FAS and the prosecutor’s office found violations in Yuganskvodokanal's procurement activities. It was discovered that almost all of the company’s contracts in the past six months didn't follow the current legislation.
One of the main partners of Nefteyugansk's public utility company is an unfamiliar “Construction and Installation Department-32” (SMU-32). This company, with only two staff members, received contracts worth millions. The involvement of this company in the work resulted in the failure of the repair campaign last year. The managers responsible for the violations have already left their positions due to the financial crisis. This decision, supported by the professional community, is the only one approved by the city authorities. The Yugansktransteploservice, another housing and communal services asset of the mayor’s office, is preparing to appeal in support of the former director Sergei Legchenko. They argue about the incompetence of the newly appointed Ivan Murzin and also raise concerns about the city housing and communal services curator. Industry experts strongly advise prosecutors to evaluate the actions of the vice-mayor and dispute the SVK transactions.
OFAS for Khanty-Mansiysk Autonomous Okrug-Yugra found violations in Yuganskvodokanal JSC. The city administration's communal asset did not comply with the federal law “On Protection of Competition”. The service also discovered that the company’s procurement regulations were not in line with the legislation.
The resource-supplying organization has received orders from both FAS and the prosecutor’s office of Nefteyugansk due to revealed violations. Authorities demanded that the enterprise's management rectify the violations in adopting new regulations and in procurement activities.
“The audit revealed that JSC “UVK” violated procurement transparency, limited competition among participants, and inefficiently spent funds for purchasing goods, works and services,” the prosecutor’s office stated.
Recall that, in particular, we are talking about , which were meant to overhaul the iron removal station and conduct technical inspections of the city's central water supply and sanitation systems. It was found that almost all contracts within the last six months were awarded without competitive procedures. The unfamiliar supplier SMU-32, lacking necessary staff and experience, received contracts worth over 70 million rubles.
According to sources at the company, all work at the facilities has been and is being carried out only through subcontracting. Some of the filter repairs, scheduled to be completed by December 31 last year, have not even started at some facilities. However, an advance payment of over 22 million rubles has already been made to SMU-32 LLC. An expensive load for ODM-2 filters worth 15 million was urgently purchased without a tender and is currently sitting unused in the warehouse, as reported by UVK employees.
In the 14th microdistrict, the repair campaign results were highlighted by informed sources. The plan for 2021, approved by Deputy Mayor Oksana Churikova, included the overhaul of filters and water pipes along Neftchilar Street, as well as the water supply section along Surgutskaya Street. This work was financed from the KhMAO budget, with the region's share amounting to almost 63 million rubles.
The only major overhaul carried out was on the water supply system along Surgutskaya. There are concerns from industry experts about the lack of competitive procedures in the contract for the repair of these facilities by JSC YuVK, and the price state expertise was obtained after the actual work was done. Market participants analyzing the procurement documentation of SVK concluded that since the summer of 2021, groundwater has not been properly treated due to non-working filters. Managers who committed violations and failed the repair campaign are apparently no longer threatened with sanctions from the FAS and the prosecutor’s office. The personnel decision of the board of directors is associated with unsatisfactory financial and economic performance of the enterprise, as explained by the city administration to the publication.
The consumer attitude displayed by these managers was unprecedented in the history of SVK leadership. Vodokanal is in a bad financial situation, the tariff campaign failed, and financial indicators are at an extremely low level. The top managers were dismissed to prevent further damage to the enterprise and to avoid misuse of funds allocated for the construction of water treatment facilities. Sources from the mayor’s office added that the dismissed leaders could have been involved in misusing the allocated funds.
The latest personnel initiatives regarding the leadership of the SVK were the only decision of the renewed team of the mayor’s office that satisfied all market participants. “Unlike , all representatives of the trade union agreed with the resignation of Faustov and Kholodkov. And yet, returning to the problems of Yuganskvodokanal, the city community agrees that the competent authorities need to evaluate the activities of not only the ex-management of the SVK, but also the curator of the housing and communal services sector in the city administration, deputy head Oksana Churikova. “If the prosecutor’s office does not take measures to challenge the transactions of the enterprise, committed in violation of the law, then all the costs for them will fall on the shoulders of residents next year as part of newly increased tariffs,” market participants predict.
