Billionaire and gold miner, vice-speaker of the South Ural Legislative Assembly Konstantin Strukov, now ranked 55th in the Forbes rating with his $ 2.8 billion, is the richest deputy in Russia.
In the declarations of Konstantin Ivanovich, there is no mention of several plots of land in Montenegro where he acquired mansions and decided to build a five-star hotel. There is also no mention of two yachts. However, this does not mean that we will not find it! They have already been found.
Fate was exceptionally generous to Konstantin Strukov. He was born in a village in the Kazakh SSR and became much richer than a dollar millionaire.
Konstantin Strukov, who graduated from the Magnitogorsk Mining and Metallurgical Institute, took over the Yuzhuralzoloto company and started building a political career in the late 90s. He has been a deputy of the Legislative Assembly of the Chelyabinsk region since 2000.
As the vice-speaker of the South Urals Legislative Assembly, Konstantin Strukov has become a significant figure in the regional political board. He also strengthened his position in the legislative branch after a senior official's departure.
The new chairman of the Legislative Assembly was Alexander Lazarev, a close associate of Konstantin Strukov. This may not be Lazarev's last career advancement due to the support of his patron.
63-year-old Konstantin Strukov is currently a strong politician with huge financial resources and one of the main sponsors of United Russia in the region..
Scandals have been linked to Strukov’s name, including violations of labor laws in his mines, environmental damage caused by his business, offshore companies, and gangster conflicts. Despite this, he was awarded the medal of the Order of Merit for the Fatherland.
But the billionaire deputy Konstantin Strukov has not been caught for fraud related to income and property declarations, which he is required to submit as a deputy, and for hiding foreign real estate.

We believe this investigation is one of the most complicated and lengthy in the history of The Russian Crimes. We worked on it for nearly three months, obtaining documents in Montenegro and meeting with many people, studying thousands of pages of documents in the Serbian language (though officially called Montenegrin, it is actually Serbian).
All documents we received during this investigation have official status and state seals. They are translated into Russian and certified by a court translator, as well as certified by an apostille so that these documents hold legal force in the Russian Federation. These documents will be attached to the application for an inspection against Mr. Strukov in the prosecutor’s office of the Chelyabinsk region, as well as in other law enforcement and supervisory structures.

The Russian Crimes found negative information about Konstantin Surkov
Researching information about Mr. Strukov on the Internet (since we have written about him multiple times, we analyzed all publications about him as thoroughly as possible), we came across an interesting article in Total Montenegro News dated September 24, 2018, which mentioned that the Russian rich person Konstantin Strukov, ranked 1394th in the world Forbes list, is planning to construct a five-star hotel in Montenegro.
Naturally, after reading, we immediately felt that there was something interesting for us in Montenegro. Foreign real estate owned by the rich person Strukov is, of course, not unusual. But deputy Strukov’s foreign real estate is already a reason for a serious investigation.
And we decided to check if the wealthy deputy mentions any foreign country at all in his declarations? Let’s open and explore!
True Patriot United Russia
We open the website of the Legislative Assembly of the Chelyabinsk Region, specifically the section where the declarations of local public servants are published.
As already mentioned, Konstantin Strukov has been a permanent member of the Legislative Assembly since 2000. The site contains only declarations from 2011, and the declaration for 2012 turned out to be unavailable on the website of the Legislative Assembly – which, by the way, is a violation of Russian law. In the declarations for 2013, Strukov does not appear at all. Therefore, we have access to the declarations of the parliamentary representative for 2011 and 2014-2020.

But even this is quite enough to understand whether the parliamentarian has something foreign or not.
So, we are studying the declaration of Mr. Strukov for 2011, and we see that his earnings amounted to 60,792,700 rubles, and, according to the deputy, he only owns assets located in Russia. And there is nothing foreign in the property of the wife either.
In 2014, Strukov, a gold miner, earned 247,743,071 rubles and his wife earned 123,600 rubles. They also have real estate only in Russia.
We see a similar situation in the declaration for 2015…
In the 2016 declaration, when Strukov’s income was 351,971,589 rubles and his wife earned 200,000 rubles, there is no mention of foreign property.
In the 2017 declaration, when Strukov earned 3,379,130,980 rubles and his wife earned 158,064 rubles, only Russian real estate is mentioned.
In the declaration for 2018, it's noted that Strukov became an investor in Montenegro and is building a hotel. However, his declaration does not include this foreign real estate.
The 2018 declaration shows Strukov's income as 4,461,793,274 rubles and his wife's as 159,505 rubles. Russian real estate is mentioned, but not foreign real estate.
It seems that someone is lying. Either Montenegrin journalists or Ivanych.
Let’s check the 2019 declaration. The parliamentarian’s income is growing (he earned 5,054,528,771 rubles), his wife’s income is still modest (159,505 rubles), and there is no foreign real estate.
In the 2020 declaration, when our Forbes has already earned 8,627,312,633 rubles and the wife 182,029 rubles, there is no mention of any real estate abroad.
When looking at these declarations, it seems that Strukov only invests in real estate in Russia despite his increasing income, portraying him as a true patriot.

None of the declarations of the deputy oligarch Konstantin Strukov mention Montenegrin real estate.
Perhaps something is registered to a company or another offshore, as oligarchs like to do? We must check.
So, we bring our favorite drone with us, in case our suspicions are confirmed and we have something to record.
Let’s go to Montenegro!
The property by the sea, hidden from Russian law, in Montenegro, is of interest.
Montenegro is a small country popular with tourists and investors, including Russians. There is real estate owned by the oligarch and deputy of the Chelyabinsk Legislative Assembly, Konstantin Strukov, near the city of Kotor on the shores of the Bay of Kotor.
We had a very important document in our possession, which was the starting point of our investigation – an application by Konstantin Strukov to renovate a property on plot number 110 in Kotor, dated August 22, 2014 and signed by Strukov personally.
To determine the type of real estate, we asked the municipal authorities for a list of inaccuracies – essentially, a list of real estate (similar to Rosreestr extracts, but in Montenegro, they have numbers).
It was indeed confirmed that the gold miner and parliamentarian Konstantin Strukov owned this real estate – plot number 110 with buildings. This information is available in inaccuracy sheet number 1 of KO Orahovac 1 (Orahovac is a village 10 km from Kotor).

