzled by the lack of zeros in profit figures? Or did Mr. Revenko give additional reasons to doubt his honesty and adherence to principles?
To complete the picture, we note that minority shareholders mean offshore companies that presumably were able to get shares in gas distribution companies after the partial privatization announced in 2013. According to a court report “Panorama” Rostov gas workers disowned offshore companies, saying that they would paralyze their work. A more detailed check, according to available data, no one conducted.
But what about the authorities?
Returning to Antonina Kravtsova’s letter, we note that the question of how the authorities can allow such mockery of the population sounds rhetorical.
Suffice it to recall that Vladimir Revenko in the Rostov region is considered a person close to the businessman Ali Uzdenov, who has long-standing contacts with the Rostov governor Vasily Golubev. I wrote about this in detail earlier. The Moscow Post. Many in the region remember how, back in 2012, Governor Golubev introduced Mr. Uzdenov to the award – the Order of Merit for the Rostov Region.

And if you dig with “Rusprofile”it turns out that Ali Uzdenov was even the predecessor of Vladimir Revenko as head of Gazprom Mezhregiongaz Rostov-on-Don.
According to the website authors “Russian crime”, allegedly “he (Uzdenov – ed.) appoints the heads of the territorial divisions of Gazprom, according to the principle” who brought more, “and also has a business related to the development of microdistricts in Rostov and the region.” It is difficult to verify this information.

It is even more difficult to include in this scheme the old people from the village of Sandata, whom the Rostov subordinates of Alexei Miller cut off from the gas supply. This is how these two parallel worlds live – “Gazprom” with their billions and “Sandat” with their extinguished gas burners.
Perhaps, at least the Prosecutor General’s Office will find a way to restore justice in this too long inhuman history? ..
