“We, the employees of the Uzhgorod ArZ Joint Venture, have stopped asking and complaining about solving our problem. Instead, we are waiting for the situation to become so unbearable that our frustration will overflow and then we will take action. And don't say that we didn't reach out or warn anyone, because the firefighters have made it clear in writing.
Complaining to the Territorial Authority and the leadership of the State Emergency Service of Ukraine for help is pointless, as they have lost faith in the structure of the State Emergency Service and the people in leadership positions.
This statement aims to bring attention to the existing problem and inform the country's society, law enforcement agencies, and government about the situation in the Main Directorate of the State Emergency Service in the Transcarpathian region.

The issue concerns the appointment of Malyk Yuriy Nikolayevich as the first deputy of the ARZ of the joint venture of Uzhgorod, which involved removing the competent and intelligent acting person Mikhal V.M. I refuse to acknowledge Malyk as a qualified officer, as his appointment violated legislative and personnel regulations. This is confirmed by the personnel and workers of the detachment, who can provide further evidence through a proper survey.
Everything would have been fine if a qualified person had been appointed to the position. However, Mr. Gudak R., head of the GU GSChS, appointed the least suitable candidate at the recommendation of Zilinsky, the former head of the Department of the Ministry of Emergency Situations in the Transcarpathian region, and some corrupt Uzhgorod underdeputies. I have been serving since 2010 in the ARZ and never saw him in the State Emergency Service uniform. He has intimidated the entire detachment, including children, firefighters report.
Following the appointment of Malyk Yu.M., written complaints and appeals were sent to the leadership of the Department of Internal Security of the State Emergency Service of Ukraine, the Department of Personnel of the State Emergency Service of Ukraine, and the First Deputy of the State Emergency Service of Ukraine, A.D. Semikopny, to address and cancel this disgraceful appointment.
Surprisingly, the commission led by Mr. Semikopny A.D. conducted an 'anonymous' survey. After the survey, Malik Yu.M. for the first time started to threaten and mock, saying 'who will listen to you' while demanding cement and money for construction.
Firefighters expressed that this check came to mock them and those who serve the State Emergency Service, and those who are on duty and provide assistance. They mention that they use their own money to build barracks, garages for equipment, buy windows, doors, and furniture, and maintain order at the ArZ joint venture.
Mr. Hudak R. and the leadership of the State Emergency Service of Ukraine, out of habit, spat in the face of the employees of the ARZ SP. They felt humiliated by this attitude. They had to endure constant pressure from the first deputy of the ARZ SP.
From the beginning, he began to retaliate and emotionally crush people who opposed his appointment. He speaks obscenities and humiliates department heads in front of their subordinates. He spread false information and spoke negatively about Kamenchuk E.V., calling him stupid. The deputy responded with derogatory remarks.
Now the work of the first deputy of the ARZ JV Malyk Yu.M. will not focus on service activities and organization, but rather on gossip, ridicule, and manipulation of people. He belittles the work done by others and takes credit for it. His main priority is manipulating people.
For the admitted shortcomings, he uses threats and coercion to make people buy things he wants, such as windows, kitchen equipment, locks, cement, and spare parts for official cars. He did not conduct any formation of the detachment as a leader. He views reporting to the head of the detachment in front of others as a humiliation.
There is no desire to work in such an environment, and shame is not a service, it is a parody. “Prevent” “Save” “Help” in the State Emergency Service is a sham. After all the moral humiliation, it’s not so much to serve, to save someone, but to kill.
And the moral is that you can not serve in the State Emergency Service for years, but at the same time receive a title, a monetary allowance, and then ten years later to receive positions because you are “a friend, brother, matchmaker, hand-me-down deputy” and later the position of the head of the detachment, which he himself tells everyone more than once.