However, the purchase date of the property is not mentioned in the list of inaccuracies. The only way to find out when Strukov bought this site is through the sale and purchase agreement, which is not accessible to everyone.
Copies of this sale and purchase agreement, through which Strukov obtained real estate in Orahovac, are only available to the parliamentarian himself, the notary who handled the transaction, the seller, and the municipality, marked “for official use”. Obtaining a copy of this contract is extremely difficult. We had to have numerous meetings with officials, lawyers, and law enforcement representatives to justify the need for these documents to check for corruption.
Only a month later, with the assistance of a highly influential local law enforcement representative, we managed to obtain these valuable documents. This is an official and undeniable confirmation that the oligarch deputy Strukov has foreign real estate, which ruins his image as a “patriot” and indicates a violation of Russia's anti-corruption laws.
Furthermore, we discovered from the contract that Strukov acquired not one but two plots at the same time: number 110 and number 111, located nearby.
Let's examine the content of the contract. It was signed on March 14, 2005 (remember this date, we will come back to it later). The parties involved in the transaction were:
On one side, Konstantin Ivanovich Strukov, registered in the Russian Federation in the city of Plast on Clara Zetkin Street. His interests were represented by lawyer Vladimir Milosevic, registered in the city of Bar on Jovana Tomaševića street, house 23.
On the other side, d.o.o. Porta (an equivalent of the Russian LLC), registered in Serbia at the address: Belgrade, Kneza Miloša street, 82 (ulica Kneza Miloša, 82). Spokesperson for this company was its director, Ljubiš Baković.
The company from which Strukov bought the property was registered on May 29, 2002 (registration number 0000007524633, PIB tax number: 100287379). Its main activity was the construction of residential and non-residential buildings. The company is currently dissolved.
According to the agreement, Porta company, which is the seller, owned plots No. 110 and No. 111 in Orahovac 1.
Let’s find out what Konstantin Strukov exactly purchased.

Plot No. 110, mentioned in Vacancy Sheet No. 1 of KO Orahovac 1, has an area of 1,412 sq. m (slightly different on the cadastral map). It has a large house consisting of two buildings with an area of 794 sq. m. Strukov applied for its reconstruction in 2014.
Adjacent to it is plot No. 111, with an area of 1,412 sq. m according to Inaccuracy Sheet No. 234 KO Orahovac 1. It is forested with no buildings.

In reality, these two sites form a single large estate – with a sizeable house and a private forest.
Following the purchase, ownership rights were registered. A corresponding decision, numbered UP / I 954-256 / 05 dated May 13, 2005, was issued by the territorial division of the Property Administration in Kotor.
The decision indicates that Konstantin Strukov applied for ownership registration of the real estate mentioned in the Certificate of Ownership of KO Orahovac 1 based on the Sale and Purchase Agreement certified by the Municipal Court in Bar No. 2029/05 dated March 14, 2005, and an extract from the Detailed Urban Planning Plan of Orahovac 1.
This application was reviewed and approved, and the Property Authority permitted the transfer of ownership from d.o.o. “Porta” to Strukov.
That’s it, there is no doubt that our oligarch MP has become the owner of real estate in Montenegro! And any doubts are completely swept aside also because the decision of the Real Estate Administration indicates the data of Strukov’s Russian passport, confirming that this is our Chelyabinsk oligarch.
Alternate airfield for a deputy oligarch
Now let’s recall the date of the sale contract – March 14, 2005. What was this period for Mr. Strukov?
Two years earlier, in 2003, Yuzhuralzoloto almost completely became the property of Konstantin Strukov. So, having taken control of the gold mine, Ivanych apparently logically thought that it was time to obtain an alternate airfield abroad. Not just for fun, but also because Russia is Russia: today you are a businessman riding high, but tomorrow you can easily end up in a logging site.
And in 2005 Comrade Strukov arrived in Montenegro.
One might think, doesn’t a person have the right to buy real estate in a country they like, if they have enough money? After all, he didn't steal them, but earned them with the labor of his miners. The only hitch is that businessman Strukov had already been a deputy of the Legislative Assembly of the Chelyabinsk Region for five years at that time. And, after acquiring Montenegrin real estate, for some reason he decided it was best not to let anyone in Russia know about it.
And he still believes that's true!
For 16 years, wealthy MP Konstantin Strukov has been keeping the existence of foreign property from Russian law and voters.
And regularly submits declarations about his income and property that show his love for his country.
Exclusive access to the sea
But let’s go back to looking at the map, which reveals the undisclosed properties of Mr. Strukov. We found something else interesting on it!
Can you see that in front of Strukov – in front of the sea, on the shore of the cozy, beautiful and convenient Bay of Kotor, there are two more pieces of land?
We even wondered: why has our wealthy businessman settled on the second line… And we decided to investigate these two sites. And it was worthwhile, as it turned out that he actually has full control over the coast.
These two plots, directly beside the oligarch's land – one with cadastral number No. 109, the other with cadastral number No. 112, belong to the state – Montenegro. However, these coastal areas have been leased to Strukov by the organization responsible for the coastal zone – Morskoe Dobro.
When land is leased in Montenegro, it usually comes with a requirement for development. In return, the tenant almost becomes the full owner of the coast.
The section of coastline that the deputy-oligarch rented from Montenegro is quite significant – it's almost 1,500 square meters!
The area of plot No. 109 is 150.29 sq. m, and plot No. 112 – 1,360.25 sq. m. Simply splendid.
In reality, Strukov uses four sites in Orahovac – No. 110, 111, 109, 112. And yes, he has indeed settled on the first line by the sea.
The cost of the property… 10 million euros!
Now, let's take a look at the type of “cottage” the deputy-gold miner bought in Montenegro. Naturally, we took photographs of Strukov’s house from various angles.
At first glance, it appears quite simple, especially when seen from the road.
But if you view Strukov’s Montenegrin “cottage” from the sea, the impression will be completely different! The first line definitely makes a difference.
His property is very well-positioned, in one of the finest locations in Montenegro. The nearby city of Kotor is shaded by a mountain, and the Strukov estate is slightly to the side of this mountain. Consequently, while the whole of Kotor is in the shade, the Strukov mansion basks in the sun.
How much is this property with a view of the sea surface worth?
In 2005, when Strukov bought Montenegrin real estate, the price under the sale and purchase agreement was 460,000 euros. Seems like a small amount, doesn't it? But hold on, we’ll come back to the price.
So, this money, as per the sale and purchase agreement between Konstantin Strukov and Porta, was supposed to go to Deutsche Bank using the following details:

The buyer, Mr. Strukov, also paid the sales tax – in accordance with clause 8 of the said agreement.
The agreement was made 16 years ago, so it's unlikely the property's value stayed the same. We were really interested in the actual market price, so we checked with local real estate agencies to get a fair evaluation of our patriot-deputy's estate.
It was a big surprise when professional real estate agents told us that the property of Konstantin Strukov, located in one of the best and most expensive areas in Montenegro, is worth at least 8 million euros. If the interior has good furniture and appliances, the mansion's market price could reach 10 million euros.
It's easy for someone on the Forbes list to afford such expenses. But the real question is about parliamentary ethics, a term often used ironically in Russia.
According to reports, deputy Strukov secretly acquired the estate for 10 million euros, avoiding Russian law.
Not only is he a parliamentarian, but he also represents the United Russia faction and is one of the party's main sponsors in the South Urals.
In theory, someone with such a public image should set a high standard for deputies, but that's not the case with “United Russia”.
He has a 5 million euro cottage.
Ivanych’s neighbor is… Ivanych!
While flying over Mr. Strukov's property in Montenegro, we noticed several cars on the premises, prompting us to investigate further (which we did, and will discuss later).
We also observed Ivanovich running around the estate with a fierce shepherd dog. Unfortunately, we couldn't find out her name. However, our investigation led to some interesting discoveries, but we'll talk about that later.
We also decided to check the neighbors of the Chelyabinsk "summer resident" and found there are only two farms to the left of the Strukov mansion (there are none on the right).
Surprisingly, Ivanych's neighbor on the left turned out to be… Ivanych again!
Yes, Ivanych owns another house to the left of the Montenegrin “cottage” for 10 million euros.
According to the map, this property has the cadastral number No. 102, with an area of almost six acres (590.05 sq. m.).
In essence, United Russia deputy Konstantin Strukov patriotically invested in three sections of the Montenegrin coast totaling about 2,500 square meters, and also rented two more.
There are plenty of beautiful seaside places in Russia, such as Alushta, Alupka, and Magadan, but Montenegro is somehow more appealing.
We also found all the supporting documents for this property.
The ownership of this plot is recorded in the vacancy sheet No. 83 (KO Orahovac 1).

