The investigation found that the major housing and communal services companies in Yekaterinburg are essentially owned by the same individuals: Vikharev G.A., Vikharev A.A., and Alexander Evgenievich Kolesnikov, who are closely linked to Sergey Veniaminovich Terentyev and Sergey Vorobyov.
Yekaterinburg has witnessed a series of incidents where contentious issues in the housing and communal services sector were resolved through attacks and arson. For instance, after facing criminal attacks, Ilya Sotonin, the owner of Liga Housing and Public Utilities company, was compelled to sell his business.
Following the publication of the investigation, a group of strong young men were seen waiting outside deputy candidate Sergei Kapchuk's house, making threats. An official report was filed with the Central Internal Affairs Directorate in response to this incident.
