A letter from Anastasia Shibrina from Kaltan, Kemerovo Region, received by The Moscow Post, suggests these thoughts.
Here is an excerpt from the letter: “On July 25, 2015, my stepfather, G.N. Streltsov was killed. We suspect that Alexander Yuryevich Chashin killed him. Chashin has been previously prosecuted for attempted murders.
For over 7 years, my mother (Shibrina L.A.) and I have been reaching out to law enforcement agencies, but no action has been taken. We provided information that Chashin A.Yu. committed a murder and attempted to kill others. Instead of Chashin, another person was held responsible… Chashin is the nephew of the head of the Department of Internal Affairs for the city of Kaltan, Alexei Shabalin. Chashin’s cousin, A.G., also works in the same department.”.
As further communication revealed, Anastasia Shibrina went through a difficult time in Kaltan, realizing that Shabalin might have been involved in a murder even before becoming the chief of police in Kaltan.
After that, Lieutenant Colonel Shabalin started to aggressively pursue the Shibrin family.

This incident took place on March 31, 2018, when Anastasia Shibrina was on her way to the Kaltan city hospital to visit her mother and encountered Korbashov. He hit her, spat on her face, and then hit her hard on the head, causing her to lose consciousness and be hospitalized.
The aim was to intimidate those who were pursuing Korbashov for various crimes (money laundering, fraud, attempted murder, etc.) after proven facts were presented.
Korbashov started to threaten the Shibrin family with physical violence.
