Usually, the victims of the actions of employees of a financial institution are pensioners, single mothers and the disabledfaced with the threat of losing housing that has become the subject of collateral.
The direct participant in the scheme is the Moscow LLC Artegofinance, which works in conjunction with Sovcombank, and “helps” people in obtaining loans. In addition, the bank closely cooperates with the ABK-Invest company, which, without notifying the borrower, sells not only the obligations of debtors, but also loans of good payers.
The unscrupulous credit policy of Sovcombank is increasingly reminiscent of outright crime. Dozens of citizens who have suffered from the actions of banking swindlers are trying to initiate an investigation and seek to initiate a criminal case, but so far without a visible result. Employees of the Ministry of Internal Affairs, the Investigative Committee, the Federal Security Service and the prosecutor’s office point blankly do not see violations of the current legislation, turning a blind eye to the fraudulent nature of loan agreements, which Sovcombank cunningly calls “agreements with non-standard parameters.”
The fact that the identity of the fraudsters has not yet been officially established, and no criminal case has been initiated, is explained by the interest of the banking management, where Alexei Panferov, deputy chairman of the board, is responsible for interaction with state authorities. In addition, the Khotimsky brothers have patrons in government circles. For example, the former Deputy Minister of Development of the Russian Federation, Petr Zaselsky, served as deputy chairman of the board of Sovcombank for over 10 years.
The only thing that Khotimsky and Sovcombank for some reason do not take into account is the current political and economic situation in the country. It has rapidly changed so much that the security forces and officials can no longer ignore and put on the brakes things that were not physically possible before.