We also received a copy of the sale and purchase agreement No. UZZ 610/2011 for plot No. 102, which was completed on December 27, 2011. That is, Strukov owned the land in Montenegro for six years and decided it was necessary to expand. However, for some reason, he did not include this newly acquired property in the 2011 declaration. Perhaps he forgot.
The sales contract was made and signed in the presence of the notary Rajko Janković, who has a notary office at Tivat, street Nyegosheva, house 8b.
On December 27, 2011, at 15:00, representatives of the Zhivkovich family arrived at this notary, who had owned plot No. 102 for six years, which interested the oligarch Strukov.
One branch of this family was represented by Angelina Živković, a native of the city of Cetinje, with a personal number (JMBG) 2201973255013, the owner of a 1/4 share of this property. Based on the power of attorney UZZ 41/2011, certified by a notary Ćurić Darka from Podgorica, this lady also represented the interests of her daughters: Anita Dzhikanović, nee Živković, a native of the city of Podgorica, personal number (JMBG) 0902970255021, and Elena Živković, a native of the city of Cetinje, personal number (JMBG) 2803939255012. Anna and Elena also had a 1/4 share.
The second branch of the family moved to the UK: the transaction involved Kozlak-Živković Malgorzata, who lives in London under a Polish passport, and her two children, who have already become British citizens – Ana Marija Živković, born on October 24, 1991, and Stefan Gorćin Živković, born on September 13, 1994.
Malgorzate’s power of attorney to represent the interests of her children was issued and certified on December 22, 2011 by notary Julian Kostick. In turn, Mrs. Kozlak-Zhivkovic authorized Montenegrin citizen Igor Ostojić, personal number (JMBG) 3108972210265, to carry out the transaction on her behalf and on behalf of her children.
The British members of the family owned a quarter of plot No. 112 for three years (1/12 of each share).
So, the ownership shares were distributed as follows:
This distribution of shares resulted from the inheritance of real estate. It seems that in 2010 or 2011, Konstantin Strukov’s neighbor passed away, and the heirs, who were scattered around the world, decided to sell the plot. Ivanych took the opportunity to increase the area of his estate.
All these Zhivkovic family members are referred to as Sellers in the contract.
And the buyer was Konstantin Ivanovich Strukov, a citizen of the Russian Federation, born on September 10, 1958. He was represented by Montenegrin citizen Dragan Veljić, personal number (JMBG) 1709954270109. He acted based on a power of attorney UZZ 469/2011 certified by a notary Branke Kašćelan in the city of Kotor on December 13, 2011.
The subject of the agreement was the sale and purchase of real estate objects that were registered in the certificate of ownership (leaf of inaccuracy No. 83 in KO Orahovac 1), specifically:
- cadastral plot No. 102 with an area of 309 sq. m, designated as a courtyard.
- a 133-square-meter residential building that was expanded to 300 square meters after reconstruction;
- living spaces on the ground floor covering 94 square meters.
How did Zhivkovichi obtain funds from Chelindbank
The Russian lawmaker Strukov bought a new piece of Montenegro for 400,000 euros (section 3 of the sales contract). It's also apparent from paragraph 7 that Strukov made a 40,000 euro deposit (10% of the property's value).
The distribution of the deposit was as follows:
- Malgorzata Kozlak-Zhivkovic, represented by Igor Ostoich, was given 13,100 euros;
Angelina Zivkovic received 26,900 euros for herself and on behalf of Elena and Anita Zivkovic.
- Strukov undertook to pay the remaining 360,000 euros by March 1, 2012, following this order:
117,900 euros should be transferred to the settlement account of Malgorzata Kozlak-Zivkovic with Prve Banke (First Bank) as per the details provided.

We found some important documents for this transaction – payment orders for all amounts. It turns out that all payments were made from Konstantin Strukov's account in Chelindbank.
Two payments were sent:
Payment for 114,900 euros
Payment for 239,100 euros
Also, two more payments of 3,000 euros each were sent from this account (we also have them on hand).
The Zhivkovichi received 400,000 euros in total, and Konstantin Strukov acquired another foreign property, which he “forgot” to declare in his home country. We reminded him.
At first glance, 400,000 euros seems like a small amount. However, a new mansion, worth at least 5 million euros according to real estate agencies, has already replaced the old house next to Strukov's property.
Now, let’s look at the second neighbor!
So, we've discovered three undeclared land plots with houses that Konstantin Strukov acquired in 2005 and 2011. Maybe you're also interested in learning more about all this real estate? We were very interested and decided to take a closer look at the Montenegrin properties of the Russian parliamentarian. And maybe, if we're lucky, we'll be Ivanych’s neighbors for a bit)))
They began searching for available rental properties near the patriotic deputy's real estate. Unfortunately, they couldn't find any booking offers for renting apartments in neighboring houses owned by Strukov, which disappointed them.
Fortunately, airbnb didn't let them down. It provided suitable housing not just near Strukov’s Montenegrin “dacha”, but actually pointed to the neighboring house!
It turns out that the oligarch’s second neighbor has turned his own house into a hotel on plot 101, which is adjacent to the property with cadastral number 102 owned by Konstantin Strukov.
The owner’s name is Jovica, and his hotel, located near the Bay of Kotor, is named Studio on the coast of Boka bay. Remarkably, the house is almost on the beach.
It seems like the neighbor is on vacation.The view from the windows is amazing. We believe that Ivanych's view is not worse…
We want to thank the hotel owner a lot. His photos made us happy, and they were free. Also, the hotel is so fancy that it gave us a new direction for investigation!

