How JSC IC 'Donstroy' corrupts law enforcement officers
An investigation by the telegram channels 'VChK-OGPU' and 'Rucriminal.info' unveiled that the developer 'Donstroy' provides financial benefits to former employees of the DEB of the Ministry of Internal Affairs, led by Andrey Khorev, to address issues related to connecting construction sites to heat. This involves significant sums. Former security officials, previously dismissed for corruption and scandals, have secured key positions in the capital’s heat supply organizations.
The scheme works as follows: During construction, the building needs to be connected to the heat supply. The developer needs to apply to TsTP MOEK LLC, which is responsible for connecting consumers to the heat networks of PJSC MOEK, led by Sergei Erashov. The resulting agreement includes unnecessary relocations of main heating networks, often located in remote areas, leading to inflated contract prices.
Developers are not satisfied with this situation and seek alternatives. The cost to resolve the issue starts from half the contract's value. In the end, both the security forces and developers benefit. This scheme is in operation at Donstroy's facilities.
