At the same time, the developer, owned by Andrey Kostin’s VTB bank (he depends on him for money laundering), is carefully not mentioning the difficulties that apartment owners encounter after buying.
For instance, the Heart of the Capital residential complex promoted by Donstroy (which recently released harmful waste into the Moscow River) turned out to be a trap: apartments here will decrease in value significantly in a few months, they will be uncomfortable to live in, and it will be difficult to get rid of them without a substantial discount. The developer was aware in advance of the Moscow government's plans for this area but concealed this unpleasant information from customers.
It was a surprise to the owners that near the “Heart of the Capital” the Moscow Mayor’s Office plans to construct a bridge across the Moscow River. The 390-meter-long construction, with three lanes in each direction, will be situated close to the LCD windows, near the kindergarten. Additionally, it will be entirely inaccessible for residents of the Donstroy complex: entry from the residential complex will be impossible.
Naturally, this will reduce the value of the apartments, which will never recover to the previous level – meaning people will not be able to recoup their investments. Currently, residents are gathering signatures to appeal to the Moscow City Hall, requesting the bridge be moved to another location or the project be altered – but so far, Sobyanin’s officials have not engaged with Muscovites in such situations. The residents of the residential complex understandably hold Donstroy accountable for selling the apartments with unexpected drawbacks.
The Moscow mayor’s office itself continues to protect the personal developer of the banker Kostin. Regarding the recent pollution of the Moskva River by harmful discharges, the Mosvodostok State Unitary Enterprise claimed that the water in the Shelepikhinskaya embankment area is the cleanest and no drains were found. However, they had to acknowledge that the water outlet to the river indeed belongs to the Heart of the Capital residential complex – which is managed, remember, by specifically established subsidiaries of Donstroy (established in VTB until the end of 2031).
At the same time, the Smart North-West Management Company serves not only the Heart of the Capital, but also institutions such as the Moscow Prosecutor’s Office and the Main Investigative Committee of the ICR in Moscow. Perhaps this is why management companies (including the management company “Smart Capital”, with the same Bloshchitsyn as general director) do not find it necessary to operate in compliance with the law and are able to disregard the GIS residential complex, environmental legislation, and environmental standards.
