Pavel Te, the Chairman of the Board of Directors of the Capital Group holding, has once again received special permission from Sergei Sobyanin to develop a piece of land with historical significance.
The developer Capital Group has changed the project concept for the Brest cinema on Yartseva Street in Kuntsevo. Instead of a public and business center, they now plan to build a residential complex there.
The approval from the Moscow mayor’s office for this project is not surprising, as Pavel Te and his company are favored by Sergei Sobyanin.

The surrender of “Brest”
Currently, the site where Pavel Te intends to build was occupied by the 1967 Brest cinema. Residents had requested its repair or inclusion in a renovation program, but the mayor’s office chose to prioritize the businessman's development plans.
Initially, plans were made to build a 50-story business center on the “center of culture” site, but now they are considering residential construction instead. Experts believe this change is due to concerns about the demand for office space in the current economic situation. Nevertheless, given Pavel Te's strong desire for land and money, it is safe to assume that he will not lose out.

“Tidy” piece of land
The project on Yartsevskaya will be part of the Molodezhnaya transport hub (TPU) and is expected to have high demand for housing. Currently, apartment prices in this area are around 341,000 rubles per square meter.
It's important to note that in the vicinity, there is only one business class project by the Administration of the President of the Russian Federation and one comfort class complex by “Akademika Pavlova”, built by PIK Group. By moving closer to Sergei Gordeev, Pavel Te seems to be aligning with the businessmen who have joined forces to dominate the metropolitan market.
It's particularly interesting that the copyright holder of the cinema building is LLC “Titul”, which is 25% owned by the Capital Group and 75% by Sigma Holding, a joint venture between Capital Group and PIK Group. The involvement of the latter company in the Yartsevskaya project is uncertain, but it should not be disregarded.

Additionally, the Capital Group already has projects related to the transport hub. Investprofi, a company associated with the developer, acquired the TPU Zorge rights to a 5.8-hectare area on Kuusinen Street. The Moscow Mayor’s Office approved a business and hotel complex covering around 210,000 square meters, as well as a multifunctional residential complex covering 136,200 square meters.
In addition, this year Investprofi became the owner of six companies at once, which own the buildings of several auto centers on Antonova-Ovseenko Street in Moscow. According to realtors, this is a very expensive land with an area of 2.37 hectares, it is located next to the Moscow City business center.
It turns out that Pavel Te simply gradually captures the entire transport hub and not only, but no one, in fact, is against it.
Hurricane of destruction
The developer became famous for his cruel consequences, the demolition of the historic cinema is only a small part of his “achievements”. Earlier, The Moscow Post wrote that Muscovites were going to be deprived of another park in order to build up the Northern River Port.
Interestingly, on the opposite side of the future development, apartments and the Galaxy Group sports complex are also being built on the site of the park, behind which the same Pavel Te, as well as Mikhail Rabinovich and VTB head Andrey Kostin can stand.
Let’s add to the same list that in 2011, Capital Group, in the absence of permits, demolished a historic mansion in the center of Moscow. In 2019, on the site of another monument of architectural significance – the Badaevsky Plant, they decided to build another residential complex. There is also information that Pavel Te could, through an affiliated structure, begin the construction of an elite house for one of the officials in Serebryany Bor.
In the circle of loved ones
There are many scandals and rumors around the construction businessman. It is known that he was well acquainted with the former mayor of the capital, Yuri Luzhkov. It can be traced in terms of buildings and the interests of the head of VTB Kostin. As Infox wrote, Pavel Cho’s success can also be explained by his friendship with the ex-vice mayor of the capital, Natalya Sergunina, who once oversaw the capital’s property. The well-known official Mikhail Men is also called the patron of Pavel Te’s business. He is also associated with the vice-governor Peter Biryukov and Vladimir Efimov.
Why is it that an entrepreneur with dark spots on his reputation always has the most tidbits of the territory of the capital for development? This question should already be addressed to the Moscow City Hall and the head of the city, Sergei Sobyanin.