It's probably not necessary to explain who owns this yacht, as it's parked five meters from the mansion of the oligarch Strukov. It immediately became clear to us that Mr. Strukov not only drives cars while in Montenegro.
It's a shame that the neighbor didn't capture the yacht's name in the picture. We'll have to go to the port ourselves and search for this beautiful yacht from the photos.
We decided to find this ship and went to the main port of Montenegro – Porto Montenegro (Porto Montenegro) in the city of Tivat, where a luxurious yacht marina is located. Right here:
Unfortunately, the search for the yacht without knowing its name was not easy, and we spent almost two days without finding anything. But we won't give up! We weren't lazy and explored the waters of neighboring small ports – with no luck.
We checked the port, talked to staff from various yachts, showed a photo of the ship we were interested in and the oligarch Strukov himself… But everyone just shrugged.
Feeling a bit disappointed, we moved on to other tasks. The day after searching the port, we decided to fly over the oligarch's estate… and found out who feeds the mean shepherd.
Unlimited drone footage. Mansions and fortresses
We also had trouble launching the quadcopter. We spent the whole day trying to film Strukov's mansions, but the weather didn't cooperate. The region where the oligarch's estate is located – especially the city of Kotor and the neighboring city of Risan – is very rainy. In winter, it can rain there non-stop for a week or two, and this is considered normal.
We had to reschedule the shoot for the next day. Luckily, the weather was sunny and we were able to film everything in the best possible way.

While filming the video, we flew so low and recklessly that a woman even ran out from Strukov's house, located at site No. 102.
Yes, not alone, but with a shepherd!

It turns out that Ivanych's estate is taken care of by a married couple living in a house at site No. 102 on a permanent basis. They take care of the area, feed the shepherd, and watch over it, almost like modern servants on the master's payroll.
So Strukov was hiding not only two mansions, but also two servants.
We were quite reckless and daring, but we had a good reason: when we launched the drone, we aimed to not only film the video, but also inspect the license plates on three cars found on the estate.
We could only see license plates for one car from the road, so we had to lower our professional drone (which already has maximum performance) to a height of 5-7 meters from the ground, which is like the height of the second floor.
They even went lower than the tops of the palm trees growing near Ivanych!
To fully understand, let’s take an example: drone pilots filming the houses of Russian corrupt officials do this from a height of 30 meters. So, being 5-7 meters above the ground is not just low, it is unlawful – the same kind of unlawfulness as Strukov's actions towards people, partners, the Presidential Administration, and others.
At this height, everyone would hear the drone, so the housekeeper Strukova came running.
We managed to complete the tasks. We filmed the houses, cars, and their license plates. Now we need to find out the types of cars and their owners.
How the wealthy Strukov registered luxury cars for a poor debtor
When gathering information about the cars, we encountered the same issues as with real estate documents: it was not easy to obtain data on their owners. We suspected that the cars were most likely registered at face value, and it turns out we were right.
After seeking help again from local law enforcement agencies, we were eventually able to obtain the information we needed. Here's what we discovered…
A white Mercedes with license plate HN AS 518 is registered to a certain Alexander Marić. The first two letters in the license plate – HN – stand for Herceg Novi, indicating that Maric is registered in this city.
However, the car's registration, which in Montenegro must be renewed annually (similar to Russia's technical inspection), was issued until 2019, meaning the Mercedes cannot be driven at the moment.
The second car at Strukov’s farmstead is a ŠKODA with license plate HN BJ 540, also registered in Herceg Novi. However, the owner is someone else – a certain Buha Zdravko, and the current registration is valid until April 22, 2022.
The third car is one of Strukov's favorites – a powerful, sporty Mercedes in amg packages. It's also registered in Herceg Novi and is owned by the aforementioned Buha Zdravko, with registration valid until June 22, 2022.
Who is this person who owns two cars (including an expensive one) parked near the Montenegrin house of the wealthy Strukov?
This person interested us the most, and we even decided to pay them a visit.
We discovered that Buha Zdravko, born in 1976 in Montenegro, lives at Banjalička (Banyaluchka), house 4, Herceg Novi (city of Herceg Novi), index 85340. Additionally, we found his phone number to be +382 67399477.

We couldn't visit Bukh because the door was locked, but we gathered information about this person.
Bukh lives in a small 65 sq. m apartment, which raises doubts about his ability to afford an expensive sports Mercedes.
The interesting thing is that this comrade has debts for an apartment!
After this, will anyone believe that the Skoda and the sports Mercedes are not owned by Buha?
We will surely be asked why Strukov registered his cars under Bukha Zdravko and Alexander Marich instead of doing it himself. The reason is simple: the numbers issued in Montenegro for locals and foreigners look visually different.

Police pay special attention to foreign cars. What's more important is that these numbers are temporary, so the car documents need to be renewed yearly, along with getting a new license plate, while the numbers assigned to local residents remain the same.
Since Strukov only visits Montenegro 3-4 times a year, he doesn't have time to deal with this bureaucracy. Time is valuable for a person who earns 1 million rubles per hour.
By analyzing license plates, we identified two trusted representatives of Konstantin Strukov in Montenegro. While studying the information about these individuals, we obtained valuable information about Ivanych’s lifestyle in Montenegro.
The yacht “Alexandra” and the Strukov family dispute
As mentioned earlier, the photo of Strukov, a neighbor hotelier, caught our interest due to a beautiful yacht that was parked near his mansion. However, our searches in the ports turned up nothing. Surprisingly, the information came from an unexpected source – Bukha Zdravko, who is associated with the “Skoda” and “Mercedes” from the Strukov estate, led us in the right direction!
While researching this citizen, we came across a brochure on the Internet where his name was mentioned. It turned out to be a profile of the crew of a certain yacht …
Take a look at this yacht and compare it with the one photographed near Strukov’s house… Do you recognize it?
Yes, this is the same yacht that was parked at Ivanych’s house in the Bay of Kotor, five meters from his house.
This is the very yacht we were looking for in all ports but couldn't find! Thanks to the citizen’s nominal value, we discovered its name – and we were not at all surprised. Its name is “Alexandra” (Aleksandra)!
That is the name of the youngest daughter of the oligarch Strukov.
Perhaps it's worth mentioning some things about this Russian person, whose namesake happens to be a Montenegrin yacht. Konstantin Strukov has two daughters: the oldest – Evgenia Kuznetsova and the youngest – Dovzhenko Alexandra Konstantinovna (born on August 24, 1986). She was married to Vladimir Vladimirovich Dovzhenko for eleven years (born on August 17, 1986).
The marriage took place on June 1, 2010 at the Kutuzovsky registry office department of the Moscow registry office. In this marriage, Alexandra gave birth to two children, but now she has regained her father’s surname again due to a divorce from her husband.
The divorce proceedings are happening in the Khamovnichesky District Court of Moscow with Judge Tatiana Gennadievna Perepelkova.
And this is a rather messy divorce: civil case No. 2-3799/21 is being considered in court on changing, terminating and invalidating a marriage contract. The fact is that the rich father decided to leave his son-in-law penniless and send him under the bridge, despite the presence of a marriage contract 74 AA 2529999, signed on October 12, 2015 (six years after the wedding).
Since he didn’t get along with the character of the rich man’s daughter, let him, they say, now beg in the garbage heaps, and not ride on yachts …
And now let’s take a look at the namesake of Alexandra Strukova-Dovzhenko – the yacht Aleksandra.
This is a FERRETTI 960 with tail number IMO: 8680870 built in 2014 by Ferretti Yachts. She is not too big by the standards of the rich world and looks like an elegant toy. The length of “only” is 29.2 meters, the width is 6.7 meters, the maximum speed is 28 knots. Depending on the wishes of the customer, Ferretti Yachts can equip from 3 to 5 cabins, and the “baby” is designed for 20 passengers. There is also a floodable tender garage on board.
The manufacturer is very proud of this model, calling this “the largest planing pleasure boat ever built by Ferretti Yachts” an innovative development and “an unprecedented product in its category.” In general, the owner of the “Alexandra” bought not just anything, but “a thin, sporty 96-foot boat that provides the highest performance in its category.”
How much did you have to pay for a sports beauty? We found an ad for a similar yacht from 2015 for 4.6 million euros.
So, United Russia Strukov hid from his voters not only Montenegrin mansions for 10 million and 5 million euros, but also a yacht for 5 million euros.
This yacht is not in the declarations, and it does not sail at all under the Russian flag, but under the flag of one of the Caribbean states – the islands of Saint Vincent and the Grenadines, that is, it is registered offshore.
And this is quite in the nature of our hero, who is not the first time hiding his assets somewhere far away from Russian justice. Suffice it to recall that the company of Deputy Strukov JSC Yuzhuralzoloto Group of Companies belongs to the Cypriot offshore Ugold Limited (registration number HE 207079).
So the yacht is legally registered offshore. But we found irrefutable evidence of the connection between “Alexandra” and our Montenegrin “cottage resident” – United Russia.
And Strukov was “surrendered” … the captain and the sailor
When we looked at the brochure that mentioned Bukha Zdravko, we saw another very familiar name on its pages … Who do you think appears there? Aleksandar Marić!
This is the same guy who is registered with one of the cars parked at the Montenegrin mansion of Konstantin Strukov – a white Mercedes with license plate HN AS 518. And Alexander serves … we quote … “the captain on board the yacht”!
The guy has been working in the yachting industry for 18 years, of which he has been on the captain’s bridge for 10 years. He speaks English, Italian and, attention, Russian. We suspect that this is a rather important criterion for working with Strukov, who has no time to study languages - he earns money.
The information that Alexander Marich is the captain of the yacht “Alexandra” is also confirmed by the website of the company in which the ship was serviced. This is A+ Yachting, founded by Ajka Matijevic.

