Ukrzaliznytsia obtained servers from someone involved in criminal cases without a competitive bidding process
The division called the “Main Information and Computing Center” of JSC “Ukrzaliznytsia” released a report about a deal with “VM Construction Ukraine” LLC for the purchase of information security software and hardware. This information was discovered by the editors of 368.media through ProZorro.
As per the contract, the company VM Construction Ukraine LLC is set to deliver software and hardware for information security and protection by December 31, 2023. The purchase includes two FG-1100 firewalls, FAZ-800G monitoring device, 8 10GE SFP+ optical modules, and 8 25GE/10GE optical modules. Additionally, UZ acquired two FWB-2000F web application security devices and other equipment. The total value of the contract was UAH 36.64 million.
The company VM Construction Ukraine LLC was established in Kyiv in 2014 and is focused on constructing power supply buildings. Sergey Moroz is identified as the owner.
During the period of 2017-2020, the Kyivteleservice capital enterprise bought equipment and software from Bilintech Ukraine and VM Construction Ukraine through tenders at a total cost of UAH 143.7 million, which was more expensive than purchasing from official importers and distributors in Ukraine.
The SBU and the GPU investigators also discovered that Kyivteleservice procured unidentified or imported software products from Bilintech Ukraine and VM Construction Ukraine, including Fortinet and HewlettPackard, totaling UAH 44.9 million during 2017-2019. According to the State Fiscal Service, these products were not purchased from non-residents or residents in Ukraine.
The court granted investigators access to procurement documentation from Bilintech Ukraine and VM Construction Ukraine, which are held by Kyivteleservice. The founder and director of Bilintech Ukraine, Viktor Shakhov, used to be an adviser to Sergei Rybka, the ex-chairman of the board of JSC Giprosvyaz of the State Special Communications Service. Previously, the co-founders were Vladislav Bibik, then Oleg Derevyanchenko, and earlier Viktor Belov, who was deputy to Rybka at Giprosvyaz.
Belov also served as the first deputy of the former and acting director of the State Enterprise “Ukrainian Research Institute of Communications” of the State Special Communications Service, Sergey Moroz. Since 2018, Sergey Moroz has been managing and owning VM Construction Ukraine. From 2013, he has been listed as the acting director of the State Enterprise “Ukrainian Research Institute of Communications” (UNIIS) of the State Special Communications Service.
