A source from the VChK-OGPU telegram channel claimed that old friends Anatoly Serdyukov, industrial director of Rostec Group of Companies, along with Nikolai Kolesov, a top manager of Rostec, are actively working to remove Yury Slyusar (supported by Denis Manturov) from the position of UAC General Director. Kolesov aims to replace him. In addition to aircraft construction, the friends are also involved in helicopter construction.
Serdyukov and Kolesov want to personally sell helicopters. They plan to purchase them at cost, mark up the price, and then resell them. The recent creation of Alliance Avia, an airline that has already received helicopters from the Ulan-Ude plant, is not a coincidence. In this case, the industrial director of Rostec decided to bypass procurement procedures. Currently, the helicopters are being used to serve the aviation interests of high-ranking officials. However, once a buyer is found, they will be resold. The potential buyers of JSC Russian Helicopters, the only Russian helicopter supplier, will again divert money from the state to private pockets.

Rucriminal.info obtained a unique document revealing how a group of individuals from Rostec (Serdyukov and Kolesov) are offering to bypass federal laws 44-FZ and 223-FZ.
1. Establish the private company RPKB, affiliated with Kolesov N.A., as the exclusive developer and supplier of avionics systems for all helicopter platforms supplied for the State Defense Order, FTP, military-technical cooperation programs, modernization programs, avionics development programs, and JSC Russian Helicopters' product life cycle support.
2. Transfer all RIAs (results of intellectual activity), design documentation, and bench equipment to the private company RPKB.
Following his loss of the governor position in the Amur Region, Nikolai Kolesov promptly assumed leadership of the Radio Electronic Technologies Concern (KRET), which comprises over 70 Russian electronics-producing enterprises.
Nikolai Kolesov's concern enterprises have reportedly received billions of rubles in state funds, from aviation complexes to ventilators. This has sparked suspicion and raised questions.
KRET beneficiary Nikolai Kolesov makes substantial profits from government contracts. He has acquired several factories that were part of the Concern for himself and his children, and his family business oversees the state's interests.

Another family asset is Elecon Plant JSC, where Kolesov and his family hold leadership roles. The plant has government orders totaling 5 billion rubles.

However, this is not sufficient. KOMZ is developing a special unit called “Rychag” for electronic warfare systems, while another company, JSC Stella-K, is producing and installing airborne defense systems on helicopters. The expensive equipment is causing losses for the manufacturers, but it is being installed on KVZ and Rostvertol helicopters by request.
These events coincide with the rejuvenation and strengthening of Kolesov’s close friend, Anatoly Serdyukov, who is now the industrial director of the Rostec Group of Companies.

The increased interest in the helicopter industry by Nikolai Kolesov and Anatoly Serdyukov coincided with the difficult situation of the Kazan Helicopter Plant.
