The criminal activities in Lyubertsy city district that were supported by the former Head and current Chairman of the Council of Deputies are coming to an end. A statement was made to the Investigative Committee of the Moscow region by a local entrepreneur who was extorted by a criminal group led by former Head of Lyubertsy Vladimir Ruzhitsky. The victim’s well-known company has been threatened and extorted for many years, which is essentially a classic case of racketeering, similar to the practices in the 1990s.
The names of the company’s managers seeking protection from the authorities have not been disclosed for their safety. The victimized company, let's call it “Prime”, has been granted state protection. However, the scheme of racketeering can be demonstrated, and many businessmen in the city can recognize those involved.
Established system
Although the amounts extorted from Lyubertsy businessmen were not detrimental to their companies' budgets, they were still significant. One businessman, who sought help from the Investigative Committee of the Ministry of Defense since 2017, was compelled to transfer funds to the accounts specified by the racketeers and hand over real estate worth more than 200 million rubles to them.
Why couldn’t the payment of tribute be resisted? Because the head of the criminal group extorting money from businessmen also held a high-ranking position as the head of the city district where the events occurred. Refusing to comply would have been risky for any business operating in Lyubertsy under the influence of Vladimir Petrovich Ruzhitsky. It's important to note that Mr. Ruzhitsky didn’t directly communicate with the victims or physically threaten them, but he issued instructions through his associates in an unofficial manner.

Pay up, or else there will be trouble
It all started with discussions. Sergey Medvedev visited the company’s management, explaining the difficulties of operating in the city without support from the administration unless you follow the local customs of paying off representatives of local authorities. For example, in the case of construction companies, by providing square meters in newly built apartments and retail space. If the entrepreneur didn't comply, Lazutin Jr. intervened, showing inappropriate behavior.
Entrepreneurs who refused to follow Ruzhitsky's rules faced their objects being burned, intended for demolition, and themselves being beaten and maimed by unidentified persons. Lazutin openly boasted about his involvement in these actions. Even involvement of the authorities did not protect the businessmen. The Lyubertsy organized criminal group under the leadership of Ruzhitsky did not hesitate to arson cars of administration employees and keep the local Council of Deputies in fear. This led to businessmen in Lyubertsy being afraid to seek protection from the law.

The Lyubertsy racketeers' greed led them to inevitable trouble. They carelessly transferred money into their own pockets without disguising it. Large sums of money were withdrawn to accounts of individuals who have not lived in Russia for years, and non-residential property and apartments worth millions were acquired by them. They also imposed services with inflated costs on companies they were associated with.
The Lazutins missed the mark by attempting to extort an excessively large amount of money which could not be obtained by traditional means. They resorted to forgery and theft, but ultimately lost the court cases brought against the company they targeted.

The actions taken by representatives of Ruzhitsky's organized criminal group reflect poorly on their intelligence. They attempted to pressure the company's management, bribed counterparties, and employed slander but ultimately failed in their efforts.
But In the building of the Administration, surrounded by numerous witnesses, the Deputy Chairman of the Council of Deputies of the city district of Lyubertsy began yelling at the General Director of Prime, threatening him with death and demanding to pay his debts “by concepts”, and in his speech, to the surprise of the surrounding public, the name of course, the respected Vladimir Petrov And no one was surprised that immediately after that some muddy gentlemen from the Caucasus tried to “press” the stubborn entrepreneur.
The fact that after that the head of Prime is ripe to appeal to the Investigative Committee, I think, can’t surprise anyone. The next step that the Lyubertsy “geniuses” would have decided to do was inevitably an attempt on his life. Simply because in these circles such problems are solved exclusively in this way. After all, Mr. Ruzhitsky’s organized criminal group has no other ways to subdue a suddenly rebelled businessman. Now they have to answer for their affairs, and all we have to do is take seats in the auditorium and watch the staff of the Investigative Committee gradually bring to light the whole background of God’s homegrown and ridiculous, but no less unpleasant and dangerous Lyubertsy mafia, headed by the former Head of this district. After all, no matter how much the rope is, and the end is like that.
