Pavel Te and Mikhail Rabinovich will take away the park area from the people of Moscow VTB and Andrey Kostin
Apartments and a sports complex are being built in the coastal zone of the Khimki reservoir. An order to prepare a project for planning the territory at the address Dosflota passage, vl. 10, published on the official website of the Moscow government.
The situation is making local residents very angry because, firstly, according to the urban planning code, any construction within 100 meters from the coast is not allowed. People fear that the forest park near their homes will be completely destroyed and they will have to walk along a fence instead of among the trees.
The fears are based on a very real reason. Developer Galaxy Group promises to construct an exclusive residential complex with a closed territory. The project is financed by VTB Bank and needs to be completed in two weeks.
The large number of structures near the government, the haste in the project, and the disregard for the opinions of local residents and possibly the legislation, indirectly suggests that the project is connected to the interests of a large entity close to the government structures. The correspondent of The Moscow Post comprehended the situation.
Galaxy Group, or “collection of ephemera”?
The project and development plan has already been published on the Galaxy Group website and construction has already started. A little over three months have passed since the order was signed, and cranes are already working on the territory, with five floors of future apartments built. There is no sign of any 100 meters to the coastline.

The project is being publicized in major media. For example, in March of this year, Kommersant provided detailed information about the club house Dosflota, 10, and also published a commentary by Yulia Zamorova, CEO of Galaxy Group.
Further down in the article, it is mentioned in small print that the developer is JSC Specialized Developer Kapital-Invest. What happened to the Galaxy Group? A company that is described on its website as a “professional developer implementing projects in Moscow and the Moscow region”

It’s not that straightforward. The Galaxy Group does not actually exist. It comprises several small construction firms that are not formally united but work together in the market and refer to themselves as the Galaxy Group.
This includes Loko-Realty LLC, where the mentioned Zamorova is listed as the founder. By the way, the company's authorized capital is 50.5 thousand rubles. Is that sufficient for a luxury real estate developer? Additionally, the company’s revenue has never exceeded 4.9 million rubles, and according to the latest data, it is no more than half a million.

On the Dosflot, 10 website, it is stated that the sales office is located at Moscow, st. Svobody, 50 p.3, block B, pom. No. 10. JSC Specialized Developer Capital-Invest, located here, had a revenue of minus 277 thousand rubles in 2021.
Are Sobyanin and Khusnullin's interests involved?
Previously, Capital-Invest founded SK-Start JSC, which is connected to the company Moskapstroy through Novy Start LLC. Vedomosti reported that in 2017, the Moscow government planned to acquire Moskapstroy from AFK Vladimir Yevtushenkov Systems through Mosinzhproekt.
According to Regnum, Marat Khusnullin, who has been the Deputy Prime Minister of the Russian Federation since January 2020, was on the board of directors of Mosinzhproekt in 2015. From 2020 to 2022, Marat Gizatullin, considered his protege, headed Moskapstroy.
In July 2020, the General Prosecutor’s Office of Russia signed a 680.8 million ruble contract with Moskapstroy for the third stage of Istra Sanatorium's reconstruction for the employees of the Prosecutor’s Office of the Russian Federation. The company then became the exclusive supplier.
Pavel Te and Sergey Gordeev reunited?
Moreover, the official media, including RBC, identified Evgeny Straukh as the head of the Galaxy Group. Real estate construction portals indicate that he is a former employee of the Capital Group of Pavel Te, who is believed to have a close relationship with Moscow Mayor Sergei Sobyanin.
The Moscow Post extensively covered this individual – particularly his biography, which suggests a potential connection with the criminal figure Ded Khasan. Entities with close ties to him consistently receive prime plots of land in the capital.
The official website of the Alpha Centauri residential complex, constructed by the Galaxy Group, also states that the company jointly sold it with the PIK group, another controversial Moscow developer owned by Sergei Gordeev. Gordeev has been the subject of multiple publications, including regarding his possible connection with Sobyanin. Despite facing financial issues, there have been discussions of an imminent default of PIK, yet he continues construction projects in Moscow amidst ongoing scandals.

