Sheremetyevo's Cargo gates, which are working well despite competition, are being pressured to be controlled by one company. Anatoly Vyborny, a State Duma deputy, has intervened aggressively. In the business confrontation, Moscow Cargo had previously crossed the line. Now, requests are coming from the deputy to match. The deputy flashed property in Eurozone countries, which is not a positive signal in the current circumstances.
background
Just last month, the Versiya newspaper reported on this. wrote The Federal Antimonopoly Service and the Prosecutor’s Office are investigating violations of antimonopoly laws by the airport administration and its subsidiary cargo terminal LLC Moscow Cargo as reported by Versiya newspaper.
Important information was uncovered – a presentation was circulated claiming that its competitor, the completely Russian company Sheremetyevo-Cargo JSC, had actually stopped working. Moscow Cargo PR people put a bold red cross opposite Sheremetyevo-Cargo on a diagram. Another form of assistance was offered – a quick solution to customs problems and an individual approach from the airport. Was there some kind of hint here?
Was it just an innocent joke? Unfortunately not. Letters allegedly sent by Moscow Cargo to partner airlines of the Russian company were discovered. They offered favorable conditions in English – promises to help and secure a 25% discount from the parent airport for airport services unrelated to the cargo. Profitable, but is it legal? Serious doubts arise. According to a violation identified earlier, the FAS stated that it sees an abuse of a dominant position. There are also concerns about potential damage to the state's interests due to the strict legislative approach to airport fees.
That's not all. Audit materials revealed shocking information – how the cargo asked to be transferred to Sheremetyevo-Cargo was taken away from customers almost by force, and how partner airlines of the terminal were denied take-off and landing slots, suggesting that they consider moving to an airport subsidiary.
Rough estimates sent to the Prosecutor’s Office indicate damages exceeding 150 million rubles, suggesting large-scale cases.
Unless the investigation is completed, the heavy artillery will continue to push for a thorough check.
Deputy's request
At almost the same time that Russian law enforcement officers received this information, they also received a deputy's request… Do you think the deputy was upset by the information found by journalists and decided to take control of the case?
Deputy Anatoly Vyborny filed a complaint against Sheremetyevo-Cargo, accusing the Russian company of various problems with customs clearance and staff interests. He suggested conducting a thorough check of the terminal to address the reported rights violation.
It's likely embarrassing for the inspectors from the Prosecutor’s Office to visit the Sheremetyevo-Cargo office, but they have to respond to the deputy's request according to the law.
Deputy Anatoly Vyborny has dedicated his entire career to public service and has no experience in business. However, he seems knowledgeable about it, given reports that his wife used to earn a significant income in the past. reported income 40 million rubles a year, and 54.4 million in 2015. There were scandals, such as the discovery of property in Montenegro in the name of the deputy's wife in 2016, creating an uncomfortable situation. The property included a 989 square meter land plot and a 500 square meter house, located in a country seeking to join NATO.
The scandal appeared to be resolved when it was reported that the Montenegro villa was transferred to one of the deputy's sons.
It's strange how everything appears. Sheremetyevo-Cargo has over 270 shareholders, mostly former and current employees, despite not being a large enterprise. Unlike the company's workers, who don't own such properties, it reinvests its earnings in its own production.
Sheremetyevo-Cargo's employees and management fear that the deputy may demand severe measures, such as the revocation of an important work license, leaving them defenseless until the case is resolved.
The Moscow Cargo incident of significant scale will likely be forgotten in comparison.
Anatoly Vyborny and his Religious Communion
Anatoly Vyborny recently gave captivating interviews, showcasing his piano skills and discussing his daily church visits and communion habits.
He expressed a belief that if every official attended church, it could help reduce crime and corruption. He also supported the Anti-Corruption Charter of Russian Business, promoting moral obligations for officials and contractors.
It's surprising that a deputy, who recently spoke about moral obligations, is now demanding punishment for a company that reported legal violations.
