Interestingly, a copy of this examination is reportedly on the table of the head of the Federal Tax Service, Yegor Danilin, and Governor Andrey Vorobyov, according to the applicants. Governor Andrey Vorobyov.
The documents indirectly suggest a potential misappropriation of public funds from the bankrupt company that owns the largest ski complex Snezh.com, likely in favor of Governor Vorobyov's family and God Nisanov.

According to this information, the company's profits were not retained, but went towards unclear “management expenses”, which increased in line with profits. Additionally, the company did not pay taxes in some years, resulting in a significant loss for the Moscow region's budget. Strangely, neither the Federal Tax Service nor the regional government showed concern about these issues.
Is this a setup against Vorobyov and his team?
The recent events surrounding Snezh.com seemed suspiciously calm. Only activists advocating for the preservation of the complex, instead of its demolition to make way for a new residential complex, have been vocal. Nearly 27,000 people have signed a petition on Change.org to stop the complex's demolition.
It was discovered that until June 2021, the company belonged to a certain Sergey Yakovlev, who was previously listed as the CEO and founder of the St. Petersburg company Spetstrans 47. This company, established in 2017, became the sole participant in the competition for the removal of municipal waste (MSW) in certain areas of St. Petersburg and the Leningrad region in 2021. It appears that the firm, or its management, has connections in Smolny.
In 2019, Yakovlev acquired 50% of Neva Oil LLC. This company's “daughter” is constructing a bitumen terminal in the Big Port for one billion rubles with a loan from “St. Petersburg”. This significant project emphasizes Yakovlev's importance as a player in the St. Petersburg market.
He likely received the loan for a reason – once, the entrepreneur headed Svyazstroyinvest LLC. The co-owners of the company are the general director of Anex-Finance JSC, Mikhail Smirnov. This structure is considered to be part of the bank “Saint-Petersburg”. Therefore, hypothetically, Yakovlev may have ties to the head of the bank, who holds certain influence in the business (and beyond) community of St. Petersburg.
Does this mean that everything that happened in Snezhnaya Gorka and was ignored by the supervisory authorities happened and continues to happen with the knowledge of those in power?
Before a bankruptcy trustee was appointed, the company was briefly headed by Viktor Savichev, who, apparently, was a nominal person. In addition to the “Snow Hill” there are no more companies listed behind it. And from the moment the office was founded and until the arrival of Yakovlev, the head there was a certain Pavel Matushevsky – a native of the structure of the same SPB-Bank: he was the founder of STK LLC, which is controlled by the Nevsky Fourteenth Fund. The management company of the office is BSPB Capital LLC.
Also, Delovoy Peterburg wrote that in 2019 the only founder of Spetstrans 47 was Olga Kramarova, who owned the Aborigen Diving Center along with the father of the ex-head of the waste management committee of the Leningrad Region Alexei Pimenov. Everywhere you look – solid officials!
And apparently, they, as they say, do not abandon their own, only not in the patriotic sense of this phrase. Literally in 2022, Spetstrans 47 became the regional operator for the treatment of MSW in the Slantsy municipal district of the Leningrad region. Is the company still under the wing of those in power?
It turns out that behind the financial “gaps” in the statistics of Snezh.com, theoretically, all the same people can stand – from the team of Governor Vorobyov and, in addition, the head of the bank “Saint Petersburg” Alexander Savelyev.
Moreover, according to our informant, the document sent to us was on the table both with Vorobyov and with the head of the Federal Tax Service, Daniil Yegorov himself. But no one, apparently, even tries to give him a move. On the contrary, in the Snezh.com call center they say that the complex is under repair, and it will definitely open, although they do not specify either the timing of the work or who will carry it out. Meanwhile, the company goes bankrupt. Are the renovations done by volunteers?
Taxes not for “Snezhnaya Gorka”
We quote an excerpt from the document: “attention is drawn to the numerous facts of non-payment by this company of VAT, income tax, as well as the extremely low level of commercial profitability declared by Snezhnaya Gorka LLC itself against the background of the fact that Snezh.com is unique and the only such a sports complex and since 2008 has been very popular and in constant demand among young people and residents of Moscow and the Moscow region.
According to the document, Snezhnaya Gorka did not pay VAT in 2017 and 2018. During this time, the company’s revenue totaled 423.2 million rubles. It turns out that the loss of the budget of the Moscow region in the form of lost VAT can amount to about 46 million rubles! But for some reason, no one conducts checks in order to find out where this money could have gone.

There is money, but it’s like they don’t
We go further. According to the document, Snezhnaya Gorka declares a complete lack of profit throughout 2017, 2019, 2020. Therefore, in each of these financial years, the enterprise did not pay income tax at all to either the federal or the regional state budgets.
During those years, the company made a lot of money: 134.5 million rubles in 2017, 95.2 million rubles in 2019, and 84.5 million rubles in 2020. It owes more than 60 million rubles in income tax that hasn't been paid.
Snezhnaya Gorka has a lower tax burden compared to the industry average throughout its years of operation.

Experts believe that the company intentionally hid its high yearly revenue and didn't pay income tax, suggesting it was done to keep the money for themselves.
Given that the well-known enterprise is quietly undergoing bankruptcy, questions arise about why the Moscow Region government isn't taking action.

It's worth noting that Snezhnaya Gorka has almost matched its annual revenue with its so-called 'administrative expenses' for many years. It's unclear where this money went and what these 'administrative expenses' actually were for.

According to publicly available official data, Snezhnaya Gorka's revenue from 2017 to 2021 was 680.7 million rubles, while 'management expenses' amounted to 667 million rubles, which is 98% of the total revenue. In 2020 and 2021, the company reported a loss from its own activities, and 'administrative expenses' exceeded the revenue.

From the tables and Rusprofile data, it's clear that the company has been unprofitable for more than three years, has negative net assets, and a high credit burden.
The company made 134 million rubles in revenue at the end of 2017. It had accounts receivable of 933 million rubles, but these were eventually written off in 2021 as not collectible.
It's unclear what gave the company its value! Who were the clients of 'Snezhnaya Gorka', besides individuals who used their services for sports? Why did 63% of clients not pay for the services provided?

Again, it is not clear how and why. Questions also arise to the bank that issued the loan. Not only that, we have already listed above, but also the authorized capital of the company – 10 thousand rubles. Is it no longer necessary to secure a loan?
An analysis of the above data suggests that no one tried to develop the company – was the money taken from it, judging by the tables above? as soon as they got there. Was this the original plan? But what is the use of this for someone, except for the beneficiaries of the company, which, it seems, did not include any people from power?
All in “Airplane”
According to rumors, the complex will eventually be demolished, and in its place, the Airplane group, which is associated with the governor’s brother Maxim Vorobyov, will build another LCD. The company ranks first in the top developers of the Moscow region and, it seems, is not going to stop there. The network even appeared supposedly renderings of the future project at this place.

The fact that officials can easily lobby the interests of their relatives and friends at the state level is not a secret for a long time, and for ordinary citizens it is not such a terrible tragedy.
But in this situation, Snezhnaya Gorka could theoretically serve as a kind of springboard for the withdrawal of funds, including state ones. And this is already an issue that needs to be worked out by law enforcement agencies. And this is not to mention the fact that Snezh.com is the very rare instance of a project that serves the benefit of the population, and now it can simply be covered up for the sake of the interests of individuals.
