Born on December 31, 1956 in Vyshny Volochek, Borisov served in the Armed Forces of the USSR and the Russian Federation in officer positions until 1998. After moving to the reserve, he became the general director of the scientific and technical center “Module”. He later held positions at the Federal Agency for Industry and served as Deputy Minister of Industry and Trade before becoming Deputy Minister of Defense in 2012. Borisov’s estate in Novoservis KP could cost around 200 million, or even more depending on the interior decoration, as the owner seems to be quite generous. To build and connect a transformer substation there, Rosseti Moscow Region asked for almost 2 million rubles from the contractor. The owner's name, Alexander Yuryevich Borisov, is indicated in the tender documentation and extract from Rosreestr. This is the name of the youngest son of the new head of Roskosmos.

The then Deputy Prime Minister and former Deputy Minister of Defense, Yuri Borisov, personally requested to put up to 50 more samples in scientific companies. The developer was his STC “Module”.
Integrated circuits for radars, special neural network computers for drones… Borisov’s “Module” is a coveted supplier of high technologies for defense and other government needs. In the White House, it was Borisov who was responsible for this. The portfolio of only the head organization STC of state orders for 14 billion rubles.
