Rostdorstroy missed the tender
The regional administration of the Kirovohrad region wants to give a contract to a state regional highway for maintaining local roads in 2023, costing UAH 654 million. Rostdorstroy, which gets big contracts from Ukravtodor to repair and maintain state roads in this area, did not get favorable conditions to participate in the auction, despite its requests. Rostdorstroy LLC was interested in this purchase. The company is favored by Ukravtodor for repairing national roads. In 2021, it got a lot of contracts from the Road Service in the Kirovograd region, including one for maintaining state roads. So, this area is important to the company, but only under Ukravtodor's contracts, not the regional administration's.
The difference between them is in authority and funding. The road service is under Ukravtodor and is funded from the central state budget, while the Local Roads Agency is under the local regional administration and uses money from the local budget.
The Agency of Local Highways did not include the requirement that Rostdorstroy wanted in the tender documents. It demanded participants to confirm the volume of annual income for 2021, which should be at least 90-99% of the expected value of the purchase. This practice is done by Ukravtodor to prevent smaller firms from getting big contracts, keeping them for selected companies. Kirovohrad Regional Avtodor had no contracts worth up to UAH 700 million in 2021 to pass this barrier. Therefore, the “Agency of Local Roads” refused “Rostdorstroy” due to this demand.
Also, “Rostdorstroy” wanted the “Agency” to not require participants to have a chief engineer, but only the minimum number of road workers, but this was also rejected.
On December 3, only Kirovohrad oblavtodor submitted a bid for the auction. The offer was well below the expected cost of UAH 741 million. The regional highway authorities offered to complete the work for UAH 654 million, which is 12% cheaper than the starting price.