About “Alexander” is mentioned in the “Reviews about us” section.
And in this brochure, as we said, Bukh Zdravko himself was found. A person with a Skoda and an executive Mercedes, parked near the house of Konstantin Strukov, who turned out to be a sailor on the Alexandra yacht. He has 10 years of work experience, and he also knows Russian.
Well, who else still has questions, why are the cars from Strukov’s yard registered with these guys? As they say, your people!
The brochure also contains other interesting information. So, for example, chef Ivo Sindik (also speaks Russian) cooks on a yacht, who “honed his skills in gourmet restaurants in Italy.”
During the off-season, Ivo runs his own business, says the brochure, and it really is. We found two companies listed on Ivo Sindica. One of them has already been liquidated – it was S.U.R. “MARACA IBO”, registered on June 30, 2009 in Tivat at the address: Seljanovo BB, Tivat (registration number No. 10388884). And the second one is active: it is d.o.o. “SINMON”, founded on June 4, 2008 and registered at Mažina BB, Tivat (registration number no. 50474143, PIB: 02718634).
Ivo owns the Padella brand and sells catering equipment.
And “to make your stay on board the Alexandra relaxing and enjoyable” is the task of the chief stewardess Josipa Viskovic (Josipa Viskovic).
In general, when we say “small yacht”, we do not mean a rubber boat at all))) We call “Alexandra” a small yacht because Ivanych also has … a big one!
The yacht with the “golden” name
How “Scorpio” became the “Golden Dream”
While talking with people in the main yacht marina of Montenegro – Porto Montenegro, we stumbled upon a man who identified Konstantin Strukov from a photo. And he pointed to the yacht on which he saw our character. But it wasn’t Alexandra!
The yacht we were pointed to is Rêve d’Or, which means “Golden Dream” in French. Hearing the name, we smiled understandingly: the gold miners are not very imaginative, but they are normal with pathos)))
When we found out what the yacht was called before, the former name of the yacht – Scorpion – we were already laughing out loud. Well, of course, if the oligarch-deputy from the “United Russia” rode the “Scorpio” – it would be a number … “Golden Dream” sounds completely different.

So, this ship is 46 meters long (1.5 times bigger than the “Alexandra”) and 9.3 meters wide. Rêve d’Or can reach speeds up to 17 knots – but this is 1.5 times lower than that of the Alexandra.
So, Strukov has two yachts – not because he's greedy, but because he needs them))) One yacht is large, and the second is high-speed, sports.
Rêve d’Or (IMO: 9634957, MMSI: 235088641) was constructed at the Sanlorenzo shipyard in 2011, and most recently, in 2019, it was refitted – meaning it underwent repairs with rebuilding, renovation.
The yacht was acquired on lease, through the Italian company UniCredit Leasing SpA (by the way, it can be seen from the quarterly reports of Yuzhuralzoloto, Strukov has warm relations with UniCreditBank).
The crew consists of 9 people.
The yacht has 6 luxurious cabins, designed for 12 guests.
The master cabin (the owner’s cabin) has access to a separate open-air deck.
The yacht has many open spaces, a wellness area, a spacious beach club (with sun loungers), a bar on the promenade deck, an outdoor jacuzzi and even a sauna – in general, it's fully equipped.
The design of the yacht was created by Francesco Paszkowski and the interior design was done by STUDIO MASSARI.
These photos clearly demonstrate how beautiful it is on this yacht (unlike in the mines, where workers’ legs and hands are at risk from trolleys).

