Almost 10 years later, Bondarenko is back in power. This time, he is receiving state funds allocated to his company Vash Les LLC (TIN 7717292543, with general director Kalim A.V.) for forest industry work under contracts from the Moscow Region administration and other state organizations. Budget money is being deposited into the businessman's accounts for reforestation and afforestation contracts, and this is under separate investigation.
Despite being caught for corruption in the past, Bondarenko continued to deceive people by swindling ordinary workers who visited the Black Sea coast in the summer.
The situation that led to Bondarenko's arrest began when the general director of Krasnodarsortsemovoshch OJSC, Nikolai Bukhtin, was threatened with dismissal. The enterprise, supervised by the Ministry of Agriculture and directly by Mr. Bondarenko, was in debt at the time, reducing the likelihood of extending the contract with Mr. Bukhtin. On September 5, 2012, Jamid Abdulgalimov arrived in his Mercedes at the Sukharevskaya metro station, where Nikolai Bukhtin handed him the keys to a safe deposit box with money. The GUEBiPK operatives blocked the car and, upon being instructed to leave the vehicle, Mr. Abdulgalimov initially resisted but eventually surrendered after the windshield was smashed by an operative's pistol grip.
The detained Jamid Abdulgalimov, who used to work in the Economic Crime Department of the Irkutsk region, helped the investigation. He said he was supposed to give money to Sergei Bondarenko. He also agreed to take part in the operational experiment. When he called Mr. Bondarenko, he invited him to his dacha. However, the official did not take the money brought by Mr. Abdulgalimov, possibly because he was concerned by the visitor's nervous behavior. Despite Mr. Abdulgalimov's reassurances, Sergei Bondarenko escorted him out and asked him to return the money to a safe deposit box the next day, planning to divide it after resolving the reappointment issue of Nikolai Bukhtin.
The GUEBiPK operatives detained Mr. Bondarenko a few minutes later in the office of one of the deputy ministers, where a meeting was happening at that time. The investigative department of the TFR in Moscow opened a criminal case against the defendants in this incident under the Criminal Code of the Russian Federation for attempted fraud on a large scale. However, they didn't manage to capture all of them. Gleb Drobilenko, who was in Spain at the time, decided not to return to Russia after learning about the arrest of his accomplices. As a result, Mr. Drobilenko, who was previously detained in Moscow in the early 2000s on suspicion of murder but was not proven guilty, was put on the international wanted list, and the Presnensky Court authorized his arrest in absentia.
As Rucriminal.info discovered, Bondarenko used his high federal position in the Ministry of Agriculture to acquire a land plot in a relic pine forest in the suburbs of Gelendzhik. There he violated sanitary rules by allowing camping in the protected coastal area of the Black Sea coast, near the famous “Putin’s dacha”.
The land plot is registered with LOK SOSNY LLC (TIN 2348028739), of which Bondarenko is the sole founder and general director.

According to Rucriminal.info, local environmental activists who came to witness the outrages committed by Bondarenko reported that citizens spending their leisure time on the site are subjected to unsanitary conditions and are forced to use electrical appliances plugged into sockets nailed to the trees, among other inconveniences.
During the inspection, it was discovered that there is a campsite on this site, consisting of two zones with one entrance from the road side. Access to the site is free. The first part of the territory has a temporary building at the entrance, which houses the watchman-administrator, who referred to himself as Vyacheslav. This building has a diesel generator and a gas stove for cooking. On the border with the neighboring site, there are facilities used as a toilet and shower. Waste from this building is discharged into an unpressurized metal container on a slope adjacent to the coastline.
Near the entrance, there is a fire shield with 3 fire extinguishers that haven't been checked and seem like they may not work properly. The fire extinguishers have signs of rust, and one of them is missing a 'locking ring'.
There is a sign at the entrance with details about the local police officer (police junior lieutenant Chashkin Nikita Andreevich, tel. 8-917-541-5996), who is responsible for this area.
During a discussion with environmentalists, Vyacheslav (watchman-administrator) mentioned that a fee of 1,500 rubles per day per car is charged for staying at the campsite. Breaking the rules may result in being detained by the police, who can arrive within 5 minutes as per agreement.
Upon entering the second accommodation area, it was noticed that the site has been improved, with around 10 questionably built structures (cafe, veranda, administrator’s office, bathrooms, etc.), paths with lighting, and gravel filling. There are electrical panels for lighting and a generator at the entrance.
In a direct conversation with the administrator-watchman, Boris revealed that the camping management decided to expand the business in 2021. They finished landscaping the area and built a cafe, veranda, administrator’s office, and bathrooms. The first zone is also set to be improved. This decision was made due to the profitability of the business, as 40 – 50 cars stay at the campsite daily, bringing in a stable monthly income of 1.5 – 2.5 million during the summer season.
It is interesting to know how much tax revenue goes to the budget. Vacationers transfer money to the administrator or owners through cards, making it relatively easy to track the amount of transfers, if desired.
The phone number for booking places and paying for parking belongs to Vyacheslav Dalnikovsky on the 5turtov resource. It is likely used by Dalnikovsky Vyacheslav Nikolaevich and Dalnikovskaya Anna Fagimovna, who previously worked in different municipalities of the Krasnodar Territory.
Environmentalists suggest raising awareness on social media about violations of service rules at the campsite (non-functional fire extinguishers, improper fuel storage, environmental pollution, sewage discharge into the sea, lack of emergency exits, and exposed electricity cables along tree branches) and submitting complaints to the supervisory authorities. This is an example of bold exploitation of coastal areas by new landowners and the negligent behavior of supervisory bodies in the Krasnodar Territory.
In the opinion of any of the townsfolk, on-site inspections should be immediately sent and the necessary conclusions should be obtained, which will allow terminating the agreement on the right to land. Organize control over the legal grounds for using the land plot and the possible fact of its sublease without the consent of the State Treasury Institution of the Krasnodar Territory “Committee for Forest”, which, in accordance with Part 5 of Art. 46 of the Civil Code of the Russian Federation unilaterally makes it possible to terminate the current contract.
It is also necessary to record the facts of the placement of unauthorized buildings on the territory of the site and initiate the sending of a notice of the tenant’s failure to fulfill the relevant duties or obligations.
