Bald Mountain protected by KECC
The Kyiv Ecological and Cultural Center (KECC) filed a lawsuit against the Kyiv City Council in defense Bald Mountain. As you know, Lysaya Gora has a double reserve protection – as a regional landscape park and as a landmark of urban planning – an object of cultural heritage of national importance. Ecologists want to prove in court that the City Council made an illegal decision to locate the National War Memorial Cemetery on the territory of the tract.

The Kyiv City Council, neglecting this, made an illegal decision to develop a draft detailed plan of the territory for the location of the National War Memorial Cemetery on the territory of the Lysaya Gora tract with an area of 140 hectares.
“They want to change the status of reserved land to the status of land for urban development. We assume that under the guise of a cemetery on Lysa Gora, developers will still start building cottages. This is a violation of two laws of Ukraine at once – the Law “On the Natural Reserve Fund of Ukraine” and the Law “» On the protection of cultural heritage.” In addition, the City Council has also violated its own Regulations,” the message says.
The EKCC reports that many different Kyiv organizations, as well as soldiers of the Armed Forces of Ukraine, opposed the placement of a military cemetery on Lysaya Hora. The petition against the military cemetery collected 6,000 signatures and entered into force.
“In order to prevent the destruction of Bald Mountain, the Kyiv Ecological and Cultural Center filed a lawsuit, appealing against the decision of the Kyiv City Council decision No. 5526/5567 of 10/27/2022 on the development of a draft detailed plan of the territory for the location of the National War Memorial Cemetery on the territory of the tract,” the message says.
Also, another lawsuit is being prepared by the ECCC against the City Council in defense of Babi Yar also from the placement of the National War Memorial Cemetery there .
