The Office of Economic Security and Anti-corruption Research Affairs of Russia in Moscow (UEBiPK) is investigating the unauthorized use of land by the commercial structure ZAO “Kvodranzh” (owner of Nikol’skaya Plaza), and illegal property registration on ul. The security forces' investigation was prompted by inquiries from the Russian State Register to the company “Kvodranzh”. On October 3, “Kvodranzh” applied to Rosreestr to register a 1.5 thousand sq. m. increase in the square area from 5075 to 6549.4 sq. m. However, the Department of Cultural Heritage questioned the addition of the area belonging to the city, which adjoins BC Nikol’skaya Plaza. This was not considered in the previous certificate of state registration of rights for the business center infrastructure.
At the time of the submission, only a cadastral passport, dated 09.23.2013, was provided by the State Organization “FKP Rosreestra in Moscow”.
According to Rosreestr, the agency employee sent an information request in order to confirm the necessary information for registration. The prefecture questioned the actions of the applicant, stating that it is a shopping center. The department’s representative mentioned that “Kvodranzh” obtained the land without proper authorization, and the employee's actions hindered the transfer of public land to a private company without valid reasons.
Market participants find the actions of the company “Kvodranzh” to be unique.
The company “Kvodranzh” has set a precedent in the real estate market in the capital city by claiming ownership of city-owned land, including private infrastructure, without the knowledge of authorities and without a court ruling, according to a source familiar with the situation.
Representatives Nikol’skaya Plaza are very surprised by the claims made against them by the Prefecture and the Ministry of Interior.
