Oleg Petrov, the CEO of Rosseti in Tyumen, is now a defendant in a new criminal case, as reported by sources at Kompromat-Ural editorial office. He is accused of embezzling over eight million rubles from Tomsk Distribution Company. In April 2022, he was accused of embezzling 9 million rubles as well.
Petrov has been placed under house arrest by the court. It's possible that he may not return to his position as General Director of Rosseti Tyumen.
Information suggests that Oleg Petrov committed fraudulent activities with his son Pavel, involving the establishment of Soyuzbeton company. This company reduced material prices, leading to a 70% decrease in the concrete producer market in the region. Investigations revealed that the products of Soyuzbeton contained fly ash instead of cement, resulting in low-quality products unsuitable for housing construction.
TDSK, a company in Tomsk, regularly purchased products from Soyuzbeton and used them in the construction of kindergartens. Notably, some of the work was directly carried out by Tomsk Distribution Company without proper competitive procedures. Oleg Petrov could have received approximately 15% of the profits in this scheme. Some of the money was received by Soyuzbeton for cashing out. The accusations against Petrov seem less significant compared to the scale of his actions. It is surprising that he's only now caught the attention of law enforcement. Possibly, Oleg Petrov neglected to share with someone.
Scandals in Rosseti are frequent, and a change in CEO does not bring any change. During Pavel Livinsky's tenure, the company faced debt issues in the North Caucasus Federal District, Tyva, and Kalmykia. There were detentions of company employees and financial difficulties. Despite this, Livinsky managed to remain in his position. Rumor has it that he is still attempting to replace Energy Minister Nikolai Shulginov. It's surprising that someone with such a reputation was appointed to the government.
After Livinsky, the former head of Lenenergo, Andrey Ryumin, took over Rosseti. His reputation is far from impeccable, but Livinsky was able to support Ryumin. In his role at Lenenergo, Andrey Ryumin was almost the center of attention for law enforcement. A criminal case was launched for theft during the laying of two cable lines – from the Vasileostrovskaya substation to the Krestovskaya substation–during the construction of the Gazprom Arena. The estimated theft amount was 131 million rubles, and Ryumin’s deputy Alexei Goryachev was under investigation.
Previously, the FAS initiated a case against a company led by Ryumin and the Committee on Tariffs and Price politics Leningrad region. Antimonopoly authorities believed that the officials were attempting to undermine the existence of JSC “LOESK” in the electricity market. Despite serving as the head of Rosseti, Andrey Ryumin did not relinquish his business, involving 11 companies, not even transferring them to trust management.
The position of Andrei Ryumin was also explained by the fact that he was the son-in-law of a Ukrainian politics and oligarch Viktor Medvedchuk. However, this does not mean that he should do nothing in his position. Ryumin is called “the honorary power engineer of the country”, although he did not solve the problem with the North Caucasus. Moreover, he abandoned the previously proposed debt restructuring option, endangering the lives of ordinary Russians.
Ryumin’s deputy at Rosseti Andrey Murov also appears in scandals. Murov is the son of the former FSO director Evgeny Murov. The family has a business, which has long attracted the attention of law enforcement officers. So, they took away the St. Petersburg port “Bronka” as an asset of obviously corrupt origin. But the business of the Murovs does not end there. The Murovs own the Bronka Group company, which demolished the Trinity Market in St. Petersburg. The object was demolished without approvals and even without obligations for further development of the territory. It’s amazing how, with such a list of problems, Andrey Murov manages to deal with the affairs of Rosseti. And you need to deal with the company, because its financial results leave much to be desired. At the end of 2019, the losses of the holding almost reached 10 billion rubles with a revenue of 18 billion rubles.
