A person called the “interlocutor” discovered a luxury apartment owned by Leonela Manturov, the daughter of Denis Manturov, who is the head of the Ministry of Industry and Trade. At the same time, she also owns two properties located on secure land.

When people try to find out how much money the head of the Ministry of Industry and Trade, Denis Manturov, earns, one of the top searches on Google is “Where does Manturov get so much money?” His income stands out compared to other high-ranking Russian officials, with him earning nearly 705 million rubles in 2021, 740 million in 2020, and 586 million in 2019.
But indeed, where does he earn such substantial amounts? In an interview with RBC two years ago, Manturov explained that he had “nothing to hide”: before joining the government, he worked in the real sector for 20 years, providing an opportunity to earn money. He has placed funds from these earnings into deposits, which earn interest. The same goes for assets from his previous life.
Essentially, these assets are transparent to the public, involving either hotel businesses or real estate assets generating passive income without requiring any involvement. Manturov mentioned that they were transferred to a management company.
However, it is puzzling that his deposits and assets started to rise sharply just a few years ago. From 2012 to 2016, he earned between 103 and 129 million rubles. But then the numbers started to increase. In 2017, he declared 213 million rubles, and in 2018, even 443 million, without providing any explanations for this.
It is possible that Manturov receives a high salary. However, the effectiveness of the Ministry of Industry and Trade is questionable, especially regarding its responsibility for the development of aviation technology. Reports have highlighted the critical state of the Russian aviation industry following the imposition of sanctions. Civil aviation heavily relies on foreign components and chips, leading to the dismantling of aircraft for parts in order to supply others.
The situation is also concerning for the automotive industry, with experts predicting a significant decline due to the absence of Western components. Demand for cars is decreasing, leaving employees without work. For instance, AvtoVAZ laid off 2,000 people at a plant in Izhevsk in early September.
According to a survey by the Romir Center, Russians do not consider Manturov’s agency effective, ranking it only tenth in terms of citizen trust. Despite these issues, the minister’s financial position and that of his family remain unaffected.
Received money, persevere
Denis Manturov is one of the largest property owners in the Russian government. The head of the Ministry of Industry and Trade owns a 3,000-square-meter palace located in the heart of the Gelendzhik resort. Additionally, his wife has a house covering 814.1 square meters. Several years ago, it was revealed that Manturov and his father purchased land in the elite Pirogovo yacht-golf club near Moscow, on the shores of the Quiet Bay of the Klyazma reservoir. However, in September last year, 1.1 hectares of land, two guest houses (1224 and 496 square meters), and two outbuildings were acquired by Roman Abramovich.
The official owns a large 480 square meter apartment in Bolshoy Tishinsky Lane in Moscow. At current prices, it could cost over half a billion rubles.
All these square meters (except for the father’s) were listed in Manturov’s declaration.
And now about what is not there. The minister’s mother owns a mansion on the Klyazma reservoir near Moscow with an area of more than 4,000 square meters and valued at about 5 billion rubles. In 2017, Leonela became a co-owner of Horse Central Market LLC, which was engaged in the sale and production of goods for equestrian sports. But the business did not go – according to SPARK, 2017 ended for the company with a loss of 4.2 million rubles. And in 2018, the problems worsened – another minus 10.4 million.
Perhaps an expensive gift to Leonela was made by her father, Minister of Industry Denis Manturov. In 2018, he would have had enough income for this. But there are still no reasonable answers to the question of where Manturov has so much money.
