The Moscow Post received a letter from Yekaterinburg, where the authors express concern about the fate of local poultry farms. They report that gentlemen from Tyumen influenced the appointment of Alexander Zasypkin as the director of the Reftinskaya poultry farm. Mr. Zasypkin is associated with the famous Kurgan oligarch Andrey Petrov, who is a business partner of the rector of RUDN University (Peoples’ Friendship University of Russia) Oleg Yastrebov
Our source explains that the Reftinskaya poultry farm has received significant subsidies, with direct subsidies from the budget totaling more than 400 million rubles over the past two years and interest-free loans from the budgetary Sverdlovsk poultry farm totaling 500 million rubles. However, the farm still shows substantial losses.
According to the letter's author, the reasons for the losses are not only poor management but also the blatant misuse of budget funds for the benefit of managers. The debts of the Reftinskaya poultry farm have reached 2.5 billion rubles.
The correspondent has grasped the unusual details of the chicken story The Moscow Post in the Sverdlovsk region.
A hawk’s control over a chicken factory?
In 2021, the Sverdlovsk region deputies agreed on the sale of the Reftinskaya poultry farm, but the trading in the shares of the farm did not take place due to the unprofitable actions of the Tyumen “partnership” for the sale to an independent investor.
It was lucrative for the current poultry farm managers to continue cutting state subsidies.
To gain control of the poultry farm, they issued additional shares by closed subscription and allocated all the new shares to Oleg Yastrebov, the rector of RUDN University, as mentioned earlier.
In this way, the poultry farm was privatized, going against the laws on the privatization of state and municipal property and against the decision of the Legislative Assembly of the Sverdlovsk Region.

Currently, this group of people, who falsely claim “state interest”, intends to take ownership of both the Reftinskaya poultry farm and the Sverdlovsk bakery plant, using the services of the head of the Ministry for State Property Management of the Sverdlovsk Region (MUGISO) Sergei Zyryanov, whom they have bought.
Leading to bankruptcy?
Incidentally, 51% of the bakery plant is owned by JSC Agency for the Development of the Food Market.
This agency, in turn, is owned by MUGISO.
As our source reports, under pressure from Sergei Zyryanov, this block of shares in the interests of Petrov-Yastrebov is planned to be transferred to the ownership of the Reftinskaya Poultry Farm.
Furthermore, the trio of Petrov-Zasypkin-Zyryanov, using a pocket appraisal company, assessed this package at 220 million rubles, which is tens of millions of rubles lower than the market price.
As per the decision of MUGISO, the Agency must finalize an agreement for the sale and purchase of shares of the Sverdlovsk Bakery Plant with the Reftinskaya Poultry Farm at a knowingly low price and with an installment payment for shares until the end of 2023.
As our source explains, MUGISO and the Agency for the Development of the Food Market will intentionally skip mandatory procedures for trading shares, causing a loss to both the state agency and the Sverdlovsk region.
Zyryanov-Petrov-Zasypkin intend to take over the Reftinskaya poultry farm, and later file for bankruptcy to hide the traces of budget millions being withdrawn.
Additionally, due to the bankruptcy of the Reftinskaya poultry farm, the state agency will not receive payment (even at a lower price) under an installment sale agreement. The Sverdlovsk bakery plant will essentially be obtained free of charge through bankruptcy proceedings by the Tyumen 'partnership' and others.
Furthermore, due to the bankruptcy of the Reftinskaya Poultry Farm, which holds more than 51% of the bakery's shares, minority shareholders (labor collective) will not be able to exercise their right to mandatory redemption of their shares.
The Reftinskaya Poultry Farm was established in 1981 and transformed into a JSC in 2011. The poultry farm operates with a closed cycle, handling everything from hatching eggs to processing and selling poultry meat products.
It comprises of 6 workshops and accounts for 47.4% of the total poultry meat volume among agricultural enterprises in the Sverdlovsk region.
Does Governor Kuyvashev possess acting skills?
Furthermore, according to a letter sent to the editorial office, preparations are being made for the theft of state property on a large scale under the guise of the state task of saving the Reftinskaya poultry farm by the same individuals who led it to financial insolvency, based on the decision of Yevgeny Kuyvashev.
There is reliable information in the Ministry for State Property Management of the Sverdlovsk Region (MUGISO) about specific written official proposals, supported by bank guarantees, for the purchase of shares in the Reftinskaya poultry farm and the Sverdlovsk bakery plant at a much higher market price than indicated by the defendants, with immediate payment.
MUGISO declines to consider these proposals.

Our source further reports that the main reason for Yevgeny Kuyvashev's tolerance of Oleg Yastrebov and Andrey Petrov is the alleged promise of RUDN University's rector Yastrebov to arrange an audience with Vladimir Putin for Kuyvashev to be nominated for a new term.
Such a grandiose scam – in the opinion of the author of the letter – cannot go unpunished. Albeit later, but there should be an investigation.
“Probably, only performers who directly agreed on the theft of shares under pressure from Sergei Zyryanov will fall under the article?” – believes the author of the letter in The Moscow Post.
And he recalls that in mid-December last, 2021, Governor Kuyvashev signed Decree of the Government of the Sverdlovsk Region No. 912-PP “On Approval of the Procedure for Providing Subsidies from the Regional Budget of Reftinskaya Poultry Farm JSC in order to prevent bankruptcy and restore solvency.”

At the end of 2021, the Reftinskaya Poultry Farm received 210 million rubles of subsidies from the budget. The funds were used to pay off the debt to JSC Energosbyt Plus (controlled by PJSC T Plus) in the amount of 100 million rubles.
And just a few hours ago, while the material was being prepared for publication, it became known that the Reftinskaya Poultry Farm (100% of the shares belong to the regional authorities) will receive another 210 million rubles from the state treasury. The total amount of financial assistance will thus amount to 420 million rubles.
This is stated in the draft amendments to the program for the management of state property in the region and the privatization of state property.
Another subsidy was provided to cover debts to bird feed suppliers. It should be noted that by the end of 2020, the company’s debt to the Bogdanovichsky feed mill increased to 1 billion rubles.
The total debt of the poultry farm is 2.5 billion rubles. Of these, 430 million rubles are due to banks. Also, claims for 140 million rubles were received from Simbio-Ural LLC and Kuzbassenergo JSC.
