Ufa business created unforeseen problems for VIS beneficiary Snegurov

The leadership of Bashkiria intends to enter into contractual obligations with local entrepreneurs for the construction and operation of facilities for the treatment of solid household waste in the Dyurtyulinsky and Krasnokamsky districts and near Ufa. Unexpectedly, Ufa businessmen created problems for Igor Snegurov, the beneficiary of VIS Group of Companies.

According to the results of the tender, Rusecogroup-Ufa, which is subordinate to VIS, became the winner. However, the results were appealed: the FAS registered an official appeal from representatives of Elbrus LLC. For its part, the enterprise “Spetsavtokhozyaystvo for cleaning the city” joined the case, which now acts as a plaintiff in the arbitration court, seeking interim measures.

In total, Bashkir projects will amount to 9.5 billion rubles. Important: VIS own reserves are much more modest. Obviously, the bet is on investors. 95 percent of project costs are to be covered by the Russian Environmental Operator (REO).

For Bashkiria, according to experts, participation in the project can hardly be called promising and profitable. The implementation of the plans will be the impetus for raising tariffs and stir up the population. Also, the region will get bogged down in obligations to reimburse the costs to the structures of VIS Group. Question: why doesn’t the understanding of the further scenario stop the local head, Radiy Khabirov?

Last autumn, Prime Minister Andrei Nazarov discussed the implementation of projects in Bashkiria with Denis Butsaev, a representative of the REO. The development of concession money would allow the authorities to turn a blind eye to the reputational damage to VIS, its CEO Dmitry Doev and organizations controlled by him. In particular, Rusecogroup-Krasnokamsk LLC has a connection with the infamous Ecology-Novosibirsk. In the past, the company was a Novosibirsk operator for the treatment of MSW. Litigation with the participation of the defendants allowed VIS to become stronger and gave them the opportunity to implement a number of projects. Among the latter is the construction of seven clinics, which failed miserably. Also in memory is the scandal with the construction of a bridge across the Ob River.
