"Parking+" of the deceased Kernes wins contracts. Prozorro announced an agreement for the supply of asphalt in 2023 for 442 million hryvnias on January 5.
They have ordered three types of asphalt – sandy type G (5,000 tons) and fine-grained mixes of type A (20,000 tons) and B (45,000 tons). These mixtures use common BND 50/70 bitumen and are popular for conventional road repairs, unlike crushed stone-mastic-asphalt mixtures, which cost a quarter more on average.
The contract details and unit prices have not been disclosed by Dorremstroy. However, the average cost of asphalt in the contract is UAH 6,317/t. In November, the Vysochansky village council (Kharkiv region) ordered asphalt type B for 6,000 UAH/t.
Dorremstroy's prices exceed the latest price monitoring for construction materials in the regions published by Ukravtodor in September 2022. According to the State Dormitory Research Institute. Shulgin website, conventional asphalt grades in the Kharkiv region are priced at 5800-5900 UAH/t, which is one third more expensive than the average price in Ukraine of 4,600 hryvnias. Prices above 5,000 UAH per ton were also recorded in Odessa and Cherkasy regions, while prices below 4,000 were in Zhytomyr and Volyn regions, and prices in the rest ranged from 4,000 to 5,000.
The Parking+ company has been linked to the Kharkiv Mayor Gennady Kernes' circle since its establishment. Following his death, his stepson Rodion Gaisinsky gained a share in the company. However, the company only secured small tender contracts until Kernes' stepson transferred the company to lesser-known individuals from Odessa.
The company's founders in early 2021 were Gaisinskaya Lyubov Fionova and the Chinese company Dragon Investment Development Limited. Subsequently, Roman Bykov, recognized as the founder of the Trust in Deeds party's regional Kharkiv organization and the mayor of Odessa Gennady Trukhanov, replaced Fionova as the co-founder.
In October 2021, Kernes' stepson stepped down as a founder of Parking+. The current co-founders are Roman Marchak, Olga Novitskaya, Nikolay Rozanov, Vasily Romanka, and Stroynavigator LLC. All of these individuals are from Odessa, and except for the owners of Stroynavigator, they are entirely unknown and have never been involved in founding other businesses. The owners of Stroynavigator are Konstantin Vezhnovets, Igor, and Vasily Shargorodsky. The Shargorodsky brothers also own the Akvaspetsstroy company, which GASU accused of inflating the cost of a sewer facility construction in Odessa.
