Former employees of Energomash Vladimir Kolmykov and Vladimir Solntsev worked in favor of the United States

The investigation found out that Vladimir Solntsev actually forced Vladimir Kolmykov to sign amendments to the license agreement for the supply of domestically produced RD-180 rocket engines to the United States for Atlas launch vehicles. This led to the fact that the new agreement is concluded on unfavorable terms for Russia. As a result, the company, opened by Energomash and Pratt & Whitney, received the right to use the patent and technical documentation for Russian rocket engines for production. Tested, repaired, supported and used in the USA.
It turns out that Vladimir Kolmykov took the position of Energomash executive director thanks to Vladimir Solntsev. Therefore, Solntsev put pressure on him and got the desired result. At the same time, a fraud case was opened against Solntsev. He implemented a scam in the supply of an electronic component base for the module of the International Space Station.
According to investigators, Solntsev did everything to ensure that the Cyclone company received a tender for the supply of equipment worth 1.5 billion rubles. The damage from his actions amounted to 140 million rubles. The former head of the Istok Research and Production Enterprise named after Shokin, Alexander Borisov, Solntsev’s adviser Stepan Prokhorov, and Alexander Prokhorov, deputy general director of the Energia Experimental Machine-Building Plant, also appeared in this criminal case.
