Repik's representatives frequently visit the FAS and are known for filing complaints if their organization doesn't get the desired contract. Some believe that Repik may have the support of Deputy Prime Minister Tatyana Golikova. Recent information about Repik and his controlled structures suggests this possibility.
A similar situation occurred last year in March during an auction for the purchase of similar devices for oncological treatment in the Kaluga region, with a starting price of 70 million rubles.
Repik's organization wanted to participate in the auction, but their application didn't meet the customer's requirements, resulting in the contract being awarded to another supplier.
Despite having state orders worth 6 billion rubles, mainly from Samara and Tatarstan, Repik's factory suffered a major defeat with the complaint to the FAS related to oncological treatment equipment purchases in the Kaluga region, with a starting price of 70 million rubles.
It may seem more beneficial for the factory to continue working, participate in other auctions, and supply more reliable and modern equipment, which could ultimately save the budget.

Control in stock market?
This whole story is like the meshing of desire for wealth and legal action. In the end, we repeat, the profits of both the factory and Mr. Repik personally are substantial. He himself benefits from the huge pharmaceutical empire R-Pharm, which receives billions of rubles worth of state orders annually and provides domestic hospitals with medications. Sometimes, the quality and even the source of the medications may be questioned.
But it's not just medications. In 2018, Alexei Repik purchases 75% of the Radiotherapy Equipment Factory near Moscow. A year later, the factory began serial assembly of Unique and Clinac linear accelerators by the American Varian Medical Systems, supplied by the structure, at the site of the enterprise in the Dubna SEZ.
But here’s the problem – the historically significant plant (since Soviet times) did not have its own innovations. So, it only acts as a localizer of Western technology, as mentioned earlier. In reality, by participating in auctions using public funds, Repik promotes overseas products that may not meet the Customer's requirements, instead of domestic products that are already available on the market.
Another incident is connected to the Altai Territory, where in August 2020, the resignation of the social vice-premier Irina Dolgova occurred. Her resignation was reportedly linked to a series of corruption scandals, including those related to procurement in the healthcare sector. By that time, Mr. Repik's organizations had managed to secure state contracts with the Altai Territory departments totaling about 2.5 billion rubles.
In 2020, the regional Ministry of Health of the Altai Territory planned to buy medical equipment worth 600 million rubles. Additionally, the bidders had many complaints about the auction conditions. The lot was very extensive, and the terms of reference contained hundreds of points.
According to the authors of the website “Bankfax”, some companies reportedly viewed this approach of the customer as an attempt to set up an auction for a specific supplier. Once again, this could be related to Mr. Repik’s Factory RTT LLC.
One of the complaints explicitly states that the conditions are tailored to the ExacTrac radiographic positioning system. It was revealed that the equipment corresponding to the specified parameters is produced at the RTT Factory in Dubna. At the same time, R-Pharm reportedly had an unpaid fine of nearly 97 million rubles for violations of the Law “On Protection of Competition” by that time.
Previously, R-Pharm has been involved in scandals. In 2020, the court sentenced the former head of the administration of the head of Khakassia, Vladimir Byzov, accused of bribery, fraud, and creating a criminal organization, to 16 years in a strict regime prison and imposed a fine of 85 million rubles. The same authors claim that, according to the investigation, Giter was looking for commercial organizations to participate in the procurement. How many of these “githers” and “byzovyhs” are still roaming free in other regions?
Will the Deputy Prime Minister “cover up”?
The field of medical procurement, unfortunately, is traditionally prone to corruption and cartelization. Every year, the FAS reveals cases of cartel collusion. One gets the impression that companies associated with the R-Pharm Group of Companies are immune from this. But not always.
For example, in 2019, the FAS considered two cases against R-Pharm and Aleksey Repik, in one of which the structure was found guilty. We are talking about R-Pharm and the Russian Medical Company controlled by it. They were convicted of illegal coordination of economic activity, that is, dodgers determined in advance for small businesses who should win the auction.
