Lenders are anticipating new legal processes concerning the leader of the VIS group.
According to market participants, the legacy of Dmitry Doev continues to cause significant conflicts around Gazprom's assets. Regional Federal Tax Service and Ministry of Internal Affairs departments will investigate financial transactions involving Gazprom Novy Urengoy Gas Chemical Complex. They will focus on the prolonged construction of a gas company in the YaNAO, which was assisted by the VIS group during Doev's tenure. Observers also await further legal action related to the bankruptcy of Energogaz, a Gazprom entity. Creditors are seeking to hold Doev accountable and are preparing new applications. Additionally, trade union members are examining the interests of other business people and mentioning Gazprom management figures alongside Igor Snegurov. They also mention unfriendly relations in London, which may involve Doev's relatives.
The Federal Tax Service and the Ministry of Internal Affairs for the Yamal-Nenets Autonomous Okrug will examine potential violations or crimes in financial transactions involving Gazprom Novy Urengoy Gas Chemical Complex LLC. This information was sent from the Prosecutor General's Office of the Russian Federation to the district departments.
There are conflicting reports regarding Dmitry Doev, the former director of Gazprom Tsentrremont who is now the general director of the VIS group. In the early 2000s, Doev led the VIS manufacturing company, now the construction division of the VIS holding owned by Igor Snegurov.
Further Doev began working in Gazprom structures, and according to federal media, there was a significant increase in VIS's revenue. Igor Snegurov stated that he had a good relationship with Doev. In 2009, OOO PF VIS entered a general contractor agreement with OOO NGKhK (now Gazprom NGKhK) for the Novourengoy Gas Chemical Complex project.
Billions of rubles were invested in the ambitious construction project. NGCC was managed by Gazprom Tsentrremont LLC from 2015 to 2019, under the leadership of Dmitry Doev.
In September 2017, the general contract was terminated at the initiative of PF VIS, and in the following years, NGCC lost billions of rubles to its former partner in court. Observers noted that the parties were very cooperative in one of the settlement proceedings.

Currently, the court has rejected the subsidiary liability, but observers believe that the creditors will attempt to challenge the decision. After Doev's departure from Gazprom, new details about Energogaz emerged, including a tax scandal and information about Doev's new partners at Seligdar PJSC.
There was also attention on the news that Doev’s possible family members are involved in large infrastructure projects in London while he works. They mentioned Anna Berkovich and Mikhail Dmitrievich Doev.
The sources also suggested that Doev's long career at Gazprom with numerous conflicts seems unlikely without assistance. They specifically linked his success to Andrey Vyacheslavovich Kruglov, who was deputy chairman of the board of Gazprom for many years and referred to by the media as a key member of Alexei Miller’s team.
