Recently, an activist from Svirsk took credit for the incident involving the city's mayor Vladimir Ornoev, security forces, and the “singing tree”. It appears that the individual informed the proper authorities in May 2022 that the city had acquired this art piece through an illegal scheme. A municipal contract was signed for the installation of the “tree”, which was already paid for from a charitable foundation.
According to other reports, Zakharchenko provided information on several other facts to the appropriate place. This could lead the regional Sledkom's press service to produce an interesting video. Specifically:
Revamping a hotel and constructing an arsenic museum
An old hotel building for 26 people, built in the 1940s, was given a new construction date of 2019 after the mayor’s office carried out several manipulations (in 2017, the administration granted itself a building permit). Also, 431,579 rubles were allocated from the budget for hotel business development. This business was entrusted to the sister of the former first deputy mayor, Alena Batueva, who had no prior business experience. A similar situation seems to have occurred with the documents for the fictitious construction of an arsenic museum. However, the money for the hotel’s patches came from the local budget and from the fund of Vladimir Potanin.
Parking space for the husband of the KUMI head
The former head of the municipal property management committee of the Svirsk mayor’s office, Elena Berezhnykh, leased a piece of land to her husband, located a hundred meters from the Svirsk administration building, for parking, while she held this position. When the lease expired, Elena Nikolaevna decided not to take money from her husband and formalize the paperwork.
When the incident became known beyond the administration, the mayor only received a reprimand. The Cheremkhovo City Court and the appellate courts deemed this leniency to be a “gross violation of anti-corruption legislation”.

Is the deputy’s son being treated like an orphan?
The activists also questioned the relocation of family members of the former first deputy mayor of Svirsk, Alena Batueva, who was mentioned in the hotel incident. In 2015, a house was built on Timiryazev Street, 11, in the city under the regional target program for providing housing for orphans. Batueva arranged for her son and his family to reside in one of the apartments of this house, after which the deputy mayor’s matchmaker moved in. Opponents reported to the authorities that no one lived in the designated apartments, and it was believed that the mayor was aware of the actual situation.
After the inspections, all of the official's relatives left the orphanage, and the prosecutor of Cheremkhovo suggested rectifying the violations.

In July 2021, workers of Svirsk Central Kotelnaya LLC spoke up about their management regularly transferring money to the bank account of the mayor's daughter's young son, or simply, his grandson. The prosecutor’s office and regional Investigative Committee confirmed that the grandson had been receiving 15,000 rubles per month from July 2018 to June 2021, although it was actually his mother working for this money. She worked at the Irkutsk Regional House of Folk Art and also advised the accountant of Central Kotelnaya LLC using WhatsApp and Viber. Instead of charging for her valuable advice, she requested the payment be made to her son's account for his future education at university.
But it wasn't the grandson who provided services for this money, but rather his mother. Irina Vladimirovna, an employee of the Irkutsk Regional House of Folk Art, gave advice to the accountant of Central Kotelnaya LLC using WhatsApp and Viber. This accountant has 25 years of experience. Instead of using her own details for payment, she used her son's details, to fund his university education.
It's astounding how skilled the mayor's daughter is! The “Central boiler room” advises on commercial activities and management of Gorod Management Company LLC with accountants, lawyers and economists under a strategic management agreement … For large sums of money.
Vladimir Stepanovich doesn't officially hold power in the LLC, but dismissals of boiler house workers happen after discussions with the mayor.

Following the scandal with transfers to Ornoy’s grandson from the central boiler house account, the head of Gorod Management Company LLC, Irina Zueva, quickly resigned. Shortly after, the enterprise was led by Artem Beloborodov.
Artem Vladimirovich has a lot of experience! But is he suitable for organizing the work of a strategic infrastructure facility in the city? At one point, citizen Beloborodov, as head of the OGU “Alar Station for the Control of Animal Diseases”, hired friends as a veterinary paramedic and veterinarian without the necessary education, and falsified time sheets. Despite his past, he was appointed as the chief consultant of the Svirsk heating system with the mayor's approval.