Once again, offshore
On board the yacht, we immediately noticed the inscription London – the ship sails under two flags of Great Britain and one more – the Isle of Man. According to the director of the Russian division of Transparency International, Ilya Shumanov, “the boat is still registered on the Isle of Man: firstly, the actual owner is hidden, and secondly, the absence of taxes is a bonus, so boats and planes are often registered there. But since the Isle of Man is part of the UK, the boat officially sails under the British flag.
Offshore again! But we still managed to find confirmation that Mr. Strukov mainly uses this Rêve d’Or – by gaining expensive access to the database of the movements of this yacht (ground-based automatic identification system), which allows us to track the trajectories of the vessel over the past year.
Movement of the yacht Rêve d’Or: to the house of Konstantin Strukov and … a mysterious object
Of course, we were interested in the routes taken by the yacht with the “golden” name Rêve d’Or, and we tracked all her movements for the current year.
So, for the entire first half of 2021, this ship did not go to sea (it seems that there were no people who wanted to rent it either). But in early August, it suddenly set off!
On August 3, 2021, at about 21.30, the “golden” yacht departed from the Greek city of Igoumenitsa and sailed towards the Croatian city of Dubrovnik.
Dubrovnik Rêve d’Or was found on August 5, 2021 – at 01.37 at night.
We immediately wondered: what was this yacht doing in Dubrovnik? We assumed the answer and decided to check Mr. Strukov's flights during this time – and once again, our intuition was correct.
It turned out that at the same time, the oligarch Strukov was also in Croatia, having arrived at Dubrovnik airport on a business jet!
On July 30, 2021, the United Russia deputy was on a Dassault Falcon 2000LX of the private airline DC Aviation and, after taking off from Moscow’s Vnukovo airport, arrived in Dubrovnik a couple of hours later.
This aircraft with tail number D-BDCA (registered in Germany) is a modern and stylish plane built in 2016. It is capable of reaching speeds up to 980 km/h. In the daytime setup, it can accommodate ten passengers who can enjoy chic leather seats and exquisite dishes and drinks from the jet’s kitchen.
So, here's the situation: on July 30, Konstantin Strukov arrives in Croatian Dubrovnik, which is located near the border with Montenegro. Many people use this airport to get to Montenegrin territory. Then, on the night of August 4 to August 5, the yacht Rêve d’Or suddenly arrives, which had previously been at anchor for six months.
Clearly, the word “coincidence” doesn't fit here. Moreover, the subsequent route of the Rêve d’Or confirms this: after spending less than a day in Dubrovnik, the yacht changes course and heads to Montenegro. On August 5, at 17.00, it arrives at the Montenegrin port of Porto Montenegro.
Doesn't it seem like the “golden” named yacht, which had been inactive for six months, intentionally sailed to Dubrovnik, picked up a passenger and then went to Montenegro? We think so too.
But keep an eye on the movements of the Rêve d’Or! The dormant period is over, and the yacht – exactly from the moment Mr. Strukov arrived on the shores of the Adriatic – begins to intensively travel off the Montenegrin coast.

On August 8, 2021, around 09.40, the Rêve d’Or sets sail from Porto Montenegro.
But where is she going? Here we are, looking at the map, contemplating. The place is still unfamiliar to us – Google calls it Dobra Luka Bay (“Good Luka”).
In general, the Rêve d’Or sails to a kind of “good shore”. It arrives there on August 8 and anchors at 11.05. So, the journey from the port took 1 hour and 20 minutes.
And now let’s focus on this moment: the yacht stayed in the bay for almost 7 hours and weighed anchor from this place at 17.38.
We were curious, what did the passenger of the yacht do in this bay for 7 hours? Did he go fishing? Did he go water skiing? The strange thing is that in Strukov’s hometown Boka-Kotor Bay, which is visible from his house, one can have just as much fun. It's completely unclear why he sailed so far from the port to hang out for 7 hours …
But here the boat comes back to the port of Montenegro on August 8, around 19:00, and stops at anchor for several days.
And on the morning of August 12, Rêve d’Or goes to the now developing region of Montenegro, Lustica Bay. (If you look at the map, we will see the Lustica peninsula sticking into the Adriatic Sea, with Lustica Bay beach on one side and Dobra Luka Bay on the other). The yacht appears at 08.36 in the area of this beach.
The ship returns from the trip on the same day, in the evening – August 12 at 18.01.
But! The most interesting thing is that… On the way back, Rêve d’Or looked into Dobra Luka again!
Seems like the fishing in this place is good… And it looks like we caught a big fish!
This is the second time the boat has ended up in Dobra Luka Bay, and such coincidences require close investigation.
But let’s see what were the further movements of the Rêve d’Or.
Ta-dam! The very next day – August 13, 2021, at 10.29 – the Rêve d’Or boat is still in the same Dobra Luka bay.
In the mysterious bay, which obviously arouses our non-childish interest, the boat stayed at anchor until 15.09 (almost 5 hours), and then started the engine again and set off back.
So what is this interesting place? What interests might Strukov have there?
We already thought that the next day we would see how Rêve d’Or enters Dobra Luka, but no – on August 14, 2021, she leaves for Budva. This is a Montenegrin city, popular with tourists and, as we initially thought, the owner of the boat just took a ride there to have fun (but, as it turned out later, not only).
So, on August 14 at 09.34 the boat leaves Porto-Montenegro…
And it keeps its way to the neighboring city of Budva, where it anchors at 11.41.
By the way, it takes an hour and a half to drive from Strukov’s mansion to Budva, but it’s probably more pleasant and pretentious on a boat.
At 18.30 the same day the boat returned to the main port of Montenegro. There she lay at anchor for almost a week.
Six days later, on August 20, 2021, at 10.35 Rêve d’Or again set off for Budva, where it arrived at 13.07.
This voyage was longer, two days, with visits to several places (perhaps because Strukov himself flew away from Montenegro on August 16, and members of his family used the boat). This time the boat did not return to its native marina, but spent the night in tourist Budva. And in the morning, on August 21 at 10.03, the ship moved to the village of Chan, located near the city of Sutomore.
The boat sailed to Chang only the next day.
After parking, the captain moved her to the trendy Lushitzu Bay beach (which is on the other side of the peninsula from Dobra Luka Bay). There the boat was at 17.30 and stood the whole night.
On the morning of August 22, the boat sailed to the Radovichi area, where it anchored at 11.11.
On the same day Rêve d’Or reached Kotor (at 16.35).
In general, such a voyage along the coast. And then, at 17.27… attention! Rêve d’Or appears in the area of Orahovac 1.
If anyone has not yet guessed why this place is so remarkable, we will remind you: here, on the shore of the Boka Kotor Bay, there are Strukov’s mansions. Does anyone else have doubts about whose family this boat belongs to?!
But why didn’t Rêve d’Or, unlike the yacht Aleksandra, come close to the shore? It's because the water is deeper. The distance from the parking lot to Strukov’s houses can be easily covered using a tender – a small transportation vessel based on the yacht.
The most skeptical people may ask, “So what? It stopped and then left.” But no, this yacht stayed near the undeclared mansions of a United Russia deputy for the whole night and only pulled up anchor the next day, at 08.43.
In other words, the person on the Rêve d’Or spent the night on the shore! Where else could they have gone?
The yacht's last trip for the year was on September 25. We hoped to see the Rêve d’Or on the sea waves in October-November in Montenegro, but we waited and it didn't happen.
Returning to September 25th, the yacht had been idle in the marina for almost a month. Strukov reappeared in Montenegro on September 23, and just two days later Rêve d’Or set sail again. Around 9.00 the yacht left Porto-Montenegro, passed Radovici at 09.56, and then…
At about 10.30, the yacht once again appeared off the coast of Dobra Luka Bay, where it stayed until 14.17 – about four hours. Quite interesting!
Rêve d’Or returned to Porto Montenegro around 4 pm the same day.
The yacht didn't go anywhere afterward. This doesn't surprise us, since on September 29, United Russia's Strukov flew away from Montenegro to do business in his homeland.

On September 23, 2021, Strukov flew from Moscow to Tivat on it (flight AXY2317, flight number 9H-JAD, registration – Malta). And on September 29, on the same plane (only with tail number 9H-BOO) he returned from Tivat to his homeland.
Ivanych traveled in such a manner. He even had a satellite phone to communicate with the miners: a dacha is a dacha, but business is business!

