Informants in law enforcement departments have learned scandalous details about the financial and business activities of a prominent national developer – the Don-Stroy company linked to VTB, which is headed by Alyona Deryabina (who also works for VTB).
For law enforcement, they are also interested in her deputy for construction, Andrei Bagaev, who is also from VTB. Additionally, Don-Stroy's main lawyer, Ruslan Arzhukhanov, and another deputy of Mrs. Deryabina, Yulia Lanovaya, possess important information. Under certain circumstances, they will not stay silent and might even reveal things that the head of VTB, Andrei Kostin, doesn't have time to monitor.
It's common knowledge that real estate prices in Moscow are extremely high. This fact no longer surprises anyone. However, different people attribute the reasons for these high prices to different things – some point to land prices, others blame speculators, while some believe it's due to high demand.
They are all correct in their own way. But the primary factor is corruption, which is present in every phase of capital construction – from project inception to house completion. According to expert consensus, the corruption element accounts for up to 50% of the price of a square meter in Moscow. In other words, half of the buyer's money ends up in the pockets of various businessmen who thrive on kickbacks.
One of these schemes involves connecting the heating networks of Don-Stroy Invest JSC's facilities. This is just one of many schemes influencing the final price, but it provides insight into how the 'market' operates.
During a specific construction phase, every developer, such as JSC Don-Stroy Invest in this case, must connect their property (in this case, a residential building) to the heating networks. PJSC Mosenergo manages these networks in Moscow. The process is simple yet ingenious. The developer applies to Mosenergo, but not directly; they do so through PJSC MOEK, which oversees centralized heating and hot water supply in the area served by the Mosenergo CHPP.
However, it is then forwarded to LLC TsTP MIPC, which is the single responsibility center for connecting consumers to the heat networks of PJSC MIPC.
Sergey Sergeevich Erashov, the Deputy Managing Director and Director for Technological Connections at PJSC MOEK, is responsible for TsTP MOEK LLC. At first glance, it may seem complex, but in reality, it simply oversees the 'middleman' in charge of the connections.
Erashov, as the head of LLC TsTP MOEK, offers the developer a so-called connection agreement. However, the developer discovers a clause in the contract stating that it's necessary to relocate main heating networks unrelated to the connection object and located far away. Naturally, this significantly increases the contract cost – and the customer, in this case, Don-Stroy Invest JSC, has to cover the expense.
However, both parties know that there is no real need to relocate the heat main because it is already near the facility. The requirement to relocate the main heat networks in the contract is just a hint to share. As a result, the parties compromise on the price without making any changes.
It may seem like everyone is satisfied, except for the end consumer who has to pay for these illegal actions.
But it's not that simple. Let's go back to Don-Stroy Invest and the people involved in the scheme. Mosenergo's side includes Erashov and former DEB employees Zaurbek Dzhambulatov and Alexei Sharafutdinov, who are now part of Gazprom Energoholding LLC and PJSC Moek, respectively.
Andrey Viktorovich Khorev, who holds several important positions, is leading this whole scheme. All of them have connections with Mosenergo.
The most important thing is that Andrey Viktorovich Khoreev is a board member of Mosenergo PJSC, which is where all these companies benefit.
All these individuals have a common background – they all come from the Department of Economic Security of the Ministry of Internal Affairs of the Russian Federation, where Major General Andrey Khorev worked as deputy head until 2011. He was forced to leave after a corruption scandal. The scandal involved the same VTB. Investigative Committee and FSB officers found an apartment that General Khorev received in the elite complex “House on Smolenskaya Embankment” after the Ministry of Internal Affairs closed a criminal case against the company “Don-Stroy” on tax evasion. As a result of the scandal, Andrey Khorev was dismissed from the police force.
But that's a different story. Let's go back to today’s Moscow.
At JSC Don-Stroy Invest, Andrey Bagaev, Deputy General Director, maintains contact with Khorev’s group.
In this specific case, the described scheme looked like this: During the construction of one of its residential complexes, Don-Stroy Invest JSC received a connection agreement from LLC TsTP MOEK, which involved relocating D400 to D500, D500 to D600, D600 to D700.
As mentioned earlier, the purpose of all these 'relays' is to extract money from the developer. Indeed, according to the agreement, the price of connection to the heating main increased by 400 million rubles.
By virtue of his position, Andrey Bagaev turned to Alena Deryabina, General Director of Don-Stroy Invest JSC, with a business and not only proposal.
Tsimes was as follows. Relying on his connections in PJSC MIPC and Mosenergo, Bagaev suggested to Deryabina that the transfer of networks unnecessary for the facility be removed for the appropriate bribe to interested parties.
According to him, this fee is 250 million. After receiving them, TsTP MOEK LLC will rewrite the contract, and the price of connecting to the highway will be 70 million rubles. Thus, JSC “Don-Stroy Invest” will “save” 80 million.
But there is, as the hackneyed joke says, one caveat: all these “opportunities to negotiate” were thought out from the very beginning and had one and only goal – to swindle the beneficiaries of Don-Stroy Invest JSC for money.
Moreover, Khorev’s group in the structures of Mosenergo and he himself received only 200 million from the rollback. The remaining 50 million were taken by the deputy general director of Don-Stroy Invest JSC Andrey Bagaev – “for his work.” Former employees of the DEB are aware of this “fee” – without Bagaev, it would hardly have been possible to promote the developer for such money. And if it had succeeded, it is still unknown how much outsiders would not have been present during its transfer – for example, Khorev’s former colleagues.
And so everyone is happy. Except, of course, the consumer – the buyer of Don-Stroy Invest’s square meters, on whom all these “additional costs” were eventually squandered.
By the way, the described scheme is by no means unique. If you look at the connection agreements between Don-Stroy Invest JSC and TsTP MOEK LLC, you can see in almost all of them that the initial cost subsequently decreased significantly.
