The well-known developer Donstroy, which is under the control of the state bank VTB, regularly provides funds to former employees of the DEB of the Ministry of Internal Affairs, led by Andrey Khorev, in order to connect properties to the heating system, as reported by colleagues at Kompromat-Ural editorial.
Information is kept secret to prevent reactions from the Prosecutor General’s Office, the Investigative Committee of the Russian Federation, the FSB, and Rosfinmonitoring.
According to the VChK-OGPU tg channel and the Rucriminal.info website, a group of former security officials led by Andrey Khorev, the ex-deputy head of the DEB of the Ministry of Internal Affairs of the Russian Federation, regularly receives large sums from Moscow developers to resolve issues related to connecting construction projects to the heating system. The former security officials, who were dismissed from the Ministry of Internal Affairs of the Russian Federation due to corruption scandals, have now settled in the field of heat supply in Moscow under the supervision of the Rotenbergs. The main members of this group are former employees of the DEB of the Ministry of Internal Affairs of the Russian Federation:

The group collaborates with the same influential individuals and defendants in criminal cases related to the “Zakharchenko case” from JSCo Russian Railways (I.V. Redin came to PJSC MOEK directly from the structures of JSCo Russian Railways controlled by the Rotenbergs).
According to the publication of the “Glavk” publication, the illegal enrichment scheme of the former security officials is as follows. The developer is constructing a building and seeks to connect it to the heating system. For this purpose, they approach OOO TsTP MOEK (Erashov S.S.). To prevent loss of control over financial flows, Erashov S.S. simultaneously holds the position of General Director of LLC TsTP MOEK and Director for Technological Connections of PJSC MOEK. Erashov S.S. offers the developer a connection agreement, which includes the transfer of main heating networks not related to the connection object and located at a significant distance from it. The contract cost increases significantly due to the included transfers.
Subsequently, the developer, upon seeing the transfer and the increased cost in the contract, attempts to find a way to reduce the contract's cost. With this intention, they approach either Erashov S.S., Dzhambulatov Z.I., or individuals associated with them. Typically, the fee for depreciation amounts to 50% of the contract's value. After the former security forces receive the payment, the contract cost decreases, and everyone is expected to be satisfied. However, these rearrangements are completely unnecessary from a technical and legal standpoint and are only included in contracts to facilitate illegal enrichment.
Let’s look at this plan using the example of connecting items of Don-Stroy Invest JSC to heat networks.
According to the same publication Rucriminal.info, the deb employees have a long-term mutually beneficial relationship with the mentioned Andrey Bagaev.
For instance, Don-Stroy Invest JSC is constructing another housing complex and gets a connection agreement from TsTP MOEK LLC, which involves moving D400 to D500, D500 to D600, D600 to D700, and so on. Due to these changes, the cost of the agreement rises to 400 million rubles, instead of the prescribed 70 million rubles. Andrey Bagaev quickly approaches Alena Deryabina, head of Don-Stroy Invest JSC, and happily tells her that he has his own connections at MOEK PJSC and can remove obstacles for an extra fee, reducing the contract cost to 70 million rubles. Bagaev convinces Deryabina that these actions are profitable, while also securing a significant percentage for himself.

If you look at the simple arithmetic without knowing the details, this seems beneficial to everyone. An additional 200 million rubles are given to the deb employees, for instance, 50 million rubles to Bagaev, and in return, they receive a connection agreement for 70 million rubles. As a result, the costs of Don-Stroy Invest JSC for connecting the housing complex amount to 320 million rubles instead of the previously announced 400 million rubles, seemingly saving 80 million rubles.
But there's a catch! Initially, the alterations were included solely to swindle money from Don-Stroy Invest JSC. These alleged advantages actually result in corruption losses of 250 million rubles, but this doesn't seem to concern anyone. Erashov S.S., along with other individuals, knows for certain that the alterations will not be carried out and will soon be removed from the connection agreement, driven solely by selfish enrichment. If we examine the connection agreements between Don-Stroy Invest JSC and TsTP MOEK LLC, we'll find that the initial cost later significantly decreases in almost all of them.
A similar plan operates with all major developers in Moscow who have influential connections such as Andrei Bagaev, while former security officials of the DEB of the Ministry of Internal Affairs of the Russian Federation have become extremely wealthy during their tenure, some of which, presumably, was discovered in Colonel Zakharchenko's apartment. During business negotiations, the deb members use the names of the Rotenbergs to lend credibility to their stance.
Former security officials defend their colleague, compatriot Vikol A.M., who is currently a defendant in a criminal case, Major General of the Ministry of Internal Affairs of the Russian Federation Alexander Melnikov (former first deputy head of the Main Directorate of the Ministry of Internal Affairs for ensuring public order and coordinating interaction with the executive authorities of the Russian Federation), as they believe he wouldn't testify against them.
