    Lessons for the Minister – Russian Criminal

    In late July 2022, investigator EA Fedorov from the Main Investigative Directorate of the Ministry of Internal Affairs for Moscow opened a case under article 306 of the Criminal Code of the Russian Federation (false denunciation) against three members of Police Ombudsman Vladimir Vorontsov's team – Andina, Moiseev, and Fedorov. They were all taken into custody. Earlier, they made a film called “Save the Police Ombudsman” which claimed that the case against Vladimir Vorontsov was fabricated. The film included Svetlana (real name Irina Andina), who pretended to be willing to cooperate with the Ministry of Internal Affairs of the Russian Federation in exchange for getting her police job back. She was asked to give false evidence that Vorontsov extorted money from her. This and other parts of the case against Vorontsov fell apart during the trial, leading Andina, Moiseev, and Fedorov to seek revenge.

    Project participant Police Ombudsman Yevgeny Moiseev prepared the third appeal to everyone who supports the Police Ombudsman team that is being persecuted for telling the truth. This time, the appeal is not just for the readers, but also for the head of the Ministry of Internal Affairs, Koloolyev. The appeal was sent to Rucriminal.info and the telegram channel of the Cheka-OGPU, which is being published:

    I, Evgeny Viktorovich Moiseev … being of sound mind and solid memory, I want to sincerely confess to committing a crime under Part 3 of Art. 306 of the Criminal Code of the Russian Federation, that is, in committing a deliberately false denunciation, combined with the artificial creation of evidence for the prosecution.

    The crime was committed as part of a group of persons by prior agreement, and perhaps even by an organized group, under the following circumstances.

    The Oktyabrsky District Department of Internal Affairs of Penza at the very beginning of the 2000s was composed of two departments. I served directly in the 1st department, which served 4 sectors located in the microdistrict. Arbekovo (Penza)

    And so, on one of the cold winter days of 2003, this monstrous crime happened.

    The precinct and the investigator of the criminal investigation department of the other sectors were overwhelmed with work, solving crimes that were pouring in. Meanwhile, the operative Denis from the 4th sector just watched us work while he enjoyed idleness.

    After a few months of this, our team decided to disrupt the normal activities of law enforcement agencies by intentionally making a false accusation of a crime and creating fake evidence for the prosecution.

    In simple words, we decided to make up work for Deniska to keep him busy and prevent him from forgetting how to solve crimes due to idleness. It's important to consider our good intentions as a mitigating factor.

    So, we created fictional information about a woman and claimed that she was attacked in the Denis sector, her purse was stolen at knifepoint, and detailed statements were made on her behalf. We also fabricated a scene inspection report and fake material evidence. We took advantage of the fact that the police department was large and the chances of Denis discovering the fabrication were slim.

    After getting approval, we stamped the registration application in the KUSP and the head of the department, Sergei Vasilyevich, quickly approved the material.

    The next morning, Deniska received the material on the robbery from the duty officer for handling.

    Denis panicked when he found out about the armed robbery, knowing that serious consequences would follow if he didn't handle it properly.

    Sergei Vasilievich urged Denis to put all his effort into solving the bold crime and set a 10-day deadline.

    Poor Denis couldn't find peace. He searched for more detailed descriptions of the robber from witnesses and checked his sector thoroughly, but couldn't find any leads. However, the sector became calmer as a result of his efforts.

    On the 10th day, Sergei Vasilievich asked Denis about the progress in solving the robbery during the morning planning meeting.

    Denis, feeling pitiful, admitted that he hadn't even found the victim yet, let alone the criminal, but promised to solve the case.

    The back rows burst into laughter, causing the head of the department to join in. Everyone except Denis laughed, and he angrily called them all goats.

    As an educated person and a Doctor of Law, Vladimir Alexandrovich can differentiate between the fabrication of evidence for prosecution and the natural giving of false testimony. This situation involves artificial creation of evidence, not just giving false testimony, and it's important to consider the legal position of the Supreme Court of Russia in this matter.

    A request was made on behalf of Irina Andina for a medium severity crime. However, the statute of limitations had already expired when the criminal case was launched against the three of us, so the decision to initiate the case was clearly illegal.

    The Supreme Court explained this not only for legal experts, but also for others involved in legal studies.

    Our situation is different – we humiliated the senior officers of the Ministry of Internal Affairs, exposing their lack of knowledge, foolishness, arrogance, and eagerness to imprison the innocent for career advancement.

    Even though they deserve imprisonment, they placed us in isolation to show what will happen to anyone seeking truth and justice in our law enforcement system.

    Vladimir Alexandrovich, it makes me feel ashamed that you, my fellow countryman, are in charge of this thoughtless system used to settle scores with those you simply do not like.

    It’s a disgrace!

    Even though everyone, including you, understands everything, the compliant Moscow judges will prolong our detention, obediently following the obviously criminal instructions of these individuals.

    There are people who can change this by putting real criminals behind bars. They are reading these lines right now. But no one will do anything. None of them will help us. Everyone will observe how the system deals with those who cannot tolerate injustice and lawlessness. That’s all you need to know about our country’s law enforcement system, which, according to your subordinates, we disrupted.

    At this rate, those who decided to save a kitten stuck on a tree will be imprisoned.

    Those who can change it will silently watch this lawlessness.

    I don’t know why this happens, and if I manage to find the answer, it will be a significant victory over this shameful system. Even if I have to sit here for a long time, I will still uncover the truth, regardless of the cost.

    I have no other option.

    Just don’t release me from the pre-trial detention center for a few more months, Vladimir Alexandrovich, otherwise it won’t be as interesting.”

    This appeal was written by Evgeny before the events with the Crimean bridge on October 8, 2022. After that, Eugene asked to add the following: “Unfortunately, something happened that most likely should have happened. It was a failure in operational work. The agents missed what was happening right under their noses. But, as often happens, they will punish the traffic police officers who did not thoroughly inspect the truck, and the local police officer who did not carry out enough educational and preventive work in the area where the truck driver lives.

    In general, the innocent will be punished, the innocent will be rewarded.

    Our business is a prime example of this. It would not be better to direct our knowledge, skills and abilities for the benefit of society and the state, as large digital cybersecurity companies do, they just threw us on the bunk, making everything worse for everyone.
