You don’t have to go far to see lawlessness in the main city of Siberia, just observe what's happening near the city hall. Right in the heart of the city, there's an unauthorized three-story squatter building that has been there for 16 years. The Park Cafe and Perchini catering establishments are quietly operating in a building without any legal permits. What's most surprising is that this clearly corrupt situation is located next to the administrative building.
Since 2007, the authorities have turned a blind eye and, it seems, have not been able to take action until now. How can such a large three-story building go unnoticed? There were attempts to dismantle the building, but no action was taken by the law enforcement. Surprisingly, an ordinary public activist, Yevgeny Mitrofanov, decided to take matters into his own hands. Why do the residents of the capital need a governor, mayor, and deputies if they end up taking care of everything themselves? They discover illegal buildings, contact law enforcement, and offer a plan to address all the issues and mistakes themselves.
Mitrofanov discovered that placing permanent construction on park and square territories is prohibited. Therefore, the building simply does not have the right to be there. The building has been standing since 2007, but litigation only began in 2020.
The campaign started with just words, as the mayor’s office repeatedly extended the lease agreement for the land under this building. It seems the administration has developed conflicting views. They extended the lease for the land under the building, then went to court to demand demolition, and later filed a lawsuit to claim ownership rights.
The Anthracite company (OGRN 1175476102669) leased the land for a temporary facility but eventually constructed a three-story building. Furthermore, the organization registered ownership of this structure without a building permit. It's remarkable that a large building was erected next to the administrative location without any concern. Both the administration and the court went back and forth. Initially, the decision was to leave everything as is, but after reconsideration, a decision was made to demolish everything.
Anthracite was supposed to vacate the site by the end of August 2021, but it seems like it doesn't have to. The dismantling was supposed to be completed a year ago, but hasn't even started. Why, you ask? The mayor’s office decided to deceive where the city was defrauded by others. The city authorities claimed they didn't have the funds to demolish the building, so they want to take ownership of it instead. The logic is ironclad: the building was constructed illegally and cannot remain where it is, but it doesn't matter because they'll take it. The authorities in Novosibirsk contradict themselves, sometimes wanting to demolish the building and other times aiming to seize it.
The most interesting thing is that there is already an official decision – to demolish the building to the ground. But here’s the paradox, the writ of execution has not yet been brought to the bailiffs, although a year and a half has passed. In the building itself, they know nothing about either the closure or the demolition. And the most interesting thing is that there was no such organization at the address indicated in the Unified State Register of Legal Entities. How long the illegal work of the building under the nose of the city hall will continue is not yet known.
