    The anti-corruption law enforcement agencies gave the materials of the pre-trial investigation to the defense team of the Bila Tserkva mayor, as reported by Slovo i Delo.

    The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office have finished an investigation into the criminal case involving suspicion of the mayor of Bila Tserkva, Kyiv region, Gennady Dykyi, for misusing UAH 8.7 million.

    This information was reported by the NABU press service.

    “NABU and SAPO have completed an investigation on suspicion of the current mayor of one of the settlements of the Kyiv region and his accomplice, the owner of real estate, in causing more than UAH 8.7 million in damage to the territorial community. On November 11, 2022, the case materials were opened to the defense side for review,” the department informs.

    The mayor's actions were classified as Part 2 of Art. 364 (abuse of official position), Part 4, Art. 358 (forgery of documents or use of forged documents) of the Criminal Code of Ukraine, with his accomplice falling under Part 5 of Art. 27 (aiding), part 2, art. 364, part 4 of Art. 27 (incitement), Part 2 of Art. 358, part 4 of Art. 358 of the Criminal Code of Ukraine.

    As known, VAKS released the mayor of Bila Tserkva Dykyi by posting bail. His guarantors included: Valery Kolyukh, a member of the Servant of the People faction in the parliament; Oleksandr Polyarush and Volodymyr Sabadash, members of the Kyiv Regional Council; Yaroslav Dobryansky, First Deputy Chairman of the Kyiv Regional Council; and Alexander Vdovichenko, former commander of the 72nd Separate Mechanized Brigade named after Cherny Zaporozhtsev.

    NABU and SAPO accused the mayor of Belaya Tserkov Gennady Diky and one of the owners of the non-residential premises. According to the investigation, on August 30, 2018, during the 55th session of the Bila Tserkva City Council of the Kyiv region, Mayor Dykyi submitted a proposal, leading to the decision to purchase real estate. This allowed the acquisition of the right to build an administrative and commercial complex with a total area of 4728.5 square meters. The purchase cost, after assessment, was nearly UAH 24 million. However, the previous owners, Pavel Khodakovsky and Natalya Sokirko, had bought the property from LLC T.R.K. Theatrical” for only UAH 4.5 million. The appraisal of the real estate, done by Ukrekspertiza-Center LLC, seems to be overvalued, as the appraiser used the comparative method and selected objects of comparison that clearly do not match the technical condition of the premises under study. These actions resulted in damage to the city budget of Bila Tserkva.