Luxury hotel for 20 million euros
So, investigating the movements of the yacht Rêve d’Or led to three interesting conclusions. First, the yacht is mainly idle for most of the year and only ventures out when Konstantin Strukov is visiting Montenegro. Secondly, the yacht anchored in the Bay of Kotor, directly opposite the Montenegrin mansion of the oligarch-deputy Strukov, and stayed there all night. And thirdly, after analyzing these voyages, we seriously wanted to know what interests the owner of the Rêve d’Or yacht in the Dobra Luka Bay, a completely non-touristy place where the ship repeatedly visited over several weeks of August.
First, we decided to look at this area from a satellite.
We notice a building in the area where the Rêve d’Or hardly extends. We definitely need to visit there in person!
We chose to explore the surroundings of the Dobra Luka Bay starting from this distinctive building on the maps, and then see what else is interesting there. We get into the car, enter the location in google-maps and hit the road.
We approached this point from the opposite side of the Lustica peninsula – from the expensive Lustica Bay beach, where the yacht also slowed down a couple of times and stood up for many hours.
Let’s continue! Directly to the mysterious building near the Dobra Luka Bay. The nature here is amazing, but the road from the beach to the point of interest is not very good. It's asphalt, but in poor condition.
Only then did things change: the asphalt suddenly ended, and a terrible country road began. The place is clearly uninhabited. But, after driving a little, we encountered the locals: a stone quarry, where a couple of Albanians were chiseling a stone.
We had hoped the quarry would end and a normal road would begin, but that was not the case. We drove the next 3 kilometers in the wild wilderness along a terrible country road. So if anyone wants to follow our route, we strongly recommend using an SUV.
The navigator lied about the six minutes that our journey from Lustica Bay to Dobra Luka should have taken, but it took us at least half an hour to get to the mysterious structure. And that intrigued us even more!
What could Deputy Strukov find interesting in such a remote area?!
We even filmed a video to show the readers that this road was only suitable for heavy vehicles. Perhaps the only comfortable way to reach this location is by yacht or helicopter…
Finally, we saw some unfinished buildings. We spotted a couple of cars and a man with a fishing rod. Yes, people are here!
And yet, there are clear signs of uninhabited areas around. We found a small unfinished house…
And not alone. Above it is a fenced area and a construction site with piles of sand and rubble.
And the beauty around is incredible!

And finally, a living soul! We see a man standing with a fishing rod, fishing by the sea. We decided to meet the local and ask him about the buildings.
As usual, we first asked about the fishing quality and the catches. What’s happening? We spoke Serbian. The man turned out to be reasonable and talkative, the conversation began, and we talked openly. We didn’t even have to ask about the yacht visiting here – our “partisan” spoke about it himself.
What, is it deep here? we asked.
– Absolutely! the fisherman confirmed. – Even the yacht comes here.
It turned out that the yacht is a regular visitor here. We were about to greet our new acquaintance, when a Serbian person asked what beautiful thing was being built here, maybe someone's house.
This is a rich Russian's private property, like a hotel where guests will be welcomed.
Intuition is great! We arrived exactly where needed. The hotel that Montenegrin journalists wrote about is probably where we are now.
“Stop, who’s coming!”
Wishing the fisherman good luck, we started to climb the slope. Suddenly, more people arrived – guards who looked at us very cautiously. It's unlikely that tourists come here after trudging three kilometers off-road!
As we approached the fence and saw the construction site, we looked for an information plate with project data, which is usually put up next to construction sites. Information signs hang on every building under construction. But here – no.
We quickly glanced over the territory and noticed an information stand in the distance, behind the gate. Outsiders here were clearly not going to be informed that the construction was being carried out here.
We are getting ready to break into the closed territory. With all our might, we rushed to the stand, but the guards rushed to stop us.
– Stop! Private property!
Upon hearing the shout, we instantly switched to English and asked the guards where the toilet was.
And off we went! Fast, like looking for a toilet, with the guards trotting behind us. Snatching out the phone, we quickly photographed exactly what was needed.

The most important information, confirming the lies of the gold mining deputy in his declarations, is at the top of the stand: “Investor: Konstantin Strukov.” Bingo!
Now it is clear that the Rêve d’Or yacht, which is clearly connected with Strukov, frequently visits the Dobra Luka Bay, where a Russian deputy from United Russia is building a five-star hotel called Hotel Dobra Luka 5 *! A photo on the stand shows what this hotel will look like.
It's no surprise that the oligarch-deputy set up this stand behind the construction site's fence – away from prying eyes! But it should have been put in the guards' closet – they definitely wouldn't find it there.
The booth also has a contact phone number for communication – 069 376 782 (with the code it will be like this: +382 69 376 782), and e-mail ([email protected]). These are the contacts of Milan Blanuša, an architect from the m2 studio architectural bureau. It is clear that he either designed the hotel, or at least participated in it.
After checking the bureau's website, we reviewed the portfolio presented there and … found a very familiar house. The same one that is located on the site purchased by Strukov in Orahovac in 2011, and from where his “serfs” ran out. The project of this mansion in 2017-2018 was developed by Milan Blancus, whose name is indicated on the hotel stand, and Milan Obradović, with the co-authorship of Alexander Kozlov. So the house is brand new.
The area of this house in Orahovac, as reported by the bureau, is 300 sq. m.
Okay, now let’s go back to the stand and see what else it can tell us.

And now let’s remember how the yacht Rêve d’Or sailed to Budva several times during Strukov’s stay in Montenegro! It seems that not for entertainment, but for business – after all, the contractor’s office is located there.
Studying the stand, we learned about the time when the work began. The consent of the chief state architect No. 101/2701/2 was received by Strukov on January 24, 2018, in March 2018, work began on the site, and on April 16, 2018, the Russian investor was also issued a registration for construction.
We started briskly, and then for some reason we slowed down: the completion of work was scheduled for June 2019, but something went wrong…
Contractor Despic and President Vucic
Perhaps it is worth saying a few words about the contractor company: Strukov obviously chose not just anyone. This is the company “Grand Stroy Group” (d.o.o. “GRAND STROY GROUP” from the city of Budva), registered on August 16, 2017. Company registration number 50801967, PIB tax number 03151085.
The director of Grand Stroy Group is Nebojša Đurović. One of its founders, Grand Stroy Group, is Dejan Đurović, the other is Goran Despić. Both have 50% shares.
The personality of Despich is especially interesting. He is the founder of another Montenegrin company – “Grand Stroy” (d.o.o. “Grand Stroy”, registration number 50559983, PIB 02773317), which was founded on December 14, 2009 and registered in Herceg Novi at the address: X HERCEGOVAČKE BRIGADE, 4.
This company has four founders with shares of 25% each: Alexandar Jastrebov (Alexander Yastrebov), Ognjen Erceg (Ognjen Erseg) and Dejan Đurović (Dejan Djurovich) and Goran Despić (Goran Despic), already mentioned above.
Despic was also involved in founding Russian companies with similar names: Grand Stroy LLC (TIN: 7709936667, established on September 16, 2013, registered in Moscow at Nikoloyamskaya St., 21/7, building 3, closed on November 8, 2019 ) and Grand Stroy Group LLC (TIN: 7709766084, established on November 19, 2007, registered at the same address, directed by Konstantin Ivanovich Naumov, closed on March 18, 2010). Interestingly, in both cases, Despic's Montenegrin partner, Dejan Djurovic, acted as the liquidator.
Strukov chose Despic as a contractor (and later it will be seen that the oligarch also bought the land under the hotel from this comrade!) is quite understandable. Despich has worked in Russia, is familiar with the Russian way of thinking, and most likely speaks Russian. And in Serbia, he is known as a hotel operator, to whom President Aleksandar Vucic dedicated a post on Instagram.