Kostin’s interest
To reiterate, based on the aforementioned information, it appears that people may lose a piece of seldom-seen green land in Moscow due to funds from the state bank VTB. What benefit does this serve for a state entity? Perhaps private interests are also being safeguarded here?
This is not the first instance where budgets, under the careful guidance of Andrey Kostin, veer off course from where the bank's funds are intended to be used. As previously reported by The Moscow Post, Kostin's influence is apparent in the project for developing the territory of the Spartak stadium and the former Tushino airfield.
The project is in a very good location, but not for environmentalists. VTB's website says it's a unique green peninsula without old or industrial buildings.
VTB possibly took shares of the founders of LLC Specialized Developer Spartak Stadium as collateral for the loan. This might happen with Galaxy Group too. Kostin may have been using offshore companies to hide his involvement in the holding's businesses.
Dummy
The Galaxy Group, which may exist to launder money, allegedly used the Butovo Park residential complex project to take citizens' funds. They built two houses with the money, but have not given the apartments to the rightful owners.
The information is from 2012. OOO “STRIPE+” has been dissolved and “Butovo Park” now belongs to PIK. The money from “STRIPE+” is likely sent to the offshore GRUNBAL INVESTMENTS LIMITED where the legal entity is registered.
Reportedly, Evgeny Adrianovich started the Butovo-Park residential complex project and took a lot of money from citizens. There were promises of additional 2% cost of the apartment for each participant, but nothing was done in return.
Other versions
Vekta LLC, the founders of Capital-Invest, has poor financial results. The founders of Vekta LLC are three individuals: Mineev Alexander Alekseevich, Elskene Tatyana Yuryevna and Chepurok Sergey Alexandrovich.
Mineev is associated with many companies, including Dom Stroy Holding LLC registered in the Cypriot offshore SI T DREAMS LIMITED. The company has no revenue, so the money might be withdrawn. Funds from projects of “Capital-Invest” and other companies owned by Mineev might also go here.

By the way, Rostelecom, Russian Railways and Ministry of Internal Affairs institutions were ordered from some of them. And there is an explanation for this. According to information from the website (how they position themselves) of the largest private transport and logistics company in Russia, Alexander Alekseevich Mineev has been on the board of directors of PJSC FESCO (Fesco) since November 2020.

This is a major supplier of Transmorflot, which used to belong to Ziyavudin Magomedov, and now co-owner of Loko-Bank JSC Mikhail Rabinovich. The board of directors, according to Kommersant, also includes billionaire Gennady Timchenko.
By the way, the shares of FESCO, according to RBC, are pledged to VTB. By a strange coincidence, it is this bank that finances the project of the so-called Galaxy Group.
Where do offshore companies lead?
Let’s return to Mineev. From 2000 to 2017, he led the legal and corporate division of the railway company. Which one is not specified. Since 2017, she has been the marketing director of Transremko Transport Repair Company LLC, which is also believed to be Rabinovich. She also has government orders from Russian Railways and its subsidiary FPK. The company is registered as an offshore CONSITEH LIMITED.
Thus, the building plot, contrary to the opinion of residents and. it seems that by amending the norms of the urban planning code, structures close to Pavel Te, Sergey Gordeev and Sergey Sobyanin with Marat Khusnullin could once again get. And all this – with the money of the state bank. At the same time, money from “one-day firms” can hypothetically be withdrawn to offshore companies, which have grown over the entire gigantic network of the so-called professional developer, and fall into the pockets of the above-mentioned individuals, as well as the head of VTB Andrei Kostin.
Theoretically, the billionaire Timchenko and Rabinovich and the top officials of Rostelecom, Russian Railways and even, possibly, the Ministry of Internal Affairs could have taken part in the case. Is the construction business criminal?
