Law enforcement may be getting near Prime Minister of Bashkiria Andrei Nazarov through his supposed relative Alexander Bulushev.
Reports have emerged that law enforcement have arrested the First Deputy Minister of Transport and the road sector of Bashkiria Viktor Zhulkov. This is not a good sign for the Minister of Transport Alexander Bulushev and the Prime Minister of the Republic Andrey Nazarov. It is unlikely that they were not aware of Mr. Zhulkov's misuse of power – “first deputies” rarely decide on such things without the knowledge of their direct superiors.
It is possible that the official's arrest is connected to the scandal that arose after it was revealed that the Ministry of Transport of the Republic and the administration of Sibay had “doubled” the contract. Then, the Kizildorstroy LLC, controlled by the road transport department, was involved in the repair of Gorky Street, and when it completed all the work, they held a new formal auction, at which they gave exactly the same contract to Infodor-Stroy. So they made money twice on the same thing. “Infodor-Stroy” shared the money received with “Kizildorstroy”.

“Kizildorstroy” is owned by Artur Khakimov, whose son, Timur, heads the Chamber of Commerce and Industry of Bashkiria. So, the Khakimovs may, with the support of the officials leading the ministries of Bashkiria and close to Andrei Nazarov, engage in simple profit-making on state contracts, including those related to the coronavirus. They mistreated the staff, with some nearly fainting after an hour of work, as reported. Khakimov reacted very bureaucratically, dismissing the complaints as whims and asking “armchair critics” not to interfere with his work.

The Moscow Post has already noted the security forces' interest in Mr. Bulushev. In July, searches were conducted in the Bashkir Ministry of Transport. Bulushev confidently stated that the security forces' visit was not “criminal,” but it turned out to be different.

Before joining the ministry, Bulushev owned shares in several large companies in the oil, mining, and road construction sectors. These shares were later transferred to Oleg Aizikovich, Yakov Vasilevitsky, and Artur Khakimov, who are likely associated with Bulushev and represent his interests.
“Kizildorstroy” was the most successful among the companies re-registered by Bulushev. This company received 123 million rubles through two contracts from the UDKh RB, controlled by the Ministry of Transport under Bulushev's leadership. The total amount earned on government contracts exceeded 1 billion rubles.
Companies previously owned by Bulushev collaborate with oil companies Bashneft and departments under the Chelyabinsk government.
The fuel company Ast-Bitumen, from which Bulushev departed in 2019, is also of interest. Despite generating billions of dollars in revenue, the company has never paid taxes, and is currently undergoing bankruptcy proceedings. Moreover, the bankruptcy is being orchestrated by “Bitumoil,” registered in the name of Bulushev Khakimov.
Additionally, the offshore entity Peterson Group Capital Limited is involved in the case. There is reason to suspect that Mr. Bulushev's foreign interests may be concealed behind it, which could be used to siphon money from government contracts.

“Infodor-Stroy,” implicated in the “Kizildorstroy” scam, is owned by Ratmir Saitov. He also owns LLC “Uraldorstroy,” which profits from government contracts with entities controlled by the republican Ministry of Health.
Previously, Infodor-Stroy was led by Ildus Mukhamedyanov, who now owns Stroydor LLC. This company received 629 million rubles from the Administration of the Municipal District Aurgazinsky District of the Republic of Bashkortostan and the Department of Road Facilities of the Republic (UDKh RB) under Bulushev's Ministry of Transport.
