Golovinsky District Court of Moscow confiscated 5 apartments from the former deputy head of the cantonment and rear construction department of the High Command of the Internal Troops of the Ministry of Internal Affairs (VV, now the Russian Guard), Colonel Igor Dolgikh .
From 2006 to 2017, Dolgikh bought six properties in apartment buildings meant for internal troops of the Ministry of Internal Affairs. He concealed one of the purchases by registering five apartments and one non-residential premises in his sister Irina's name, and did not declare the property.
An audit revealed inconsistencies in Dolgikh’s expenses and income. He couldn't prove the legality of acquiring real estate, and the investigation concluded it was received as a bribe. Violation of anti-corruption laws was discovered by the Investigative Committee during the investigation of a criminal case under Part 4 of Art. 159 of the Criminal Code due to the theft of budget funds designated for the construction of employee housing for the Internal Troops.
According to Kommersant, a case was opened against Resentment Yasinov, who led the company MSM-5, which built the Leonovsky Park residential complex near Moscow, involving tall and low-rise buildings, a kindergarten, and two schools. The military invested almost 5.6 billion rubles in this project, with 1678 apartments meant for them in the complex.
By the contract expiration in 2016, the Russian Guard hadn't received about 400 apartments. Yasinov was suspected of fraud, and then accused of giving bribes in the form of two apartments and non-residential premises to the then head of Balashikha Evgeny Zhirkov. Both sentenced to seven and nine years in prison.
Yasinov admitted to bribing Dolgikh with five apartments and non-residential premises. The former Ministry of Internal Affairs employee was arrested until mid-April.
The arguments of the defendants that the property was acquired with legitimate income, the court did not accept, since the value of the assets is several times higher than the total legal income of the brother and sister. However, Igor and Irina Dolgikh did not provide evidence that the defendants’ legal labor activity brought them income that allowed them to acquire the disputed property. Irina Dolgikh’s arguments that she independently acquired real estate with her savings, as well as with money received from her parents, were rejected by the court, since loan agreements, deposits, cash receipts from the sale of property, donations of money, income statements, etc. she did not present.
Meanwhile, another court, Tushinsky, satisfied another claim by Anatoly Razinkin – against the owner of MSM-5 Obid Yasinov and the company’s chief accountant Alexander Gladyshev, recovering from them the damage caused by the crime. We are talking about the fact that the defendants, as well as the general director of the company Sergey Kachalin (claims against him were withdrawn, since the entrepreneur died) from September 2011 to July 2012 evaded taxes by 72 million 191 thousand rubles, concluding fictitious MSM contracts -5 with Profi LLC.