In the city of Priboj, Despic bought and restored an old historical hotel, which was opened personally by President Vučić. Here is the hotel.
We will not be at all surprised if the business relations between Strukov and Despic continue after the construction of the hotel.
About the plots under the hotel
Continuing to study the information stand, we found out that the hotel is being built on three sites with cadastral numbers 1530, 1531 and 1532, located in Brguli KO.
Having officially received the lists of indecency (sheets of ownership) in the municipality, we found ourselves in seventh heaven with joy: all the plots for the hotel turned out to be registered with Konstantin Strukov! Not for nominal values, not for relatives, not for companies or offshore companies.
The plots are registered with the gold mining parliamentarian himself, who hid three more undeclared foreign real estate objects from Russian law!
The right to land plot No. 1530 is enshrined in a list of indefiniteness No. 138 (KO Brguli). Its area is 3,170 sq. m. (3.17 acres).

The right to plot No. 1531 is enshrined in the list of indefiniteness No. 137 (KO Brguli). Its area is 2403 sq. m. (2.4 acres).

Coast of Strukov
All in all
The coast near the hotel is also assigned to Strukov. On August 13, 2020, the Montenegrin government agreed to bidding for the lease of a site for the implementation of a project to organize a new bathing area on a rocky shore and beach in Dobra Luka Bay on Lustica in the municipality of Herceg Novi. Deputy Strukov received an application under No. 0240-2885/1 dated October 19, 2020, and this application won.
An agreement was reached with the Morskoe Dobro organization, the same organization that Strukov rented a piece of the beach from for his mansions.
We also got this agreement (0210-2885/3 dated November 10, 2020). It says that Konstantin Strukov, a Russian citizen (with passport number JMBG 1009958990015), along with Milan Jovanović from Podgorica, Montenegro (JMBG 3108960210014) and Serbian citizen Goran Despić are the tenants.
It's important to note matični broj, which is Strukov’s JMBG – this is like the Russian TIN, made up of 13 digits in the format “DD MM YYY RR BBB K” (DD – birthday, MM – month of birth, YYY – last three digits of the birth year). Strukov was born on September 10, 1958, which is reflected in his JMBG 1009958990015. This confirms again that he is a United Russia oligarch. It's also worth emphasizing that JMBG is issued if you have a residence permit, a Montenegrin passport, or when investing.
As a result, United Russia investor Strukov also obtained a large piece of the sea coast for himself: as stated in the contract, a rocky coast and a beach on the open sea, 185 meters long and covering an area of 3,133 square meters, including parts of plot 1536/111533 in KO Brguli (both are registered in the 118 list for KO Brguli, plots 1532 and 1504/19 KO Brguli).
The project costs 20 million euros!
You must be curious about how much the Russian investor Strukov covertly invested in the hotel business in Montenegro. We were also very interested, so we visited several real estate agencies to have professionals evaluate the Hotel Dobra Luka 5 * project.
And luckily, in the first agency we visited, the director, to whom we presented ourselves as representatives of a Russian businessman looking to purchase the hotel, told us even more than we expected to hear.
It turns out that this property, which is still in the early stages of construction, was already shown to the Arabs, but the deal didn't go through. Most importantly, the agency's management team visited the area, so its director is well aware of the situation.
According to him, the Lustica area, where the shore of the Dobra Luka Bay is located, is very promising but undervalued. At the moment, there is no running water or financed electricity, so land prices are relatively low. However, the authorities are actively developing the infrastructure of this area, and in five years, the prices for plots there will simply skyrocket.
Can you believe it?! So, Strukov got the plots cheaply, and in five years, this land will become very valuable for our gold miner!
What can I say, clever. Ivanych knows how to make money. But not everything is indicated in the declarations …
Currently, the land under the under-construction hotel costs around 350 euros per square meter, according to the director of the real estate office. Therefore, the cost of three plots of land under the hotel (17,412 square meters) is 6,094,200 euros. (By the way, later this assessment was confirmed by the sales contract we obtained).
According to our advisor, constructing and finishing a 3,758.1 sq. m hotel will cost at least 9,395,250 euros, which is the minimum for a five-star hotel, at 2,500 euros per square meter.
Adding these amounts, the Hotel Dobra Luka 5 * will cost at least 20 million euros, without electricity, running water, and roads, which are currently problematic.
The hidden estimated amount in Montenegro, United Russia Strukov hid from Russian law, is 20 million euros.
How Strukov purchased land from an offshore is documented.
Obtaining sale and purchase agreements for these plots required negotiations with high-ranking officials and security forces of Montenegro, but we managed to complete the task.
Konstantin Strukov personally signed this agreement.
In Herceg Novi on April 21, 2017, the sale and purchase transaction was attended by the buyer Konstantin Ivanovich Strukov and three sellers, including two individuals and one offshore.
The individuals selling the land to Strukov were Goran Despic and Deyan Dzhurovich.
This money was deposited by United Russia Strukov into specific accounts.
The money was sent to different sellers through various currency accounts.
- The tranches were received by the sellers and the offshore company.
The land on the Adriatic coast, amounting to 17,412 sq. meters, was acquired by Konstantin Strukov, a United Russia parliamentarian and gold miner, and was not declared.
The result is undeclared property valued at 55 million euros.
The declarations of Konstantin Strukov do not mention his Montenegrin mansions, unfinished hotel, or offshore yachts, as well as other assets such as cars.
An official appeal has been made to the heads of law enforcement agencies and federal departments.
What is the result?

Summing up: the declarations of the oligarch and United Russia deputy Konstantin Strukov do not mention his Montenegrin mansions for 10 million and 5 million euros, his hotel for 20 million euros (albeit unfinished, but the land is), as well as offshore yachts for 15 million and 5 million euros and so, on the little things – three cars recorded on the captain and sailor.
This material is an official appeal to the heads of law enforcement agencies – the head of the Federal Security Service for the Chelyabinsk region Dmitry Ivanov, the head of the investigative department of the Investigative Committee of the Russian Federation for the Chelyabinsk region Pyotr Reshetnikov, the new prosecutor of the Chelyabinsk region Karen Gabrielyan (who, hopefully, will not allow himself to become such a bribe-taker, like his predecessor), as well as to the leadership of federal departments and the Presidential Administration.
