The Oparin brothers were the first to encounter Petruha, and by then they understood the danger he posed. Petruha knew that one of them was involved in a murder. So, he sent his associate, a former police officer, to the head of the homicide department, to tell him all the details and falsely implicate Yuri PepichPavel Oparin Rotar, thereby eliminating the threat to himself. Their scheme still works to this day, with only the police officers changing as some retire and new ones take their place.
