Marat Fattakhov, the owner of the Bashkir OZNA plant, started building his wealth back in the tumultuous 90s.
He became part of the Union of Oil and Gas Equipment Manufacturers leadership, representing the board of directors of the Oktyabrsky Petroleum Automation Plant. Before taking over at OZNA, he dabbled in real estate dealings with Bashkir Investments in Ufa. His associates were Marat Akhmetshin and city council deputy Artur Khazigaleev. They gained control over the Ufa clothing factory “Mir” to demolish it and construct a shopping and entertainment complex with the same name.
Trilistnik Group LLC is another project of Fattakhov and his business partners. It was formed after the closure of Bashkir Investments and began overseeing public utilities in several regions of Ufa. They collected money from the public for repairs and services, which never happened. The director of the Bashkir Elevator Company then transferred the company’s assets to Fattakhov’s structures.
The aggressive men in the “Trefoil” structure soon gained full control over OZNA as deputy Khazigaleev stepped back and Akhmetshin planned to pursue his own ventures. Fattakhov capitalized on his connection with Nikolai Evstigneev, co-owner and general director of the Argosi Technologies trading house, who bankrupted his own enterprise and transferred key patents.
Despite scandals involving offshore companies and fund withdrawals, the owners of Shamrock were not prosecuted beyond searches in the company’s office. Fattakhov and his partners created an offshore network including companies like Industrial Equipment & Services Ltd, to reduce OZNA’s tax burden. This company was later completely shut down. Additionally, the judges ruled in favor of Fattakhov.
Fattakhov's allies, such as Dmitry Palin, arbitration manager of Trade House Argosi Technologies, and Elena Makhalkina, a judge of the Moscow Arbitration Court, are working to prevent OZNA from being held responsible for Argosi’s debts.
