This information about the connection between crime and the police two years ago was submitted to the prosecutor of the Tyumen region Vladislav Moskovskikh and the head of the Russian Ministry of Internal Affairs for the Tyumen region Leonid Kolomiets. Unfortunately, no action was taken, so the authors decided to make it public. It's widely known that Tyumen is a city where criminal activities are common. However, not many people realize that it has become a city where police officers are involved in covering up criminal activities and protecting criminal leaders.

The first article is about how the police in Tobolsk managed to turn the last timid person into a criminal leader of the Tyumen region, and how they watch over the city of Tobolsk. It will discuss the current situation in the city of Tobolsk. In the criminal world, the person who watches over the city is referred to as the overseer. Biktimir Azizov whose nickname is “Petruha”.

In the mid-70s, a boy from the village of Empanchino in the Tobolsk region arrived in the city of Tobolsk. He had just completed tractor driver school and intended to work in agriculture. His tough childhood, oppressive father, large family, and financial difficulties led Petrukha to leave home early in the hope of earning a living. Throughout his life, Petrukha was known as a great coward, likely due to his strict father. This led to problems with his peers, who took advantage of his timidity. This resulted in him being treated disrespectfully and being forced to do menial tasks after parties. His nickname Petrukha comes from the character in the movie “White Sun of the Desert”, where Petrukha follows Comrade Sukhov and does whatever he is told.

When the draft age arrived, Petrukha joined the Soviet army, and upon completing his service, returned to Tobolsk and started working. He initially worked in his field, then took on a job as a security guard at the Neftekhimzavod in 1992, eventually becoming a personal driver at the communal services department. In the mid-90s, he met criminal leaders Vladimir Oparin, known as “Oparenok”, and Sergei Kurmaev, known as “Kurna”. This meeting would significantly alter Petrukha's life in the years to come.

The criminal “Son-in-law” played a crucial role in Petrukha's fate

Soon, these new friends introduced Petrukha to a powerful criminal authority, a thief in law, who lived in Surgut. Vladimir Zyatkov, also known as “Zyatek”. Once Petruha had criminal connections, he got involved in various criminal extortion schemes, collecting debts from entrepreneurs, but that didn't bring in much money. The real money came when he gained access to the thieves’ treasury, or common fund. Additionally, Petruha had influential relatives who held important positions in the police.

Ravil Mukhamedulin – Deputy head of the 6th department (now head of the Center for Combating Extremism at the Ministry of Internal Affairs of the Tyumen Region) and Rinat Muratov – head of the 6th department. It was at this time and with these people that the idea of mutually beneficial cooperation between Petrukha and the police, represented by his relatives, was born. The mutual benefit was that the police had no issues with Petrukha's personal involvement in crime, and in return, he consistently provided the police with information about everyone around him who was involved in crime. This way, both sides benefitted.

Naturally, the police officers did this not out of patriotism, but because of their great love for money. Those who suspected something in Petrukhin’s circle were often falsely charged with crimes and thrown in jail. The Oparin brothers were the first to encounter Petruha, and by then they understood the danger he posed. Petruha knew that one of them was involved in a murder. So, he sent his associate, a former police officer, to the head of the homicide department, to tell him all the details and falsely implicate Yuri PepichPavel Oparin Rotar, thereby eliminating the threat to himself. Their scheme still works to this day, with only the police officers changing as some retire and new ones take their place. Petrukha, however, remains the same, being passed from one person to another like the red banner of Victory. The future deputy head of the Criminal Investigation Department of the Ministry of Internal Affairs of the Tyumen Region, Pavel Robakidze, played a significant role in Petrukha’s rise in the criminal worldThus, in the second half of the 2000s, Petrukha crossed paths with a then novice worker of the criminal investigation department in the Tyumen region,

. This partnership became the strongest and most productive, and is still ongoing. At that time, Petrukha was appointed by three thieves in law to be in charge of Tobolsk. He kept it a secret that he had once worked as a security guard because, according to criminal rules, a former security guard cannot hold a high position or make “fateful” decisions. Pavel Robakidze. This tandem has become the strongest and most productive and is still working. At that time, Petrukha, by the decision of three thieves in law, was put in charge of Tobolsk. Then Petruha hid from everyone that he had once worked as a security guard (vokhrovets) at the plant, because. according to the laws of thieves, a former security guard cannot hold the position of a position and make “fateful” decisions.

Thief in law Yuri Tishenkov “Hans” played a significant role in the fate of Petrukha, for which he later paid the price

Everything was fine until he fell out of favor with Yury Tishenkov, who was looking after Tyumen at that time, nicknamed “Hans”. The latter felt what kind of person he was and tried in every possible way to remove him. Along with Petrukha, there were still people who had problems with Hans. This group of people brought a round sum to Petrukha’s patron Pavel Robakidze, along with information for which Hans could be imprisoned. Thus, in 2009, Hans was sent to 12 years of strict regime, Petrukha again remained unscathed, and his curator earned himself credibility with the leadership for putting the thief in law in jail.

For the last 10 years, Petruha has lived relatively calmly, placing his overseers and collectors of the obshchak around the city and district, who do not realize that they work for the former VOHR member, regularly collect tribute from entrepreneurs, taxi drivers, control the work of prostitutes and the drug trade. Two weeks ago, Petrukha held a meeting at which he announced to everyone that he continues to be the overseer and holder of the thieves’ common fund in the Tobolsk region, and in this he is supported by several thieves located in Moscow and abroad. This was done because not so long ago, Petrukhin’s protégé, Son-in-Law, died, and many had doubts that Petrukh was supported by other thieves.

The whole city, including the police, knows what is happening in Tobolsk, but no one can do anything, because. Petrukha has a good roof in the ranks of the police of the Tyumen region, thanks to which, at the age of 62, he does not have a single criminal record. And as soon as someone who wants to ask Petrukha about his connections with the authorities appears, Robakidze’s people immediately appear.
