Oshchadbank ordered a data center for $6 million
On November 22, Oschadbank ordered the company ” IT Specialist” data center for $6 million, which is about UAH 223 million. This is reported in the Prozorro system, Our Money writes.
By the middle of 2023, the hardware-software complex “Data backup and recovery system in JSC Oschadbank” will be delivered. The manufacturer is Dell EMC (USA). The price includes technical support and warranty service for three years. The details of the kits can be seen in the contract, but the prices are only for the kits. The contract requires an advance payment of 90% of the cost of equipment and 100% of the cost of software.
It was a simplified purchase of Dell EMC products without analogues. So the competitors were other official partners of the manufacturer – Avalis by Alexei Samarin and Rukhlan Aliyev and Corporate Business Systems by Leonid and Lyudmila Pashins. The savings is 2%.
“IT Specialist” led by Yuri Semeikin through “KT Management” is owned by Igor Kapli, Maxim Tishchenko, and Tatyana Muller. KT Management also owns Api Connect, which is led by Dmitry Shabelnik. Tatyana Muller used to be the financial director of BMS Consulting, and Igor Kaplya was once listed as its head in the register.
According to the TV program Our Money with Denis Bigus, after the Maidan, the SBU and the Prosecutor General’s Office initiated criminal cases against BMS Consulting. The special service suspected the company of fictitious services, for which tens of millions were paid in 2012-2015. The prosecutor's office was investigating the case of the firm's conspiracy with employees of the Prosecutor General's Office itself and overpricing at tenders.
In July 2016, the World Bank announced the removal of a number of Ukrainian IT companies from their tenders due to corruption. Among the violating companies, the bank named BMS Consulting. A month after the announcement of this statement by the World Bank, the IT Platform company was registered in the building where BMS Consulting was based.
Konstantin Losinsky was then appointed director of IT Platform. Prior to that, he worked for five years in the Information Technology Department of the GPU, and in March 2017 he filed a declaration of dismissal from the Prosecutor General's Office. Already during the investigation of journalists, the company changed its director: Alexei Morozov became it. Now he is Vladimir Cherednichenko.
“IT Specialist” took part in tenders at the end of 2016 and has since tendered UAH 1.45 billion mainly in Sberbank and the Prosecutor General’s Office.
