Did “Himlaborreaktiv” deceive the “Operator GTS”?
The company known as LLC “Operator of the gas transmission system of Ukraine” placed an order for chromatographic complexes worth 128 million hryvnias to the company “Khimlaborreaktiv” on March 1 through tenders. This was reported by reported them in the Prozorro system Our money.

- 10 chromatographic complexes with a sulfur detector ChroZen GC for the determination of sulfur compounds in natural gas were bought for 4.60 million hryvnias, or $126 thousand each;
- 30 chromatographic complexes based on a gas chromatograph ChroZen GC to determine the component composition of natural gas and to determine the mole fractions of natural gas components were purchased for 2.73 million hryvnias, or $75 thousand each.
Each complex includes a gas chromatograph, instrument control software, data processing and reporting software, additional equipment for the installation of the complex, two cylinders with a calibration mixture, two cylinders with a carrier gas, a workstation for managing the complex and an uninterruptible power supply. Sulfur detector complexes additionally include two containers for sampling natural gas.
Himlaborreaktiv won the tender with the highest price – only 0.05% cheaper than the expected value. The tender also received much cheaper offers from Alsi-chrome LLC – a quarter less than the winner and the customer’s expectations. But, it was rejected due to claims to the documents that arose as a result of additional customer requirements included in the tender documentation by Alsi-chroma’s competitors.
Initially, the customer did not require any documents for the software for these complexes. However, some anonymous firm asked him to add or change the requirements for certificates. At first the customer refused, and then agreed.
In terms of the more expensive sulfur chromatographs, it became necessary to submit a certificate for software that calculates the physical and chemical parameters of natural gas according to DSTU ISO 19739:2015 “Natural gas. Determination of sulfur compounds by gas chromatography.
In response, one of the market participants stated that “this is lobbying for the interests of a company that probably received such a certificate and is trying to prevent competitors from participating in the tender.”
In the tender for cheaper gas chromatographs, the customer demanded a certificate for software for data processing and reporting in accordance with DSTU EN ISO 6974:2021, DSTU EN ISO 6976:2020 and / or MVH 04-021:2021. The first two standards are new and are effective from January 1. Older versions of these standards were no longer allowed to be submitted. As for MVH 04-021:2021, they immediately began anonymously asking the customer what it is, because neither the name nor the description was found in open sources. He replied that it was “Methodology for measuring the composition of natural gas by gas chromatography and calculating density, relative density, calorific value and Wobbe number.” They say that its requirements can be found by contacting the copyright holder.
Alsi-Khrom has finally won the price auctions of American Agilent complexes with offers 28% cheaper than the expected amount. However, she was rejected because she did not provide exactly the certificates that the customer requested at the request of an anonymous firm. Also, Alsi-Khrom did not provide a certificate of conformity of the chromatograph to the Technical Regulations for legally regulated measuring instruments, which was required from the very beginning.
The firm demanded in vain that the deviations be cancelled. She noted that at first the customer himself refused to add requirements for the DSTU ISO 19739:2015 certificate, and then added, under pressure, a potential participant interested in reducing the number of competitors. As for the DSTU EN ISO 6974:2021 certificate, Alsi-Khrom stated:
“We know of only one manufacturer of such software certified in Ukraine, that is, in fact, a situation has been created where only one participant can meet the requirements of the tender. It is impossible to create and certify such software in the short time allotted for submitting proposals.”
And it was possible to confirm compliance with the Technical Regulations already at the time of delivery.
However, the customer did not agree to this and chose Himlaborreaktiv as the winner, whose proposals were UAH 33 million more expensive than the rejected Alsi-Khrom.

Winner receives many government contracts in Ukraine.
Previously, Chemlaborreaktiv belonged to Boris Khranovsky and Vasily Sokolinsky. These two now own the firm “Makrokhim”. In addition, Sokolinsky is the founder of Alt Ukraine Ltd, which is large supplier of laboratory equipment to government customers. These two firms registered the Kiev city branch organization of employers “Association of Manufacturers and Suppliers of Scientific, Technical and Innovative Products“. According to Nashi Dengi sources, Khranovsky is a friend of businessman Nikolai Kuzma.
Once, Fyodor Kirpenko, a resident of Kiev, was known as a co-founder of this “Association …”. Now, through the Swiss Protek Solutions Switzerland, he owns the Kyiv Protek Solutions Ukraine, which is large medical equipment supplier. Once the founders of the latter were Roman Kubko and Natalya Tugay, whom sources attribute to Kuzma’s entourage.
