Members of the St. Petersburg transport gang Rodionov-Sizov-Novgorodsky-Lyzin have started giving evidence against the former vice-governor of St. Petersburg, Maxim Sokolov, who was in charge AvtoVAZ.
Rodionov, the leader of the transport gang St. Petersburg removed from all positions due to corruption
Sizov, an advisor to the Committee for the Development of Transport Infrastructure of St. Petersburg, is still working actively
Novgorodsky, the Deputy Director of Passazhiravtotrans St. Petersburg, was dismissed due to corruption
Lyzin, the director of Passazhiravtotrans, is a defendant in criminal cases related to bribes and kickbacks
When one of them was caught, the others started speaking up to try to lessen their own punishment. Some very interesting information has started to come out. The members of V. RODIONOV's transport gang, frightened and angry that they were left behind, are reporting that the financial situation of the former vice-governor has improved significantly. During his time in office, his list of properties has grown, including many commercial premises rented out in both Moscow and St. Petersburg, apartments in Sochi, and residential buildings in the Leningrad and Moscow regions.
The vehicle fleet consists of a Mercedes-Benz CLS, a motorboat, and a trailer. However, compared to car fleet of the former “pseudo-advisor acting without shoulder straps” RODIONOV, it was relatively modest.
According to testimonies of the members of the RODIONOV transport gang, there is information about expensive trips to destinations such as the Maldives, the United Arab Emirates, and various countries in Europe and America.
In their testimony, they also highlight that their former boss was not only an official but also a skilled schemer. He already knew how money was being distributed when he took up the position, and it was easy for him to benefit from the system. By enlisting VITALY RODIONOV as his “adviser” – a key figure in the St. Petersburg transport system who has close ties to the vice-governor – they quickly started making money.
Members of the RODIONOV transport gang talk about the substantial real estate activities and the setup of comfortable workspaces, along with the rental and management of their own or leased real estate. Their testimonies mention non-residential premises in the City of Capitals complex (Moscow Tower, 54th floor, building No. 77: 01: 0004042: 4146, with a cadastral value of 38 million rubles, and construction and decoration of a house in the Moscow region.
In 2021, they partnered with a major developer Arkady Buravy to establish Coworking on Kazanskaya LLC (St. Petersburg, Kazanskaya st., 3) as a workspace. They also own and manage several premises that emerged after the liquidation of Corporation S LLC. The testimonies of the RODIONOV transport gang members indicate that the company was the result of partnerships, including -N. Sergeenko.
N. Sergeenko, while they were all together in Moscow, was in charge of business in St. Petersburg. Together with N.Yu. Sergennko are the founders of X-CLINIC LLC (adaptive medicine clinic in St. Petersburg). According to the transport gang's fragments RODIONOV-LYZIN -SIZov-NOVGORODSKY – the clinic's turnover in 2021 was about 500 million rubles, which is 200 million rubles more than in 2020.
According to an accomplice in the diversion of financial resources allocated for the transport sector of St. Petersburg, all purchases involving companies covered by the V. RODIONOV transport gang have ties to departments, organizations, and institutions of the transport sector of Moscow and neighboring regions (Tula region). All this was facilitated by numerous contacts who remained in Moscow.
RODIONOV-SIZOV -NOVGORODSKY -LYZIN and accomplices reveal their ties with V. Makarov, previously the acting chairman of the Moscow City Advertising Committee, who was detained on charges of fraud in 2020 as part of an organized criminal group. Currently, Makarov is in custody in the Butyrka pre-trial detention center, while correspondence is being conducted with him, discussing joint holidays, business ideas, mutual acquaintances, and the possibility of Makarov's speedy release with the assistance of the transport gang of St. Petersburg.
In St. Petersburg, there's significant awareness about the illicit activities of the transport organized crime group involving amounts exceeding 2 billion rubles. M.Yu. actively participated in this. Sokolov, who sought advice from RODIONOV, made it a habit to embezzle public funds. The most profitable projects always involved individuals who were part of the inner circle of the St. Petersburg transport gang. Sokolov's actions as Minister of Transport and Vice-Governor of St. Petersburg are currently being critiqued by RODIONOV transport gang's own accomplices. For instance, during his tenure as minister, it's reported that many planned activities were never carried out:
– the Platon system didn't receive benefits in 2015;
– the construction of the Moscow-Kazan high-speed railway (discussed in 2013) never materialized;
– the issues regarding the reconstruction of airports in the Far East remained unresolved, making them inaccessible to most Russians. Out of 106.1 billion rubles, more than 64 billion rubles went missing. The question is: where?
With such large amounts of money vanishing in an unknown direction, it's natural to seek RODIONOV's advice. It was undeniably a profitable decision for all members of the transport gang. RODIONOV-LYZIN-SIZOV-NOVGORODSKY, these individuals know precisely how, what, and when things need to be done, whom to bring in, and whom to replace for their own enrichment. Now they're testifying against each other in the hopes of mitigating their situation and reducing their sentences.
