A corruption scandal erupted around one of the oldest enterprises in the municipal heat and power industry of the Republic of Bashkortostan: in Ufa, a businessman who headed the JSC Bashkommunenergo for many years signed fake contracts.

As a result, Radik Gareev was charged with abuse of power. But why didn’t any questions arise for the entrepreneur and his company for many years, and who would benefit from setting him up on the eve of the autumn elections? The correspondent of The Moscow Post in Bashkiria understood the situation.
The old lady of the republic
Bashkommunenergo was founded in 2004, but the company has been leading its history since 1964, over the years it has changed several forms of ownership. Now the sole owner of the stake in the enterprise is the “Republican Communal Company” represented by General Director Salavat Valeev.
The company masters rather big money: for example, the organization was a supplier in 326 government contracts worth 211 million rubles and acted as a customer in 39 government contracts worth 759 million rubles.

In 2020, the revenue of the joint-stock company amounted to 189.68 million rubles, the loss was 43 million rubles. And already in 2021, the problems with losses ended, and the company even received 1.5 million profits.
By the way, the General Director of the Republican Communal Company, Salavat Valeev, is the head of two organizations, the revenue of which in 2021 increased sharply to 205 million rubles, although in 2020 it was only 36 million rubles.

Crime and Punishment
A new scandal arose in Ufa around Radik Gareev, former general director of the Bashkommunenergo joint-stock company. A criminal case has been initiated against him, the ex-top manager of the enterprise has been charged with abuse of power, RBC reports.
We are talking about the fact that the Republic of Bashkortostan allocated a subsidy to the organization in 2018, and Radik Gareev signed an agreement for the supply of equipment for the manufacture of road reagent and paid 17 million rubles of this money.
The catch is that even before receiving the goods, he signed a contract for this equipment with a third company, but at an increased price. Later, the general director issued documents on the delivery of the goods and sending it to the recipient. In fact, the equipment was never delivered, and the money was stolen.
Radik Gareev partially admits his guilt, he faces up to ten years in prison, during the investigation the court chose house arrest as a measure of restraint for him.
The most interesting thing is that the businessman headed the company for at least 14 years, and it is not known how many fake contracts were signed during all this time: all these years, multimillion-dollar state contracts fell to the company one after another.

It is possible that now Radik Gareev has become a “scapegoat” before the September elections for the post of head of Bashkortostan. We are talking about the fact that it is beneficial for the authorities to conduct a “demonstrative flogging” and gain “image points” for themselves, otherwise it is not clear why the company and its director have not had questions for 14 long years.
Under a warm wing
Recall that now the head of Ufa is Ratmir Mavliev. Prior to that, he was the head of Neftekamsk for about two years. Local residents jokingly call the city “Mavlikamsk”, meaning that the Mavliev family is the real power there.
He was lobbied for the post of mayor by the head of the republic, Radiy Khabirov. By the way, friends of the head of Bashkortostan were mayors before him. They say about Mavliev that he is the son of his friend. Thus, the bet on “ours” in the region will continue for more than a year.

As for the mayor himself, he is excellent at throwing dust in the eyes. In March 2022, The Moscow Post described in detail how Ratmir Mavliev embellished reality, and did not solve cases. It is possible that Khabirov needs such tactics before the elections. And just then a business “drew”, where they already found the culprit, who took 17 million rubles from the regional budget.
Now corruption scandals are booming in the region one after another, moreover, with the participation of the governor’s team. Opening a new case is a good “we fight fraud” diversion. Khabirov, oh, how they don’t need new stories, so it’s much easier to cover this “shop” with a scam in order to strengthen both yourself and your own. It is unlikely that Khabirov wants to lose a warm place with an already formed team of officials.
The story of Radik Gareev, who single-handedly mastered millions from the regional budget, looks a little far-fetched. The businessman has been sitting in his chair for more than a year, besides, the republic owns the Bashkommunenergo company. Really, all the years before the elections, the company with a bunch of government orders did not raise questions from the authorities?
